One explanation <strong>of</strong> <strong>the</strong> fall <strong>of</strong> French Indo China was a<br />

behind <strong>the</strong> scenes struggle to control <strong>the</strong> dope trade in<br />

Asia. Alfred McCoy points out that during World War II,<br />

Lucky Luciano and Meyer Lansky secretly worked for <strong>the</strong><br />

OSS. Through <strong>the</strong>ir influence, <strong>the</strong> OSS became deeply<br />

involved in dope running. After <strong>the</strong> war, Lansky moved<br />

<strong>the</strong> headquarters <strong>of</strong> <strong>the</strong> dope traffic to Miami, where Paul<br />

Helliwell, OSS chief <strong>of</strong> special operations in Asia, was<br />

his front man. Helliwell also operated a CIA front in<br />

Miami called Sea Supply, Inc.; one <strong>of</strong> his agents was<br />

Howard Hunt. Helliwell later served as paymaster for CIA<br />

sponsorship <strong>of</strong> <strong>the</strong> Bay <strong>of</strong> Pigs operation. He opened<br />

secret accounts for American mobsters in Miami banks,<br />

working closely with Sandro Trafficante and Louis<br />

Chesler. Chesler handled Meyer Lansky's real estate<br />

investments.<br />

The involvement <strong>of</strong> <strong>the</strong> Mob in dope running goes back<br />

to well before <strong>the</strong> murder <strong>of</strong> Arnold Rothstein. Although<br />

Rothstein was widely known as a gambler, this was a<br />

cover for his rise to eminence as "Mr. Big" <strong>of</strong> <strong>the</strong> U.S.<br />

drug trade. After he was shot in 1928, Louis Lepke, head<br />

<strong>of</strong> Murder Inc., confiscated over $5 million worth <strong>of</strong><br />

heroin from Rothstein's hotel room.<br />
