as chairman <strong>of</strong> <strong>the</strong> board <strong>of</strong> Caribbean Cement Co. and<br />

Bermuda Hotels Corp.<br />

THE CENTRAL INTELLIGENCE AGENCY (CIA)<br />

President Truman disliked <strong>the</strong> idea <strong>of</strong> a secret service,<br />

and dissolved OSS at <strong>the</strong> end <strong>of</strong> <strong>the</strong> war. 1600 <strong>of</strong> its<br />

operatives went to <strong>the</strong> State Dept. Intelligence &<br />

Research Bureau, o<strong>the</strong>rs went to <strong>the</strong> Defense Dept.<br />

where Robert McNamara set up <strong>the</strong> Defense Intelligence<br />

Agency in 1961. Truman set up <strong>the</strong> Office <strong>of</strong> Policy<br />

Coordination in 1948, which by National Security Council<br />

directive 10/2 merged into <strong>the</strong> CIA Jan. 4, 1951 with <strong>the</strong><br />

Office <strong>of</strong> Special and Clandestine Services.<br />

Although Truman had dissolved <strong>the</strong> OSS on Sept. 20,<br />

1945, his 1948 directive appointed three men to<br />

supervise <strong>the</strong> organization <strong>of</strong> a new intelligence agency:<br />

[First,] Allen W. Dulles, <strong>of</strong> <strong>the</strong> Schroder Bank.<br />

[Second,] William Harding Jackson, a Wall Street lawyer<br />

who married into <strong>the</strong> Lyman family, became a lawyer<br />

with Cadwalder, Wickersham and Taft, and later with<br />

Carter, Ledyard & Milburn (J.P. Morgan's attorneys).In<br />

Jan. 1944, Jackson had been named head <strong>of</strong> intelligence<br />

at American Military Headquarters in London. He was<br />

chief <strong>of</strong> intelligence for Gen. Jacob Devers, and later<br />

headed G-2 intelligence for Gen. Omar Bradley. He<br />
