Allen Dulles from his Swiss redoubt <strong>of</strong> <strong>the</strong> OSS. Admiral<br />

Canaris, in charge <strong>of</strong> <strong>the</strong> Abwehr, Hitler's intelligence<br />

services had made contact with <strong>the</strong> British Secret<br />

Service in London as soon as he assumed that post,<br />

through Frankfurt lawyer Fabian von Schlabrendorff, a<br />

key member <strong>of</strong> <strong>the</strong> plot, aided by Count Helmut von<br />

Moltke, a member <strong>of</strong> <strong>the</strong> German Bar and also a<br />

member <strong>of</strong> <strong>the</strong> Inner Temple <strong>of</strong> London. Von Moltke's<br />

mo<strong>the</strong>r was Dorothy Innes, related to <strong>the</strong> Schroder<br />

banking family.<br />

OPERATIONS OF THE OSS<br />

During his first two years with <strong>the</strong> OSS, Bill Donovan<br />

accepted no salary. In 1943, he was promoted to Major<br />

General, and received pay for that grade. In 1943, OSS<br />

had a $35 million budget, with 1651 employees, which<br />

increased tenfold <strong>the</strong> following year to 16,000. By <strong>the</strong><br />

end <strong>of</strong> <strong>the</strong> war, <strong>the</strong>re were 30,000 agents and subagents,<br />

many <strong>of</strong> whom were involved in looting,<br />

blackmail, and o<strong>the</strong>r money-making schemes. Airplanes<br />

were <strong>of</strong>ten <strong>com</strong>mandeered for mysterious flights to haul<br />

huge sums in gold, diamonds, paintings and o<strong>the</strong>r<br />

treasure. From <strong>the</strong> outset, <strong>the</strong> OSS had been dealing in<br />

large sums in gold. In <strong>the</strong> spring <strong>of</strong> 1942, $5 million in<br />

gold coins was sent to North Africa to finance secret<br />

operations. After <strong>the</strong> North African invasion, certain<br />

bankers who had been holding francs worth 100 million<br />

were suddenly worth 500 million. Large scale currency<br />

transactions were handled for <strong>the</strong> OSS by an underworld
