Top secret files <strong>of</strong> <strong>the</strong> CIA and FBI were opened to<br />

Philby, despite widespread claims that he was a Soviet<br />

agent. Although he helped [fellow spies] Burgess and<br />

MacLean defect to Russia in 1951, he continued to work<br />

for SIS until 1956, under <strong>the</strong> protection <strong>of</strong> Harold<br />

MacMillan, who defended him publicly in parliamentary<br />

debate. In 1962 and Englishwoman at a party in Israel<br />

said, "As usual Kim is doing what his Russian Control<br />

tells him. I know that he always worked for <strong>the</strong> Reds."<br />

Miles Copeland says that Philby placed a mole in deep<br />

cover in <strong>the</strong> CIA known as "Mo<strong>the</strong>r". Philby was quoted<br />

as saying, "Foreign agencies spying on <strong>the</strong> U.S.<br />

Government know exactly what one person in <strong>the</strong> CIA<br />

wants <strong>the</strong>m to know, no more and no less."<br />

Philby was finally exposed by a defector, Michael<br />

Goleniewski. On Jan. 23, 1963, Philby left Beirut and<br />

defected to Moscow, where he became a Lt. Gen. in <strong>the</strong><br />

KGB. On June 10, 1984, Tad Szulc wrote in <strong>the</strong><br />

Washington Post that Philby was never a Soviet agent,<br />

according to CIA memoranda introduced in a lawsuit, but<br />

that he was a triple agent. This explains curious<br />

paradoxes in <strong>the</strong> supposed rivalry between <strong>the</strong> CIA and<br />

<strong>the</strong> KGB, when certain charmed souls float easily back<br />

and forth between <strong>the</strong> two services. Agents <strong>of</strong> ei<strong>the</strong>r<br />

service are "eliminated" when <strong>the</strong>y find out more than is<br />

good for <strong>the</strong>m about this odd arrangement.
