Times editorially stated, "We unhesitatingly applaud <strong>the</strong><br />

boldness with which <strong>the</strong> President has moved on all<br />

economic fronts -- an admiration for <strong>the</strong> <strong>com</strong>pleteness<br />

with which <strong>the</strong> President has junked <strong>the</strong> do-nothing<br />

approach that immobilised <strong>the</strong> country and sapped <strong>the</strong><br />

national will."<br />

On 17 Aug. 1971, <strong>the</strong> Times quoted Paul Volcker, Under<br />

Secretary <strong>of</strong> <strong>the</strong> Treasury, who, when asked if o<strong>the</strong>r<br />

currencies would rise in relation to <strong>the</strong> dollar, replied, "I<br />

think we are in no position to object." With <strong>the</strong> story was<br />

a photo <strong>of</strong> Volcker conferring with banking <strong>of</strong>ficials in<br />

London, with <strong>the</strong> caption:<br />

"Under Secretary Paul A. Volcker conferred with leading European financial<br />

<strong>of</strong>ficials here today on President Nixon's new policy to meet <strong>the</strong> dollar crisis.<br />

He hinted broadly that <strong>the</strong> U.S. would be happy if o<strong>the</strong>r countries let <strong>the</strong>ir<br />

currencies float in <strong>the</strong> exchange markets. Their value would presumably rise<br />

in relation to <strong>the</strong> dollar. Mr. Volcker said he had found a 'very good<br />

understanding' in his meeting. But at <strong>the</strong> end <strong>of</strong> a confusing day in European<br />

ministries and banks, few thought <strong>the</strong>y could see a clear way out <strong>of</strong> <strong>the</strong><br />

immediate monetary chaos caused by Mr. Nixon's moves."<br />

Advance knowledge <strong>of</strong> such a far-reaching change in <strong>the</strong><br />

monetary system would be worth billions <strong>of</strong> dollars.
