Over the past decade, the number of visa students and new<br />

immigrants coming to Canada with a university degree has grown<br />

strongly. There are several reasons to expect that this trend<br />

will continue to place upward pressure on <strong>enrolment</strong> demand.<br />

Several recent studies project very strong increases in international<br />

student demand for Canadian higher education over the coming<br />

decade, with particularly strong growth from East Asia. In 2007,<br />

there were 2.8 million international tertiary students worldwide,<br />

representing a 53 percent increase since 1999. 16 A report produced<br />

by IDP Education Australia estimates that by 2025 there will be<br />

3.7 million international tertiary students worldwide, 47 percent of<br />

whom 2030 will 2034 be Asian. 17<br />

While strong growth in international student numbers is expected<br />

to continue over the next 20 years, the competition for those<br />

students, especially the best and brightest among them, is also<br />

expected to intensify. Many countries have developed coordinated<br />

national strategies and mechanisms to attract international<br />

students. For example, in 2008, the United Kingdom attracted<br />

306,000 full-time international students, representing 20 percent<br />

of the U.K. student body, which is twice as high as the percentage<br />

of interna tional students in Canada. These international numbers<br />

are driven in large part by strong marketing efforts.<br />

In 1999, the U.K. launched its Prime Minister’s Initiative for<br />

International Education 18 to promote itself as the premiere<br />

destination for international students. In 2006, the U.K. launched<br />

the second phase of this initiative, which included a £35 million<br />

investment (approximately $70 million CAD) and a target to<br />

attract an additional 100,000 international students to higher<br />

education programs by <strong>2011</strong>. This Alberta funding is in addition to<br />

regular funding the British Council Saskatchewan receives to promote the U.K.<br />

education system through its offices in 100 countries worldwide.<br />
