President Wilber gave his report noting that RTC has not
retired capital credits yet this year but pointed out they are
still building for each member. The capital is being used for
the deployment of fiber-to-the-home (FTTH) at this time.
President Wilber also discussed the impact of the $21.9M
Stimulus Grant/Loan Award that RTC received in
March of 2010. He emphasized that the grant would have a
positive effect on the ownership of each member. President
Wilber thanked the employees for this accomplishment.
Financial Manager David Aamot presented the auditor’s
report by reviewing the Statement of Operations and
the Balance Sheet. He noted a net operating margin of
$712,920.00 for the year 2009. RTC received an unqualified
opinion for the financial statements, which means a “clean”
opinion from our auditors. Because of the oil activity, RTC’s
cable locates have grown to an average of 1,300 per month
which has a direct impact on the bottom line. RTC has
invested 14 million dollars in the FTTH and video projects. The
cooperative is in an outstanding financial position.
members when upgrading voice, data and video services. He
reported that RTC will again offer BEK Sports action for the
2010-11 school year. Local content will serve as a way to
connect with our members on a more local level.
CEO/GM Aslakson reported on the $21.9M loan/grant
award that RTC received through the American Recovery and
Reinvestment Act (ARRA). The purpose of the award is to
expand the availability of broadband to our service territory.
The National Broadband Plan which was released in March of
2010 was also presented to the members.
CEO/GM Aslakson thanked all those that were a part of
this Annual Meeting and helped to make it a success. He also
customers and determine what services and technologies are
needed.
Joint Report
6.
Welcome to RTC’s 60th Annual Meeting. Thank you for the part you played
in making 2010 a very successful year. As the late, great Vince Lombardi once
said, “The achievements of an organization are the results of the combined
efforts of each individual.”
RTC’s 60th Anniversary
Terry Wilber
Board President
RTC has come a long way from talking on a party line over copper wire
strung on a fence post to surfing the net on a fiber optic wire. Freddie
Ahlgren, RTC’s first General Manager, worried about things like crossing
the Missouri River, plowing cable in the North Dakota Badlands, and
meeting payroll. When Gene Sloan became RTC’s second General
Manager in 1980, the question had changed to “what’s next?”
Federal legislation and regulations have forced RTC from a
regulated monopoly into competition. Competition in the
rural areas has come with mixed blessings. Gone are the
days when RTC could invest in a new service and count
on a margin of profit.
Royce S. Aslakson
CEO/General Manager
We have learned many things from the past but we still face the
question and challenge of “what is next?” What technology do we pursue
and how much do we invest in providing new services to our members.
You can sum up RTC’s history with one word – change. Change in
technology, change in demographics, and change in politics.
Fiber and Video
We continue to make progress with Fiber-to-the-home (FTTH)
by focusing on the areas funded through the American Recovery and
Reinvestment Act. Projects currently in the works are in the New Town,
Mandaree, and Parshall exchanges among other miscellaneous projects.
Along with our New Town FTTH project, we constructed a new Central
Office in New Town, which will house all of the equipment required to
serve the New Town exchange. In 2010 RTC completed FTTH projects
in certain areas of the following exchanges: Emmet, Garrison, New Town,
Kenmare, Mandaree, Norma, Parshall, Plaza, Ross, Spencer, Watford City,
and White Shield.
Our Video (TV) service area keeps growing. Customers who have
previously not received RTC Video may now have the service when
we plow FTTH in their area. We have also been working with new

equipment to expand our Video service area through coaxial cable. When
new areas receive RTC Video service, customers are notified via mailings
or home visits.
We continue to add local content to our Video service. During the
last session of the North Dakota Legislature, RTC provided live coverage
of the Senate and House of Representatives. We also wrapped up our
second year of broadcasting area high school sports on BEK Sports West.
During the 2010/2011 sports seasons, RTC staffed and broadcasted 38
LIVE events in eight communities in our service area along with several
district, regional, and state tournaments.
Regulatory Challenges
In 2010 the Federal Communications Commission (FCC) released
its National Broadband Plan, which proposes speeds 25 times slower
in rural areas than in urban areas. Establishing such a low threshold for
rural customers relegates them to second class broadband capacity. In
the global economy, rural communities need access to quality, high-speed
broadband for business, education, healthcare, and public safety. We feel
our customers deserve comparable speeds at affordable prices.
For rural carriers like RTC, the ability to fully recover costs is critical.
Three general mechanisms affect cost recovery: universal service, intercarrier
compensation, and local rates. This financial stability is being
challenged and one of our major concerns is the viability of the universal
service funding mechanism that was developed to establish affordable
telecommunications service for all areas of the United States. RTC
receives over one million dollars annually from this fund and would be
forced to raise local rates dramatically if these funds are reduced.
Finances
As you can see from the financial statements in this
report, Reservation Telephone Cooperative has had a very
challenging and exciting year. Fortune 500 oil companies have
moved into our service area in search of “Black Gold!” This is
definitely an opportunistic time for the area we serve, but rapid
growth requires major investment, which is costly. It will take time
for revenues to catch-up with expenses and this process has an
impact on the bottom line. Two areas with increased costs for RTC
in 2010 were cable location costs and interim financing interest costs.
RTC is restricted from retiring capital credits until two-thirds of the
Stimulus Project has been completed.
Thanks
As we celebrate 60 years of telecommunication service, a large measure
of thanks must go to the past and present employees and directors of
RTC. These very special people are the heart and soul of RTC and we
thank them for their many years of service. Our anniversary theme,
“Celebrating 60 Years” has a lot of meaning for our directors and
employees.
In closing we thank you the member-owner for your business, loyalty,
and friendship, all of which will be just as important in RTC’s future as
it has been in the past. As a winning RTC TEAM let us strive to be
Smarter. Better. Faster. than the competition. God bless you all
and thanks for 60 years of memories and patronage.
Keep smiling and everyone will wonder what you are up to!
Brooke Johnson, a junior at Parshall High School, attended the 2011 Foundation for Rural Service (FRS)
Annual Youth Tour June 4 - 8. Each year, in collaboration with National Telecommunications Cooperative
Association member companies, FRS brings rural students from across the United States to Washington, D.C.
for a four-day tour.
While in Washington, Brooke learned about the telecommunications industry, as well as the regulatory and
legislative processes. She visited the U.S. Capitol and the U.S. Department of Agriculture, and met with industry
leaders and members of Congress. Attendees were given ample time to explore the Nation’s Capital and its many
attractions such as the Lincoln and Jefferson Memorials; The Korean, Vietnam and new World War II Memorials;
Mount Vernon, home of George Washington; the Smithsonian Museums; and much more.
Every year RTC randomly selects a school within their serving area. In turn that school selects a high school
junior to attend the expense-paid FRS Youth Tour. Parshall High School was drawn this year and Brooke Johnson
was selected. Brooke is a member of Parshall Future Business Leaders of America (FBLA) and Parshall Hi League
church youth group. Brooke enjoys music, swimming, reading, camping, traveling and being with friends.
