WELCOME to NHS Lanarkshire’s
Annual Report for 2011/12.
The past year has seen great
improvements in healthcare in
Lanarkshire and I am pleased to
report on the successes achieved
during this 12 month period.
I would like to thank all of our
hard working staff who have
made these achievements
possible.
In the past year, we have
invested in providing new
healthcare facilities and we have
improved existing buildings to
ensure that patients receive the
best possible care. This includes
the opening of Beckford Lodge,
the Buchanan Centre and
Glencairn facility.
NHS Lanarkshire’s
performance against HEAT
targets, has been very good . The
majority of targets were acheived
and a number were exceeded.
This includes exceeding targets
in alcohol brief interventions and
cardiovascular checks.
We have increased our hand
hygience compliance to 95% and
reduced the level of C Difficile
infections.
We have also met our financial
targets and invested over £1.7
Neena Mahal, Interim Chair
million in new medical
equipment including a new MRI
scanner.
We are also keen to encourage
more public involvement in the
NHS whether it is through
volunteering opportunities,
through our public partnership
forums or even by sharing your
comments on our social media
channels.
Finally, I would like to take this
opportunity to pay tribute to Ken
Corsar, who chaired the board for
the past seven years.
Ken, who died suddenly aged
65, held a number of positions
within the education directorate
before being appointed as
Director of Education for
Glasgow City Council in 1995.
Ken joined the Board of NHS
Lanarkshire as a Non-Executive
Director in 2003 and was
appointed Chairman in 2005.
He will not only be a huge loss
locally in Lanarkshire, but also
throughout the NHS in Scotland
where his influence and passion
for the NHS will be sorely missed.
Annual Review
IMPROVEMENTS in the quality
and safety of patient care were
highlighted at the NHS
Lanarkshire Annual Review on
Thursday 5 July 2012.
The annual review discussed
the performance of NHS
Lanarkshire over the past year
and gave members of the public
opportunities to ask questions.
The board was praised for the
significant achievement in
exceeding several targets. For
example, NHS Lanarkshire
delivered 9,034 Alcohol Brief
Interventions against a target of
6,167. There were 5,132 smoking
quits against a target of 3,295
and 7,124 inequalities targeted
cardiovascular health checks
against a target of 4,965.
Neena Mahal, Interim Chair
for NHS Lanarkshire, said: “Over
the past year we have developed
a range of services and skills in
the community such as those in
community nursing, the diabetic
service and community
rehabilitation, which are all
aimed at shifting the balance of
care so that patients can be
supported in the community
rather than going to hospital.”
The review also explained
that NHS Lanarkshire intends to
spend £8.5m over the next two
years to refurbish and develop
community facilities to ensure
that older people can be treated
in the community, where
clinically appropriate.
This type of investment has
already seen the refurbishment
of key local health facilities such
as Carluke Community Centre
and the Douglas Street Practice
in Hamilton.
The review confirmed that
NHS Lanarkshire met the main
waiting times and other key
targets in 2011/12 including
achieving and sustaining the
18 weeks referral to treatment
target. The board has also had an
impressive performance against
both the 31 day and 62 day
cancer targets.
Neena said: “I am pleased to
report that we have achieved
Action points from NHS
Lanarkshire’s annual review
During the Annual
Review, a number of
action points for NHS
Lanarkshire to
focus on in 2012/2013
were highlighted.
These points
included:
our access targets for cancer, 18
weeks referral to treatment and
for stroke.
“However, despite our efforts,
we acknowledge that our
performance in the four hours
A&E target needs improvement.
This will be a focus for us as we
move forward.”
Keep the health directorates informed of progress with
the local implementation of the quality strategy and
Reshaping Care for Older People
arrangements for clinical governance and patient
safety
Continue to maintain robust infection control
arrangements
Continue to promptly and effectively respond to the
reports of the HEI
Continue to ensure that local staff feel supported and
Public Health Report
INCREASING life expectancy,
fewer deaths from coronary
heart disease and a birth rate
above the Scottish average are
just some of the highlights from
NHS Lanarkshire’s latest public
health report.
The 2011-12 Annual Report
of the Director of Public Health,
looks at the health of
Lanarkshire’s population,
important trends and the work
being done to improve our
wellbeing.
Harpreet said: “I hope that the
report will be of interest to the
people of Lanarkshire as it not
only shows areas where health is
improving but also where action
is needed.
“There have been some key
achievements in Public Health
since the 2010-11 report,
including raising awareness of
the importance of early booking
in pregnancy. The gender based
violence action plan is now
being implemented with routine
enquiries being carried out in
sexual health services.
“The ‘Mouth Matters’
programme was also
established in many care homes
to improve the oral health of
older people.”
Harpreet highlighted some
of the key findings of this year’s
report including the impact of
alcohol in Lanarkshire.
He said: “Alcohol misuse can
lead to relationship breakdown,
unemployment, poverty, mental
ill health, physical health
problems and social isolation.
“In 2011, there were 281
alcohol related deaths in
Lanarkshire and there were 3,695
instances of people
treated for an alcohol related
condition.”
The report also looks at oral
health in homeless people.
Harpreet said: “Many
homeless people are
coping with a variety of
very urgent and
immediate issues. Dental
care can slip down their
list of priorities, only
becoming important
when the need for
attention is urgent.
“Dental examinations
carried out on the
homeless population in
Lanarkshire indicated
that they have poor oral
health, with more than
45% not having visited a
dentist for more than two
years.”
The report also
highlights the issue of
Director of Public Health, Dr
Harpreet Kohli
tobacco, which remains a significant
cause of ill health, disability
and early death in Scotland.
Harpreet said: “The
multi-agency Lanarkshire
tobacco control strategy and
action plan aims to reduce
tobacco related morbidity and
mortality and reduce health
inequalities.
Progress to date includes: an
online tobacco learning resource
for primary and secondary
schools; training for youth
workers and dentists and the
development of a smoke-free
home programme.”
Stopping spread of infection
DURING 2011/12, NHS
Lanarkshire introduced a new
MRSA screening protocol.
The MRSA screening
programme now provides early
identification of patients who are
at the greatest risk from MRSA
infections.
MRSA screening allows staff
to treat patients appropriately,
reducing the risk of infection and
For the second year running,
NHS Lanarkshire has successfully
exceeded the Scottish
Government HEAT target for
reducing Staphylococcus Aureus
Bacteraemias, which includes
MRSA. We are also above target
for reducing Clostridium difficile
infections.
are recommended when there
is a family history of TB.
The centralised neonatal BCG
clinic will improve the
identification of high risk
infants, provide training and
improve awareness among
parents and health care
providers.
Improving Health
Infection
inspections
highlight
progress at
Lanarkshire
hospitals
ON 13 April 2011, the
Healthcare Environment
Inspectorate (HEI) made
an unnanounced visit to
Hairmyres Hospital.
The inspectorate noted
that progress has been made
at the hospital since its last
inspection; that patients with
known infections were being
risk assessed and cared for
appropriately in dedicated
isolation figures and that a
new domestic cleaning
schedule had been
introduced.
The inspection also
highlighted areas that still
require improvement
including staff awareness of
environmental audits and
out of date information in the
infection control manual.
On 16 January 2012, the HEI
made an unnanounced visit
to Monklands Hospital.
The inspectorate noted that
staff have been complying
with the NHS Scotland dress
code and that there had been
improvements in the
hospital’s reporting and
monitoring system.
Song helps children
to brush their teeth
PUPILS in Lanarkshire are
now learning to brush
their teeth by singing
along to a song produced
by NHS Lanarkshire’s oral
health team.
Feedback from
local nurseries
suggested a song would
be the best way for
children to learn about
looking after their teeth.
The oral health
educators brushed
up on their song-writing
skills to pen ‘Brush and Sing
with Lanarkshire’, to the music of
‘Old MacDonald had a farm’.
Elaine Sharp, NHS Lanarkshire’s
senior oral health educator, said:
“The song sounds great and we
think the nursery children will
love using this to learn how to
brush their teeth.
“It lasts for two minutes, the
length of time you should brush
your teeth, and the lyrics tell
the best techniques for kids to
ensure their teeth are clean.
‘Brush and Sing with
Lanarkshire’ was distributed to
nurseries in Lanarkshire.
Improving Health
Inspections on
the acute care
of older people
IN MARCH 2012, Healthcare
Improvement Scotland (HIS)
visited Hairmyres Hospital to
inspect the care NHS Lanarkshire
gives to older people.
Rosemary Lyness, NHS
Lanarkshire’s Director of Acute
Services, said: “The
inspectors reported some of the
real strengths we have in
providing a high standard of care
to older people. For example,
we were pleased they noted the
positive communication and
interactions between staff and
patients and that patients were
being treated with compassion,
dignity and respect.
“While there were many
positives in the report, we are
also very aware of the need to
develop our services to
continuously improve the level
of care provided to older people.
The inspectors found some areas
for improvement during the visit.
We have put in place a detailed
action plan and are already
making progress in addressing
these areas.”
NHS Lanarkshire’s action plan
includes the introduction of
new nursing documentation to
ensure that patients who are
assessed as having cognitive
impairment have an appropriate,
individual care plan in place.
This will build on Hairmyres
Hospital’s existing strengths in
dealing with dementia and
cognitive impairment.
The inspectors also
highlighted that there was an
elderly care nurse specialist
available in the accident and
emergency department and
that a dementia resource folder
is availbale in all clincial areas
within the hospital.
Bone marrow
Stubbing it out
AN INNOVATIVE new teaching
tool was launched in
Lanarkshire to help reduce the
number of young smokers. In
Lanarkshire, 20 per cent of 15-
year-olds smoke.
The new resource, ‘Smoke in
your Eyes: A Teaching Resource
Exploring Tobacco Issues’, is
aimed at three to 18-year-olds.
The resource uses a comic
strip format and allows pupils to
follow the stories of two
characters who experience
various situations where
smoking is an issue – from a
grandparent who smokes
coming to stay, to dealing with
peer pressure as a teenager.
Lanarkshire has the second
highest smoking prevalence
of all NHS boards, with 28% of
adults estimated to smoke.
From March to December
2011, NHS Lanarkshire was the
second highest number of quit
attempts in Scotland. A total
of 13,768 people attempted to
shocked to win the award. I was
actually on holiday when I got
the call telling me I’d won and to
say it was a surprise was an
understatement as I didn’t even
know I’d been nominated.
“It’s a real privilege to win this
award and I’d like to thank my
patient Margaret Gardyne who
nominated me.”
The GP of the Year is a unique
and extraordinary award because
it is nominated by patients and
Comments on Services
NHS LANARKSHIRE welcomes
feedback from patients, their
relatives and visitors in order
to improve our understanding
of what we have done well and
where we could do better.
The vast majority of patients
have a positive experience.
Regrettably, there are occasions
where patients or carers are
dissatisfied with the care and
treatment they receive.
A total of 693 formal
complaints were received
regarding acute care.
A total of 117 formal
complaints were received about
community health services.
Every complaint received is
fully investigated and we ensure
that lessons are learned from any
issues raised.
The outcome of our
investigations are discussed with
the staff involved and shared
with other staff where they can
learn too.
Here are just some of things
that have changed in NHS
Lanarkshire in 2011/12 as a result
of the feedback, comments and
complaints we have received
from patients and visitors.
You said: the waiting time for
test results was too long.
- We changed our procedures to
improve the turnaround time for
results.
You said: appointments in
ophthalmology were cancelled too
frequently.
- We developed nurse
specialists who would be able to
review patients.
You said: the public toilets at
Monklands weren’t clean.
- We introduced a checklist for
staff to ensure consistent
standards are applied.
You said: it was difficult to find
disabled parking spaces.
- We are reviewing car parking
across all NHS Lanarkshire sites.
You said: one of our
information leaflets was wrong
- We amended the leaflet and
made sure staff knew the correct
information.
And here are some of the
positive comments we received
that year:
I was a patient in your
endoscopy unit. I would like to
thank everyone for the kindness
shown to me during my
examination. The staff were every
one, extremely informative, helpful
and reassuring. (Wishaw)
I’d just like to express my
sincere thanks to the entire team
who dealt with me. The team from
admin/reception staff through
to the nurses who prepared and
assisted, along with the Doctor
who performed the procedure
were nothing short of brilliant and
highly professional. Please convey
my sincere & heartfelt thanks to an
excellent team who deserve
recognition & praise. (Hairmyres)
I was an in patient for seven
Looking Forward
Looking forward to 2012/13
Ian Ross, Acting Chief Executive
THIS YEAR (2012/13) has already
been a year of change for the
NHS
Lanarkshire Board.
Chief Executive Tim Davison
left Lanarkshire in April to take
up the Chief Executive’s role at
NHS Lothian.
Our new director of Nursing,
Midwifery and Allied Health
Professionals Rosemary Lyness
took up her post following the
retirement of Paul Wilson who
had been with NHS
Lanarkshire for 13 years.
And of course there was the
sad news that our Chairman Ken
Corsar had died in May.
The way in which our services
are delivered are changing too.
One of the biggest challenges
we face over the next few years
will be reshaping services for
older people.
The Reshaping Care for Older
People programme is being
taken forward in partnership
with our local authority
colleagues in North and South
Lanarkshire as well as with
colleagues in the voluntary and
independent sectors.
This is a national programme,
which aims to improve
independence for older people,
providing more care at home or
in homely settings and
preventing lengthy, unnecessary
stays in hospital across Scotland.
In Lanarkshire, we have also
developed “A Healthier Future”
a strategy document which sets
our vision for the future of health
services in NHS Lanarkshire.
We also want to help people
to live longer, healthier lives and
part of achieving this will be
through working closely with our
partner services and reviewing
and
delivering quality services that
are safer, more person-centred
Over the next year we will also
continue to improve services and
waiting times for our patients
and we will be progressing the
plans to build new health
centres in Wishaw, East Kilbride
and Kilsyth.
There is a lot to look forward
to over the next year and I would
like to thank our staff, volunteers
and public partnership forum
members for all their hard work
and effort over the past year.
I am confident that together we
will continue to build on the
successes of 2011/12 that we
have highlighted in this annual
report.
Financial Information
Laura Ace, Finance Director
DURING 2011/12, NHS
Lanarkshire met all its financial
targets and continued to
operate within a balanced
financial position.
Laura Ace, Director of Finance
for NHS Lanarkshire, said: “We
can be pleased with our financial
performance in 2011/12,
especially within the current
economic climate.”
During 2011/12, NHS
Lanarkshire’s capital programme
continued to progress well.
£5.0m was invested into
improving Monklands Hospital,
including developing the
drainage, heating and electrical
supply.
Laura said: “This investment also
led to the completion of a major
refurbishment of the
haematology inpatient ward
and the dermatology unit and
provided a new car park with an
additional 151 spaces.”
By Easter 2012, Larkhall Health
Clinic had also underwent a
£0.85m major refurbishment.
This included rewiring work, two
new clinical rooms, the
installation of a new heating
ystem and new lighting as well
as internal decoration.
During 2011/12, £13.8m was
invested into the development of
the new Airdrie
Community Health Centre. The
centre opened in July 2012.
The development of the
centralised headquarters at
Kirklands Hospital was also
completed in May 2011. This
involved the movement of staff
from a number of sites including
Strathclyde and Cleland
hospitals.
Laura said: “NHS Lanarkshire
expects to achieve significant
revenue savings of more than
£2m within the first five years
of the centralisation through
improved working practices and
redesign of service provision. The
Board also expects significant
capital receipts from the sale of
