Dear Chairman Lieberman and Ranking Member Collins:<br />

We, the undersigned organizati<strong>on</strong>s, are writing <str<strong>on</strong>g>to</str<strong>on</strong>g> state our support for S. 1444, the <strong>Civilian</strong><br />

<strong>Service</strong> Recogniti<strong>on</strong> <strong>Act</strong> of 2011, and respectfully request you schedule the bill for the next<br />

markup sessi<strong>on</strong> of the Homeland Security and Governmental Affairs Committee.<br />

The <strong>Civilian</strong> <strong>Service</strong> Recogniti<strong>on</strong> <strong>Act</strong> authorizes the heads of executive agencies <str<strong>on</strong>g>to</str<strong>on</strong>g> provide for<br />

the presentati<strong>on</strong> of a U.S. flag, as requested by the next of kin, <str<strong>on</strong>g>to</str<strong>on</strong>g> a civilian federal employee<br />

who was killed while performing official duties. Currently, agencies do not offer this h<strong>on</strong>or <str<strong>on</strong>g>to</str<strong>on</strong>g><br />

federal employees, regardless of whether they are killed in the line of duty at home or abroad.<br />

The House compani<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> S. 1444, H.R. 2061, was introduced by Representative Richard Hanna<br />

(R-NY), was unanimously approved by the Committee <strong>on</strong> Oversight and Government Reform<br />

with str<strong>on</strong>g bi-partisan support, and we expect it <str<strong>on</strong>g>to</str<strong>on</strong>g> be scheduled for a full vote by the House in<br />

the near future. This is a good government, n<strong>on</strong>-c<strong>on</strong>troversial piece of legislati<strong>on</strong>, with<br />

miniscule cost.<br />

According <str<strong>on</strong>g>to</str<strong>on</strong>g> the Office of Pers<strong>on</strong>nel Management (OPM), over 100,000 civilian federal<br />

employees have served in Afghanistan and Iraq al<strong>on</strong>gside military forces. These employees<br />

support ec<strong>on</strong>omic and political development, rec<strong>on</strong>structi<strong>on</strong> projects, and military missi<strong>on</strong>s.<br />

Stateside, federal employees, from law enforcement officers <str<strong>on</strong>g>to</str<strong>on</strong>g> Internal Revenue <strong>Service</strong><br />

employees, have given their lives while <strong>on</strong> duty. Just as do members of the Armed Forces,<br />

members of the federal civilian workforce often risk their lives in order <str<strong>on</strong>g>to</str<strong>on</strong>g> carry out official<br />

duties and are critical <str<strong>on</strong>g>to</str<strong>on</strong>g> executing agencies’ foreign and domestic missi<strong>on</strong>s. OPM reports that<br />

approximately 3,000 federal employees have been killed in the line of duty since 1992. This <strong>Act</strong><br />

would ensure that future employees who are killed while performing official duties are


ecognized for their valor and dedicati<strong>on</strong> <str<strong>on</strong>g>to</str<strong>on</strong>g> their agency, and, most importantly, <str<strong>on</strong>g>to</str<strong>on</strong>g> the people<br />

of the United States.<br />

S. 1444 has support from a broad coaliti<strong>on</strong> of federal executive, management, uni<strong>on</strong> and law<br />

enforcement organizati<strong>on</strong>s. It promotes good government by h<strong>on</strong>oring those who have<br />

dedicated their lives <str<strong>on</strong>g>to</str<strong>on</strong>g> serving this country. We hope that we will also have your support in<br />

h<strong>on</strong>oring those brave federal employees who give their lives in service <str<strong>on</strong>g>to</str<strong>on</strong>g> their country, and we<br />

respectfully request that S. 1444 be c<strong>on</strong>sidered during the Committee’s next markup.<br />
