Protective designation 

The four zones identified for nomination fall under the category of 

‘Heritage Zone’ and ‘Archaeological Park’ as identified by MPD 2021. 

The MPD 2021 emphasises the need to develop ‘Special Conservation 

Plans’ for these sites. 

Protective designation includes – ‘Protected’ sites by ASI/ SDA and 

‘Notified’ structures under State and Local Authorities. These sites 

have clearly outlined ‘Prohibited’ and ‘Regulated’ areas around them as 

means to implement this protection. 

Innumerable unprotected but ‘Listed’ buildings.

The section on ‘Conservation Strategy’ MPD 2021 identifies following agencies 

that are concerned with the protection of Delhi’s built heritage: 

Delhi Development Authority (DDA) ; Archaeological Survey of India (ASI); State 

Archaeology Department, GNCTD; New Delhi Municipal Council (NDMC) ; 

Municipal Corporation of Delhi (MCD) and Delhi Cantonment Board. 

In addition to these, there are other bodies that are associated with the 

conservation and management of heritage buildings in Delhi: 

Delhi Urban Art Commission (DUAC); Central Public Works Department (CPWD); 

Delhi Tourism and Transport Development Corporation (DTTDC); 

Shahjahanabad Redevelopment Corporation (SRDC); Heritage Conservation 

Committee (HCC); Delhi Wakf Board (DWB) and Indian National Trust for Art and 

Cultural Heritage (INTACH).

Means of implementing protective measures 

Multiple agencies that operate within the NCT of Delhi. This section 

identifies their specific roles and responsibilities: Central Government, 

DDA, ASI, HCC, GNCTD, SDA, NDMC, MCD, DUAC, CPWD, DTTDC, SRDC, 

DWB and INTACH.

Staffing levels (professional, technical, maintenance) 

A team of officers from each department, agency and organization mentioned 

above are deployed to plan, execute and monitor the conservation, 

development, protection, maintenance and management of the nominated site. 

The section provides an overview of the issues and complexities related to the 

existing protective and management systems and multiple agencies that are 

responsible for their implementation. 

There exists a very well-defined and implementable framework of legal, 

administrative and operational mechanisms BUT it is the multiplicity of agencies 

and their specific approaches that need to be addressed in a more holistic and 

effective manner. Therefore, 

It is proposed to set up an overarching nodal agency that will 

coordinate with all these agencies/ organisations issues and 

activities related to the World Heritage City of Delhi.
