Cover Design:<br />

At the direction of Mrs. Ann Opilo, Art Teacher, our 4th<br />

and 5th grade students at Northwest Elementary<br />

<strong>School</strong> completed this mural of ocean life. The acrylic<br />

painting depicts food chains and a complex ocean<br />

environment. In addition to learning about color<br />

mixing and portraying realistic creatures, the 4th and<br />

5th graders learned how to work cooperatively with<br />

other artists. The mural is currently hanging on the<br />

wall at Northwest Elementary.<br />

Our Mission<br />

Building on our tradition of educational excellence, the mission of the<br />

<strong>Lebanon</strong> <strong>School</strong> <strong>District</strong> is to challenge students to continually develop<br />

their skills as lifelong learners and responsible citizens.<br />

On behalf of the administration and staff of the <strong>Lebanon</strong> <strong>School</strong><br />

<strong>District</strong>, we are pleased to provide a Calendar of Events for the<br />

2011-2012 school year. We maintain a comprehensive educational<br />

program ensuring our students are provided with a balanced<br />

program of academics, athletics, music and a variety of extracurricular<br />

activities. Parent involvement and community pride is very important<br />

to our schools, our students and our faculty. We invite you to visit our<br />

classrooms, and participate in our many scholastic, musical and<br />

The <strong>Lebanon</strong> school district has a long, proud history in Pennsylvania, and has had many successful<br />

graduates that have accomplished much in their lives all over the world. Today’s students have even<br />

more opportunities, and we are excited about what the future holds for them! Each day of the school<br />

year is an important day, where learning and growth occur. We know that when our families work with<br />

us, our students feel supported and encouraged to do their best.<br />

Please partner with us in the 2011-2012 school year. We need you. Encourage your child(ren) to<br />

work hard and to be involved in our learning community by participating in activities. Encourage good<br />

study habits and punctual attendance. Be involved in our schools if you possibly can. Perhaps you<br />

can join the PTA, attend Family Night Out events, support our music, sports, and other activities by<br />

cheering on the Cedars!<br />

While many reflect on the good old days in <strong>Lebanon</strong>, let’s change the mind-set, believing that the<br />

<strong>District</strong> residents and taxpayers wishing to address the school board<br />

Dress Code<br />

The <strong>Lebanon</strong> <strong>School</strong> <strong>District</strong> has adopted a dress code policy, for reasons that include:<br />

a. increase school safety by reducing the risk of violence<br />

b. promote a positive work ethic<br />

c. promote civility and respect<br />

d. avoid peer pressure regarding dress<br />

e. decrease the distractions of teasing, bullying, hazing and other harassment<br />

f. identify non-resident students<br />

g. reduce “school clothing” costs for families<br />

All students shall be subject to this Dress Policy. All students must report to school on a<br />

daily basis attired in compliance with the provisions of this Dress Policy. There is to be<br />

no changing of clothes in school or on any school property prior to the beginning of the<br />

school day, or at the end of the school day, unless it is for sports teams or extra<br />

curricular activities.<br />

Students who move into the district will have a 3-day grace period to transition<br />

into dress code requirements.<br />

The following items are acceptable dress of the <strong>District</strong> Dress Code:<br />

1. Tops - Preferred colors are red and blue (our school colors) or white, however, other<br />

colors are permitted.<br />

a. Collared polo shirts, collared dress shirts or blouses, collared sleeveless shirts<br />

that cover the shoulder, turtlenecks and mock turtlenecks are permitted.<br />

b. Modest dress shirts, blouses, sweater sets, with non-traditional collars<br />

are permitted, as long as they are buttoned from the first or second button<br />

below the collar down, and cover the entire midriff.<br />

c. All shirts must be tucked in. Traditional sport coats, blazers, or sweaters can be<br />

worn over dress shirts. Ties are permitted.<br />

d. Hoods are not permitted.<br />

e. <strong>Lebanon</strong> <strong>School</strong> <strong>District</strong> sweatshirts (without hoods) are permitted.<br />

f. Tee shirts are not permitted as outerwear. Exceptions:<br />

1) Elementary students on gym days,<br />

2) Special days designated by the principal.<br />

g. No imprint, insignia, design, tag or emblem is permitted on any<br />

approved top except for an optional <strong>Lebanon</strong> <strong>School</strong> <strong>District</strong> insignia or a small<br />

manufacturer’s trademark (under 1 inch).<br />

2. Bottoms - .Neutral colors are approved (examples: white, gray, khaki (tan), navy,<br />

blue and black)<br />

a. Permitted lower body attire must be a solid neutral color or plaid, and is limited to<br />

the following options:<br />

• Slacks/Dress Pants<br />

• Skirts, skorts, jumpers (no more than 2” above the knee)<br />

• Shorts (dress-shorts, no more than 2” above the knee, no athletic shorts)<br />

• Mid-length slacks/capris<br />

b. Bottoms must be worn around the waist. A solid neutral color, traditional belt and<br />

buckle are permitted and recommended. Neutral color suspenders are permitted.<br />

c. Pockets – only traditional front or back pockets are permitted. No pockets or<br />

loops on the sides, or below the knee are permitted.<br />

d. Denim is not permitted.<br />

e. Cargo pants, baggy pants, stretch pants, leggings, sweat pants, any pants with<br />

loops of any type other than belt loops at the waist, and holes, are examples of<br />

bottoms which are not permitted.<br />

f. No imprint, insignia, design, tag or emblem is permitted on any bottom (lower<br />

body attire) with the exception of a small manufacturer’s trademark or pinstripes.<br />

g. All lower body attire must be hemmed and of an appropriate weight material.<br />

3. Dresses – Girls are permitted to wear modest dresses that cover the neckline, or if<br />

they have buttons, are buttoned up to the first or second button. Length of dresses<br />

cannot be shorter than 2” above the knee.<br />

4. Footwear – Dress shoes, sneakers, clogs or crocs are permitted, however, practical,<br />

sensible shoes are recommended (with straps at the elementary level). Beachwear/<br />

flip-flops/slippers, heelies and stash shoes are not permitted.<br />

5. Other: Jackets, coats and other outerwear; headwear of any type, (with the exception<br />

of barrettes; or accessorized headbands; or religious wear) including but not limited<br />

to hats, bandannas, sweatbands, hoods, and kerchiefs; and sunglasses shall not be<br />

worn in school.<br />

6. Nothing which promotes drugs, alcohol, violence, gangs, racism, immoral ideas,<br />

profane or inappropriate language may be worn at any time.<br />

7. The superintendent or designee has the authority to make revisions in the dress code<br />

that support the spirit of the policy. Any such revisions will be shared with the board,<br />

staff, and parents.<br />

Elementary <strong>School</strong> Students – follow the same guidelines as the secondary students,<br />

however the following are permitted:<br />

• Fitted jeans that meet all other requirements.<br />

• Pink is permitted for bottoms.<br />

• Simple accent designs on bottoms, such as a flower, or butterfly, are permitted at<br />

the primary level.<br />

Approved clothing can be purchased at any retailer, and can be purchased online<br />

For Parents of Elementary Students<br />

We Believe:<br />

The overall guiding philosophy for any decision will be<br />

what is best for the child. Students must work at an<br />

instructional level where they attain a maximum amount<br />

of learning, yet feel successful.<br />

All children are expected to succeed and should be<br />

given every opportunity to do so. The home and school<br />

must work together and have open, clear channels of<br />

communication.<br />

Academic Achievers<br />

Students in grades 2, 3, 4 and 5 are considered<br />

Academic Achievers when they meet the following<br />

criteria: * Earn A’s or B’s in all subjects marked with<br />

A-F letter grades. * Receive no N’s in any area except<br />

Handwriting. * Achieve at or above grade level in reading<br />

and mathematics.<br />

The Literacy Challenge<br />

Third, fourth and fifth graders have the opportunity to<br />

receive special recognition for excelling in the three key<br />

areas of language arts (reading, spelling, and writing)<br />

and in math. A strong foundation in these core areas<br />

remains important in <strong>Lebanon</strong>’s elementary schools.<br />

Report Cards<br />

Children in grades one through five receive report cards<br />

four times a year. These dates are on the calendar!<br />

Children in K4 and K5 receive progress reports three<br />

times each year.<br />

Homework<br />

We believe homework is an important part of the<br />

education process. Homework gives students a chance<br />

to review and practice what they have learned, prepare<br />

for the next day’s lesson, and explore topics of interest.<br />

Homework will have an impact on a student’s overall<br />

achievement. Homework assignments may influence<br />

a student’s overall grade by as much as 10%. The<br />

following are guidelines for how long students should<br />

spend on homework:<br />

• Grades 1 - 3......20 to 30 minutes nightly<br />

• Grades 4 - 5......30 to 60 minutes nightly<br />

To help children be successful, we suggest the following:<br />

• Create a place at home that is conducive to studying.<br />

• Set aside a specific time for homework each day.<br />

• Make sure students have the supplies they need.<br />

• Be available if students have questions.<br />

Parents can support their students by reviewing their<br />

homework books. Please feel free to communicate with<br />

your child’s teacher regularly. Together, we make the<br />

difference.<br />

Elementary Instruction<br />

Instructing our children in core academic areas are a<br />

top priority in the <strong>Lebanon</strong> <strong>School</strong> <strong>District</strong>’s elementary<br />

schools. To enure our students’ success, the district uses<br />

a variety of research and evidence-based curriculm.<br />

Reading Street is a comprehensive, balanced literacy<br />

program. It integrates themes, and target skills are<br />

threaded throughout the program components. Our<br />

teachers explicitly and systematically teach the five<br />

main components of reading (phonemic awareness,<br />

phonics, vocabulary, fluency, and comprehension) using<br />

this program. The students also have a variety of rich<br />

literature to read throughout the program. Additionally,<br />

connections are made to both science and social studies<br />

content throughout every unit. Students in K5 are also<br />

taught phonics through Project Read. This is a researchbased<br />

program that explicitly teaches phonics to children<br />

using a multi-sensory approach.<br />

Five years ago, the district adopted a new math series<br />

to teach our curriculum. We have seen much growth in<br />

our students’ conceptual understanding already and look<br />

forward to this trend continuing. We have worked over<br />

the summer to identify the core knowledge every student<br />

is expected to learn at each grade level.<br />

Several years ago the district began using FOSS kits<br />

at the elementary level. These kits provide our students<br />

with the best hands-on science program available. The<br />

FOSS program also includes content reading through<br />

the use of books specific to instructional units, and<br />

writing in science journals to ensure students receive an<br />

in-depth experience while practicing practical science.

SNAP Program (Student Nutrition Accountability System)<br />

The Cafeteria Debit System provides parents with enhanced<br />

payment services when purchasing meals for students. Each<br />

student is issued an ID number and will need to input their ID<br />

number into the pin pad at the cash register-- regardless of<br />

how they are paying for food items. The student ID number<br />

is linked to a cafeteria account in the student’s name and<br />

parents / guardians may deposit money into the student’s<br />

account for the purpose of purchasing food items in the<br />

cafeteria.<br />

Checks, and the use of MyLunchMoney.com, are the<br />

preferred methods of depositing money into student<br />

accounts. Checks can be made payable to “The <strong>Lebanon</strong><br />

<strong>School</strong> <strong>District</strong> Cafeteria Fund.” Please have your child’s ID<br />

number listed in the memo section on the check. Cash will<br />

also be accepted, however, receipts will only be given upon<br />

request. Students may give their deposit to any cafeteria<br />

staff member for deposit into their account.<br />

Cafeteria Charge Procedure<br />

Parents / guardians are responsible to maintain adequate<br />

funding in their student’s meal account. To make tracking<br />

your child’s account easier, monthly statements will be sent<br />

home with the students.<br />

At the elementary level (grades pre-K - 5), written notices will<br />

be sent home once the student’s account reaches a negative<br />

$5.00. If the negative balance reaches $10.00, a phone call<br />

will be made and a letter sent home to the parent / guardian<br />

informing them of the situation. A very basic alternative<br />

meal will be served to the student until the balance is paid.<br />

Elementary students will not be refused a meal.<br />

At the secondary level (grades 6 - 12), written notices will be<br />

sent home once the student’s account reaches a negative<br />

$5.00. If the negative balance reaches $10.00, a phone call<br />

will be made and a letter sent home to the parent /<br />

guardian informing them of the situation. If the negative<br />

balance reaches $20.00, the student will not be able to<br />

receive meals on credit in the cafeteria until the balance has<br />

been paid in full.<br />

Cafeteria debts may result in student exclusion of extra<br />

curricular activities, and/or the employment of the Parker<br />

Collection Agency. For more information about this<br />

procedure, please consult the student handbook.<br />

Questions regarding the SNAP Program, or other food<br />

service questions, should be addressed to Mr. Jim Morrissey,<br />

Food Service Director, (717) 270-6740.<br />

Child Registration<br />

In order to register your child with the <strong>Lebanon</strong> <strong>School</strong><br />

<strong>District</strong>, you must call the Child Accounting Office at<br />

(717) 273-9391 and make an appointment. Same day<br />

appointments are generally not available.<br />

On your appointment day, you are required to bring along<br />

with you the following information:<br />

1. Original Birth Certificate, resident alien card or valid<br />

passport<br />

2. Immunization Records<br />

3. Proof of Residency (copy of lease, mortgage, or utility<br />

bill,). If you are residing with someone else, we will<br />

provide you with a Residency Affidavit that you will need<br />

to have signed and notarized prior to your appointment.<br />

4. For those students enrolling into the K4 program, proof<br />

of income is also required. This may be your last 2<br />

pay stubs, prior year tax return, social service benefit<br />

statements (Food Stamps, unemployment, Social<br />

Security, Department of Public Welfare etc)<br />

While not required, it would be helpful if you would bring<br />

along the following records as well:<br />

1. If child receives Special Education Services, please<br />

bring along the most current copy of their IEP, and the<br />

most recent evaluations<br />

2. Academic Records (most recent report card, progress<br />

reports, etc.)<br />

3. Most Recent Pay Stub or Food Stamp Case Number<br />

(for the free and reduced lunch application)<br />

If you do not have all of your paperwork, we<br />

WILL NOT BE ABLE to process your registration, and we will<br />

be forced to reschedule your appointment!<br />

NOTE: Only a parent(s)/legal guardian(s) may register<br />

a child. Court appointed legal guardians will need to<br />

bring a copy of the court order granting legal custody or<br />

guardianship to the appointment, and may need to provide<br />

additional documentation. Contacting the Child Accounting<br />

Office prior to the appointment is recommended in this<br />

situation.


Educational Foundations<br />

Alumni Association - Alumni Invitational<br />

The Alumni Invitational is held annually each July at Iron<br />

Valley Golf Club, <strong>Lebanon</strong> and <strong>Lebanon</strong> Valley Golf Course.<br />

The funds raised through this tournament have been used to<br />

fund scholarships to deserving <strong>Lebanon</strong> High <strong>School</strong><br />

graduates.<br />

The first scholarship was awarded in 1993; numerous<br />

scholarships have been granted since that time. The Alumni<br />

The Cedar Foundation, a 501(c)3 tax-exempt not-for-profit<br />

corporation, was established by the <strong>Lebanon</strong> <strong>School</strong> <strong>District</strong><br />

to provide financial resources, to support and encourage<br />

education opportunities and creative programs and projects.<br />

The Cedar Foundation, in conjunction with the Land<br />

Development Committee, strive to attain private funds for the<br />

development and construction of athletic fields and<br />

equipment. For giving and naming opportunities, please<br />

<strong>Lebanon</strong> Valley Education Partnership<br />

The <strong>Lebanon</strong> <strong>School</strong> <strong>District</strong> and <strong>Lebanon</strong> Valley College<br />

provide a unique opportunity for students in our district<br />

through the <strong>Lebanon</strong> Valley Education Partnership.<br />

The <strong>Lebanon</strong> Valley Education Partnership (LVEP)<br />

coordinates the efforts of these two institutions and the local<br />

business community to provide scholarships for our LVEP<br />

students attending <strong>Lebanon</strong> Valley College.<br />

Monies for the LVEP scholarships are raised through the<br />

Achievement Challenge Golf Tournament.<br />

Health Services<br />

Immunization Policy<br />

All students shall be immunized for DPT, polio, measles,<br />

mumps, rubella, varicella and hepatitis B in accordance<br />

with Pennsylvania statutes, unless specifically exempt for<br />

religious or medical reasons.<br />

No student shall be admitted to school for the first time<br />

who has not been immunized against such diseases as are<br />

enumerated by the Advisory Health Board and in the manner<br />

directed by the Secretary of Health.<br />

Medication Distribution Policy<br />

Whenever possible, we recommend that parents do not send<br />

medication to school with their children. We prefer that the<br />

required dosage be given to children before and after school<br />

hours. If this is not possible, before any medication may be<br />

administered to a student during school hours, the student<br />

must have a written request from a parent or guardian,<br />

granting permission for medication administration.<br />

Over the counter medications such as aspirin, ibuprofen or<br />

cough medicine, cannot be given by the school nurse unless<br />

there is a written order from a physician.<br />

If medication is prescribed by a physician, a written order<br />

from the prescribing physician is required. It shall include:<br />

• purpose of the medication<br />

• dosage<br />

• time medication is to be given<br />

• special circumstances medication is to be given<br />

• length of time medication is prescribed<br />

• possible side effects of the medication.<br />

All medications must be in the original bottle.<br />

These documents shall be kept on file in the office of the<br />

school nurse. Asthma inhalers are the only medication that a<br />

student is allowed to carry with them. In order for a student<br />

to carry his/her inhaler, the school nurse must have a written<br />

order from a physician and written parental permission slip.<br />

There are special forms in the nurse’s office to be completed<br />

before a student may carry the inhaler in school.<br />

National Parent Teacher Association<br />

The <strong>Lebanon</strong> <strong>School</strong> <strong>District</strong> benefits from many parent<br />

involvement groups throughout the school district. In addition<br />

to these individual groups, the <strong>Lebanon</strong> <strong>School</strong> <strong>District</strong><br />

also benefits from a district-wide PTA, the Parent Advisory<br />

Council, (PAC). The PAC entertains representatives from<br />

each school and booster club, and allows these groups to<br />

have a voice on the district level.<br />

The PAC is recognized through the National PTA. This<br />

affiliation allows PAC to host contests, such as the<br />

“Reflections” arts contest, in which students compete on<br />

local and national levels. The “Reflections” contest is open to<br />

all students, with categories in literature, art, dance, music,<br />

photography and film.<br />

The PAC is looking for new members! There is a nominal<br />

$6 annual association fee to join, which allows the district to<br />

provide incentives to students, and will enable us to receive<br />

training materials from the National PTA.<br />

You may participate in your local parent association,<br />

however, the PAC members encourage you to join the<br />

National PTA through the district-wide PAC. For more<br />

Parent Involvement Policy 918<br />

The Board and community believe that the education of<br />

children is a joint responsibility, one it shares with the parents<br />

of the school community. To ensure that the best interests<br />

of the child are served in this process, a strong program<br />

of parent involvement in the school and communication<br />

between home and school must be maintained.<br />

The Board directs that the following activities be<br />

implemented to encourage parent involvement:<br />

Annual review of this Parent Involvement Policy, so that<br />

continued parent input can be provided, and modifications<br />

can be considered. This review will include an examination of<br />

the effectiveness of the policy in increasing the participation<br />

of parents and families (including families of all Title I<br />

students) and improving the academic programs in the<br />

school.<br />

Annual meeting of parents to inform them of the policy<br />

and their right to be involved in the planning, review,<br />

and improvement of school programs. Identification of<br />

barriers to participation by parents who are economically<br />

disadvantaged, are disabled, have limited English<br />

proficiency, have limited literacy or are of any racial or ethnic<br />

minority.<br />

Annual open houses in district schools to provide parents<br />

with the opportunity to see the school facilities, meet the<br />

faculty and sample the program on a first-hand basis.<br />

Annual parent-teacher conferences to permit two-way<br />

communication between home and school.<br />

Other meetings of parents and staff members to explain<br />

and discuss matters of general interest with regard to childschool,<br />

child-home, or child-home-school relationships;<br />

including meetings of staff members and groups of parents<br />

of those students having special needs, or other particular<br />

concerns.<br />

Special events of a cultural, ethnic, or topical nature, which<br />

are initiated by parents and families, involve the cooperative<br />

effort of students and parents, and are of general interest to<br />

the schools or community.<br />

Workshops and training for parents, teachers, and other<br />

staff to foster greater parent involvement, and to enhance<br />

understanding of state standards and assessments.<br />

For the benefit of children, the Board and community believe<br />

that parents have a responsibility to be involved in the<br />

schools, and to encourage their child’s career in school by:<br />

Supporting the school in requiring that children observe all<br />

school rules and regulations, and by accepting their own<br />

responsibility for children’s willful in-school behavior;<br />

Sending children to school with proper attention to their<br />

health, personal cleanliness and dress; maintaining an active<br />

interest in the student’s daily work and making it possible for<br />

the student to complete assigned homework through<br />

providing suitable conditions for study;<br />

Reading all communications from the school, and signing<br />

and returning them promptly when required; or asking for<br />

assistance with printed material if<br />

needed.<br />

Cooperating with the school in attending conferences set<br />

up for the exchange of information on the child’s progress in<br />

school.<br />

Participating in in-school activities and special functions<br />

when possible.<br />

For the benefit of children, the Board and community believe<br />

parents should be made aware of their responsibilities<br />

through the use of communication tools such as the Parent<br />

Involvement Survey, the Parent Involvement Checklist, and<br />

the Search Institute’s List of 40 Developmental Assets. The<br />

district will offer parents suggestions, workshops or other<br />

activities, as resources permit. Such activities will assist<br />

parents in understanding the responsibilities that the Board<br />

and community believe they have toward the education of<br />

the children, and in becoming involved in the education of<br />

their children.<br />

For the benefit of our students, the Board and community<br />

believe that some children will benefit greatly from a<br />

volunteer mentor. The Board gives authority to the<br />

Superintendent or designee to assign a volunteer mentor<br />

to the child, as long as the parent/guardian is not opposed<br />

to such assignment. A volunteer mentor may meet with a<br />

student regularly during the school day or at other assigned<br />

times to encourage the student’s efforts and to acknowledge<br />

accomplishments.

La Junta cree que la educación de los niños es una responsabilidad<br />

compartida entre la escuela y los padres de la<br />

comunidad escolar. Para asegurar que los mejores intereses<br />

del niño son atendidos en este proceso, un programa<br />

fuerte de comunicación entre el hogar y la escuela tiene que<br />

ser mantenido.<br />

Right to Know<br />

Right to Request Teacher Qualifications<br />

As a parent of a student at <strong>Lebanon</strong> <strong>School</strong> <strong>District</strong>, you<br />

have the right to request the professional qualifications of the<br />

classroom teachers who instruct your child. Specifically, you<br />

have the right to ask for the following information about each<br />

of your child’s classroom teachers:<br />

• Whether the Pennsylvania Department of Education<br />

has licensed or qualified the teacher for the grades and<br />

subjects he or she teaches;<br />

• Whether the Pennsylvania Department has decided<br />

that the teacher can teach in a classroom without being<br />

licensed or qualified under state regulations because of<br />

special circumstances;<br />

• The teacher’s college major, as well as any advanced<br />

degrees that he or she may have attained;<br />

Whether any paraprofessionals provide services to your<br />

child, and, if they do, their qualifications.<br />

If you would like to receive any of this information, please<br />

send a request in writing to your child’s principal. In addition<br />

to specifying the information which you would like to receive,<br />

please be certain to include your name, address and a telephone<br />

number at which you can be contacted during the day.<br />

Sexual Harassment Policy<br />

Sexual harassment as defined by federal legislation includes<br />

but is not limited to the following: pressure for sexual activity;<br />

repeated remarks to a person with sexual or demeaning<br />

implications; unwelcome touching; suggesting or demanding<br />

sexual involvement accompanied by implied or explicit threats.<br />

Any student who needs to report an act of sexual harassment<br />

by any employee or student should contact his/her<br />

building principal or guidance counselor. The same report<br />

may also be made using the district’s complaint procedure.<br />

Filing a complaint will not reflect upon the individual’s status.<br />

The right to confidentiality, both for the complainant and the<br />

accused, will be respected consistent with the district’s legal<br />

obligations and the necessity to investigate the allegations.<br />

A substantiated charge against a student shall subject the<br />

student to disciplinary action which could include suspension<br />

or expulsion. A substantiated charge against an employee<br />

shall subject the employee to disciplinary action which could<br />

result in dismissal.<br />

Student Records<br />

The Family Rights and Privacy Act of 1974 states that parents<br />

have the right to examine their child’s school records.<br />

Parents may examine their child’s records upon request. The<br />

guidance counselor or building principal will interplay the<br />

information and answer any questions. Parents may request<br />

that information be withheld or challenged in accordance with<br />

district policy.<br />

An appointment to examine your child’s record can be set up<br />

by calling either the building principal or guidance counselor.<br />

Student record files are purged of unnecessary information<br />

at the conclusion of each school year. A copy of the school<br />

district policy on the collection, maintenance and dissemination<br />

of student records can be obtained form the <strong>District</strong><br />

Office.<br />

Drug and Alcohol Policy<br />

The <strong>Lebanon</strong> <strong>School</strong> <strong>District</strong> is committed to providing a<br />

drug/alcohol free learning environment for its students. A coordinated<br />

curriculum, Here’s Looking at You 2000, provides<br />

a wealth of information at various grade levels and is utilized<br />

to help prevent students’ use of drugs, alcohol and mood<br />

altering chemical substances. In addition, all 5th graders<br />

participate in our D.A.R.E. Program.<br />

<strong>District</strong> rules and regulations are in place to provide a coordinated<br />

effort by district personnel to respond effectively to<br />

current and potential use and abuse of drugs and alcohol.<br />

Drug dog searches are periodically conducted, in our middle<br />

school and high school, to keep drugs out of our schools.<br />

No student shall unlawfully manufacture, distribute, dispense,<br />

possess or use any controlled substance as defined<br />

in the Controlled Substance Act (21 U.S.C. 812) and as<br />

defined by regulations at 21 C.F.R. 11 through 15 and as<br />

further defined in the Controlled Substance, Drug, Device<br />

and Cosmetic Act (34 P.S. Section 780-101 et seq.)<br />

Any student who violates this policy may be disciplined, suspended<br />

and/or expelled and/or be required to participate in a<br />

drug abuse assistance or rehabilitation program approved by<br />

the school district.<br />

Any student apprehended in the act of possessing, using,<br />

distributing and/or being under the influence of an illegal<br />

substance may be referred to the building Student Support<br />

Team/Multi-disciplinary Team or guidance counselor and/or<br />

may be referred to an appropriate licensed agency for drug/<br />

alcohol evaluation.<br />

A student seeking individual help for drug/alcohol related<br />

problems may contact his/her building Student Support<br />

Team/Multi-disciplinary Team or guidance counselor for a list<br />

of appropriate licensed agencies.<br />

Inclement Weather Procedures<br />

At the beginning of the school year parents are asked to<br />

Safe & Healthy <strong>School</strong>s Committee<br />

The <strong>Lebanon</strong> <strong>School</strong> <strong>District</strong> holds Safe and Healthy <strong>School</strong>s<br />

Committee meetings regularly throughout the school year.<br />

The district works proactively with the city police department,<br />

the fire department, the mayor’s office, and other community<br />

based organizations to ensure the safety of our schools. In<br />

addition to a district-wide Safe & Healthy <strong>School</strong>s Committee,<br />

each building has its own committee.<br />

The Safe and Healthy <strong>School</strong>s Committee reviews current<br />

and new school policies, conducts roundtable discussions,<br />

promotes healthy activities, and develops preventative plans<br />

to keep our students and staff safe.<br />

S.A.P Program<br />

The “Student Assistance Program” (S.A.P) program is a way<br />

to identify high risk students who are having school-related<br />

problems because of alcohol and drug use or who are at<br />

risk of suicide and other mental health problems. It is also<br />

a method for intervening and referring these students to<br />

appropriate community services. It is an intervention, not a<br />

treatment program.<br />

The heart of the program is a student assistance team which<br />

is a core group of school personnel who have been specially<br />

trained to work with students troubled and at risk.<br />

Special Education Services and Programs<br />

Special education services are available for any exceptional<br />

student who requires specially designed instruction to meet<br />

his or her educational needs. Instructional assessment is<br />

provided to students identified through screening and evaluation<br />

activities. The instructional assessments determine the<br />

degree of need, the student’s measured instructional levels,<br />

and the direct instruction and accommodations that will allow<br />

for greatest individual success in school and in the future.<br />

The instructional program is designed to address the students’<br />

individual needs with high expectations. A continuum<br />

of services and programs to provide instructional support<br />

ranges from supportive intervention in the regular classroom<br />

to full time special education classes. It is the primary<br />

consideration that exceptional children benefit from regular<br />

education programs to the maximum extent appropriate and<br />

that the student receives a free appropriate education. A<br />

parent document is available, upon request to the counselor<br />

or special education office, which explains the procedural<br />

safeguards assuring a free appropriate education.<br />

Identification activities are completed routinely by school<br />

staff using tools including psychological assessments,<br />

achievement testing, group-based data, curriculum-based<br />

evaluations, medical records, and teacher reports. Students<br />

routinely identified include those with disabilities of autism,<br />

pervasive development disorder, blindness, visual impairment,<br />

deafness, hearing impairment, emotional disturbance,<br />

mental retardation, neurological impairment, specific learning<br />

disability, physical disability, other health impairment, speech<br />

impairment, or gifted under Chapter 16. Additionally, screening<br />

or evaluation activities may be requested by the parent<br />

for a student who is thought to be exceptional, by contacting<br />

the guidance counselor of the school they attend, (717)<br />

273-9391.<br />

Records pertaining to identification of a student as exceptional<br />

are confidential and protected under the Family Educational<br />

Rights and Privacy Act. Confidential records are only<br />

available to the parents and school officials who are directly<br />

involved in the student’s educational program. Confidential<br />

records are destroyed when they are no longer educationally<br />

relevant. Questions regardi ng the record of a student may<br />

be directed to the student’s guidance counselor.<br />

Early Intervention Services and Programs<br />

The <strong>Lebanon</strong> <strong>School</strong> <strong>District</strong> maintains a system to locate,<br />

identify, and evaluate young children thought to be eligible<br />

for early intervention programs. Early intervention services<br />

are available to children who are three years of age but not<br />

yet of school age.<br />

Children thought to be eligible are evaluated to determine<br />

A range of developmentally appropriate programs and<br />

services are provided by the State through mutually agreed,<br />

written arrangements between the intermediate unit and<br />

other agencies. A child may be referred for early intervention<br />

services by the parents, attending physician, or an agency<br />

Protected Handicapped Students<br />

In compliance with state and federal law, the <strong>Lebanon</strong> <strong>School</strong><br />

<strong>District</strong> will provide to each protected handicapped student<br />

without discrimination or cost to the student or family, those<br />

related aids, services or accommodations which are needed<br />

to provide equal opportunity to participate in and obtain the<br />

benefits of the school program and extracurricular activities<br />

to the maximum extent appropriate to the student’s abilities.<br />

In order to qualify as a protected handicapped student<br />

the child must be of school age with a physical or mental<br />

Technology Services<br />

Acceptable Use of Network Resources<br />

<strong>Lebanon</strong> <strong>School</strong> <strong>District</strong> teachers, administrators, students,<br />

and support staff have access to the Internet and network<br />

resources for educational and instructional purposes. E-mail<br />

(electronic mail) is also available to teachers, administrators<br />

and support staff.<br />

With Internet and E-mail comes the availability of material<br />

that may not be considered appropriate in a school setting.<br />

We believe the availability and value of the Internet and<br />

E-mail far outweigh the possibility that users may get<br />

inappropriate or offensive material.<br />

We cannot control all the information received or sent by<br />

anyone using the Internet or E-mail, nor can we ensure that<br />

Internet or E-mail users will be prevented from accessing<br />

inappropriate materials or sending or receiving objectionable<br />

communications.<br />

The <strong>Lebanon</strong> <strong>School</strong> <strong>District</strong> reserves the right to log,<br />

inspect, and review Internet, E-mail and other network use<br />

of each user. This logging, inspection and review may be<br />

conducted without a reason and without notice. Each user<br />

of the <strong>District</strong>’s computers agrees and consents to such<br />

logging, inspection and review and acknowledges that he/<br />

she has no right or expectation of confidentiality or privacy<br />

with respect to Internet, E-mail or other network usage.<br />

Network administrators may review student and staff files<br />

and communications to maintain system integrity and ensure<br />

students and staff are using the system only for appropriate<br />

educational and instructional purposes.<br />

or computers will not be private.<br />

Power<strong>School</strong><br />

Power<strong>School</strong> allows parents to view their child’s school<br />

progress in the areas of class assignments, grades,<br />

discipline and attendance. The Parent/Guardian Access<br />

is found within www.lebanon.k12.pa.us under the Parent<br />

Corner menu; simply enter your username and password to<br />

access your child’s scholastic progress.<br />

Power<strong>School</strong> is available to LHS, LMS and elementary<br />

students grades 3-5. If you have questions about this site,<br />

email support will be available at powerschool@lebanon.k12.<br />

pa.us. Any questions about attendance and grades should<br />

be directed to the school office and your child’s teacher,<br />

respectively.<br />

Miscellaneous Information<br />

AHERA Inspections<br />

In compliance with the U.S. Environmental Protection<br />

Agency (EPA) Asbestos Hazard Emergency Response<br />

Act (AHERA), inspections were performed at each of our<br />

buildings for asbestos-containing building materials. The<br />

initial inspection findings and management plans have been<br />

in place since the required date of July 9, 1989.<br />

The EPA requires us to perform reinspections of the<br />

asbestos materials every three years. The most recent<br />

inspections were preformed August 2010, and no unusual<br />

circumstances were found.<br />

The results of the reinspection are on file and may be<br />

reviewed during normal school hours (M-F 8:00 AM - 4:00<br />

PM).<br />

Mr. Craig H. Boltz, Asbestos Program Manager, is available<br />

at the <strong>District</strong> Office, (717) 273-9391 to answer questions<br />

regarding asbestos in our buildings.<br />

Integrated Pest Management Policy<br />

The <strong>Lebanon</strong> <strong>School</strong> <strong>District</strong> uses an Integrated Pest<br />

Management (IPM) approach for managing insects,<br />

rodents, and weeds. Our goal is to protect every student<br />

from pesticide exposure by using an IPM approach to pest<br />

management. Our IPM approach focuses on making the<br />

school building and grounds an unfavorable habitat for these<br />

pests by removing food and water sources and eliminating<br />

their hiding and breeding places. We accomplish this through<br />

routine cleaning and maintenance.<br />

We routinely monitor the school building and grounds to<br />

detect any pests that are present. The pest monitoring team<br />

consists of our building maintenance, office, and teaching<br />

staff, and includes our students. Pest sightings are reported<br />

to our IPM coordinator who evaluates the “pest problem” and<br />

determines the appropriate pest management techniques to<br />

address the problem. The techniques can include increased<br />

sanitation, modifying storage practices, sealing entry points,<br />

physically removing the pest, etc.<br />

From time to time, it may be necessary to use chemicals<br />

to manage a pest problem. Chemicals will only be used<br />

when necessary, and will not be routinely applied. When<br />

chemicals are used, the school will try to use the least toxic<br />

products when possible. Applications will be made only when<br />

authorized persons do not have access to the area(s) being<br />

treated. Notices will be posted in these areas 72 hours prior<br />

to application and for two (2) days following the application.<br />

Parents or guardians of students enrolled in the school may<br />

request prior notification of specific pesticide applications<br />

made at school. To receive notification, you must be placed<br />

on the school’s notification registry. If you would like to be<br />

placed on this registry, please notify the district in writing.<br />

Please include your email address if you would like to be<br />

notified electronically.<br />

If a chemical application must be made to control an emergency<br />

pest problem, notice will be provided by telephone to<br />

any parent or guardian who has requested such notification<br />

in writing. Exemptions to this notification include disinfectants<br />

and antimicrobial products; self-containerized baits placed in<br />

areas not accessible to students; and gel type baits placed in<br />

cracks, crevices, or voids; and swimming pool maintenance<br />

chemicals. Each year the district will prepare a new notification<br />

Notice to Parents<br />

According to state and federal special education regulations,<br />

annual public notice to parents of children who reside within<br />

a school district is required regarding child find responsibilities.<br />

<strong>School</strong> districts are required to conduct child find activities<br />

This notice shall inform parents throughout the <strong>Lebanon</strong><br />

<strong>School</strong> <strong>District</strong> of the child identification activities and of the<br />

procedures followed to ensure confidentiality of information<br />

pertaining to students with disabilities or eligible young<br />

children. This information is published on the district web site<br />

(http://www.lebanon.k12.pa.us/specialed/safeguards.php)<br />

and in the district calendar of events, as well as annually in<br />

the <strong>Lebanon</strong> Daily News.<br />

Children of school age through twenty-one can be eligible for<br />

special education programs and services. If parents believe<br />

that their child may be eligible for special education, the<br />

parent should contact the principal of the local school or the<br />

Director of Special Education at the district central office.<br />

Children age three through the age of admission to first<br />

grade are also eligible if they have developmental delays<br />

and, as a result, need Special Education and related services.<br />

If children are less than the age of beginners and at least<br />

3 years of age, they are considered to have a developmental<br />

delay when difficulties exists in the areas of cognitive, communicative,<br />

physical, social/emotional and self-help development.<br />

Evaluation Process<br />

At <strong>Lebanon</strong> <strong>School</strong> <strong>District</strong>, our first priority is to provide the<br />

assistance and remediation that every child needs to be successful<br />

in his or her regular classes. When a child is struggling,<br />

our initial course of action is to implement procedures<br />

including screening activities, data collection and review,<br />

home/school communication, student assistance programs,<br />

differentiated instruction and assessment strategies and<br />

tutoring.<br />

Sometimes, despite every effort in the general education<br />

environment, it is thought that the child may have an exceptionality<br />

that requires specially designed instruction. Parents<br />

or school personnel can initiate this Special Education evaluation<br />

process. When a parent believes that the child should<br />

be evaluated, they can submit a written request to the school<br />

guidance counselor or the Director of Special Education. If<br />

the parent makes a verbal request for evaluation or if the<br />

school is requesting an evaluation, a Permission To Evaluate<br />

– Evaluation Request Form will be provided to the parent<br />

within 10 days. This form must be signed and returned to the<br />

<strong>Lebanon</strong> <strong>School</strong> <strong>District</strong> Special Education Department as<br />

soon as possible. When the Special Education Office has<br />

received either the parents’ written request for evaluation<br />

or the signed Permission To Evaluate – Evaluation Request<br />

Form, the parent will be sent a Permission To Evaluate<br />

– Consent Form. This form ensures “informed parental<br />

permission to evaluate a child in order to determine eligibility<br />

or need for Special Education services”. Once the Permission<br />

To Evaluate – Consent Form is received by the <strong>Lebanon</strong><br />

<strong>School</strong> <strong>District</strong> Department of Special Education, the district<br />

will have 60 days (excluding Summer break) to complete<br />

the evaluation. A copy of the evaluation will be made available<br />

to the parent for their review by the end of the 60-day<br />

period. While a meeting is not required, the <strong>Lebanon</strong> <strong>School</strong><br />

<strong>District</strong> practice is to conduct a Multidisciplinary Team review<br />

including the school Psychologist, Teacher(s), Guidance<br />

Counselor, LEA representative and the Parents to discuss<br />

the results of the evaluation, eligibility as a student with a<br />

disability and necessity for provision of specially designed<br />

instruction. If it is determined that the child does qualify for<br />

and require special education services, an IEP meeting will<br />

be scheduled as soon as possible within the next 30 days.<br />

Consent<br />

<strong>School</strong> entities cannot proceed with an evaluation, or with<br />

the initial provision of special education and related services,<br />

without the written consent of the parents. For additional<br />

information related to consent, please refer the Procedural<br />

Safeguards Notice which can be found at the PaTTAN<br />

website, www.Pattan.net. Once written parental consent<br />

is obtained, the district will proceed with the evaluation<br />

process. If the parent disagrees with the evaluation, the<br />

parent can request an independent education evaluation at<br />

public expense.<br />

Program Development<br />

As previously stated, once the evaluation process is<br />

completed, a team of qualified professional and parents<br />

determine whether the child is eligible. If the child is eligible,<br />

the individualized education program team meets, develops<br />

the program, and determines the educational placement.<br />

Once the IEP team develops the program and determines<br />

the educational placement, school district staff, intermediate<br />

unit staff, or charter school staff will issue a notice of<br />

recommended educational placement/prior written notice.<br />

Your written consent is required before initial services can be<br />

provided. The parent has the right to revoke consent after<br />

initial placement.<br />

Confidentiality of Information:<br />

The <strong>School</strong> <strong>District</strong>s, IUs and Charter <strong>School</strong>s maintain<br />

records concerning all children enrolled in the school,<br />

including students with disabilities. All records are<br />

maintained in the strictest confidentiality. Your consent,<br />

or consent of an eligible child who has reached the age of<br />

majority under State law, must be obtained before personally<br />

identifiable information is released, except as permitted<br />

under the Family Education Rights and Privacy Act (FERPA).<br />

The age of majority in Pennsylvania is 21. Each participating<br />

agency must protect the confidentiality of personally<br />

identifiable information at collection, storage, disclosure, and<br />

destruction stages. One official at each participating agency<br />

must assume responsibility for ensuring the confidentiality<br />

of any personally identifiable information. Each participating<br />

agency must maintain, for public inspection, a current listing<br />

of the names and positions of those employees within<br />

the agency who have access to personally identifiable<br />

information.<br />

Proceso de Evaluación<br />

En el Distrito Escolar de <strong>Lebanon</strong>, nuestra primera prioridad<br />

es proveer asistencia y remediación que cada niño/a<br />

necesita para tener éxito en su clases regulares. Cuando<br />

un niño tiene problemas, nuestro curso de acción inicial<br />

es implementar procedimientos incluyendo actividades de<br />

exploración, colección y revisión de datos, comunicación de<br />

la casa a la escuela, programas de asistencia para estudiantes,<br />

instrucción distinguida y estrategias de evaluación y<br />

tutoría.<br />

A veces, a pesar de cada esfuerzo en el ambiente educativo<br />

general, se piensa que el niño puede tener una excepcionalidad<br />

que requiere una instrucción especialmente diseñada.<br />

Los padres o el personal de la escuela pueden iniciar este<br />

proceso de evaluación para Educación Especial. Cuando<br />

un padre cree que su niño/a debe ser evaluado, pueden<br />

presentar una solicitud por escrito al consejero escolar o el<br />

Director de Educación Especial. Si el padre hace un solicitud<br />

verbal para una evaluación o si la escuela pide una evaluación,<br />

se le proveerá un Permiso para Evaluar –Formulario<br />

de Solicitud para Evaluación (Permission To Evaluate –<br />

Evaluation Request Form) al padre dentro de 10 días. Este<br />

formulario tiene que ser firmado y devuelto al Departamento<br />

de Educación Especial del Distrito Escolar de <strong>Lebanon</strong><br />

lo más pronto posible. Cuando la Oficina de Educación<br />

Especial haya recibido la solicitud para evaluación por<br />

escrito de los padres o el Permiso para Evaluar- Formulario<br />

de Solicitud para Evaluación firmada, se le enviará al padre<br />

un Permiso para Evaluar – Formulario de Consentimiento<br />

(Permission To Evaluate – Consent Form.) Este formulario<br />

asegura “permiso de padre informado para evaluar a un/a<br />

niño/a para determinar elegibilidad o necesidad de servicios<br />

de Educación Especial”. Una vez que que el Permiso para<br />

Evaluar – Formulario de Consentimiento sea recibido por el<br />

Departamento de Educación Especial del Distrito Escolar de<br />

<strong>Lebanon</strong>, el distrito tendrá 60 días (excluyendo el receso del<br />

verano) para completar la evaluación. Una copia de la evaluación<br />

será disponible a los padres para su repaso al fin del<br />

período de 60 días. Aunque no se requiera una reunión, la<br />

práctica del Distrito Escolar de <strong>Lebanon</strong> es para realizar un<br />

repaso del Equipo Multidisciplinario incluyendo el Psicólogo<br />

de la escuela, Maestro/a (s), Consejero/a, representativa de<br />

LEA y los Padres para discutir los resultados de la evaluación,<br />

la elegibilidad de un estudiante con una discapacidad<br />

Consentimiento<br />

y servicios relacionados, sin el consentimiento escrito de<br />

vez que el consentimiento escrito por el padre sea recibido,<br />

el distrito procederá con el proceso de la evaluación. Si el<br />

padre no está de acuerdo con la evaluación, el padre puede<br />

requerir una evaluación educativa independiente con fondos<br />

públicos.<br />

Desarrollo del Programa<br />

Como indicado antes, una vez que el proceso de la evaluación<br />

se haya completado, un equipo de profesionales<br />

capacitados y los padres determinan si el niño/a es elegible.<br />

Si el niño/a es elegible, el equipo del programa educativo<br />

individualizado se reúne, desarrolla el programa, y determina<br />

la ubicación educativa. Una vez el equipo del PEI desarrolla<br />

el programa y determina la ubicación educativa, el personal<br />

del distrito escolar, el personal de la unidad intermedia, o el<br />

personal de la escuela charter dará un aviso la ubicación<br />

educativa recomendada/aviso escrito. Su consentimiento<br />

escrito está requerido antes de que los servicios iniciales<br />

puedan ser proveídos. El padre tiene el derecho para revocar<br />

el consentimiento después de la ubicación inicial.<br />

Confidencialidad de Información:<br />

Los Distritos Escolares, UIs, y Escuelas Charter mantienen<br />

los registros acerca de todos los niños inscritos en<br />

la escuela, incluyendo los estudiantes con discapacidades.<br />

Todos los registros son mantenidos en la confidencialidad<br />

más estricta. Su consentimiento o el consentimiento de un<br />
