At the direction of Mrs. Ann Opilo, Art Teacher, our 4th
and 5th grade students at Northwest Elementary
School completed this mural of ocean life. The acrylic
painting depicts food chains and a complex ocean
environment. In addition to learning about color
mixing and portraying realistic creatures, the 4th and
5th graders learned how to work cooperatively with
other artists. The mural is currently hanging on the
wall at Northwest Elementary.
Our Mission
Building on our tradition of educational excellence, the mission of the
Lebanon School District is to challenge students to continually develop
their skills as lifelong learners and responsible citizens.
Board of Directors
On behalf of the administration and staff of the Lebanon School
District, we are pleased to provide a Calendar of Events for the
2011-2012 school year. We maintain a comprehensive educational
program ensuring our students are provided with a balanced
program of academics, athletics, music and a variety of extracurricular
activities. Parent involvement and community pride is very important
to our schools, our students and our faculty. We invite you to visit our
classrooms, and participate in our many scholastic, musical and
athletic organizations. We urge you to consider showing your support
of our Lebanon School District students by joining our district-wide
PTA. Show your Cedar Spirit!
Welcome Back to School!
Dear Lebanon School District Families and Friends,
The Lebanon school district has a long, proud history in Pennsylvania, and has had many successful
graduates that have accomplished much in their lives all over the world. Today’s students have even
more opportunities, and we are excited about what the future holds for them! Each day of the school
year is an important day, where learning and growth occur. We know that when our families work with
us, our students feel supported and encouraged to do their best.
Please partner with us in the 2011-2012 school year. We need you. Encourage your child(ren) to
work hard and to be involved in our learning community by participating in activities. Encourage good
study habits and punctual attendance. Be involved in our schools if you possibly can. Perhaps you
can join the PTA, attend Family Night Out events, support our music, sports, and other activities by
cheering on the Cedars!
While many reflect on the good old days in Lebanon, let’s change the mind-set, believing that the
best days are yet to come. Together we can make that happen!
Very truly yours,
For Parents of Elementary Students
We Believe:
The overall guiding philosophy for any decision will be
what is best for the child. Students must work at an
instructional level where they attain a maximum amount
of learning, yet feel successful.
All children are expected to succeed and should be
given every opportunity to do so. The home and school
must work together and have open, clear channels of
communication.
Academic Achievers
Students in grades 2, 3, 4 and 5 are considered
Academic Achievers when they meet the following
criteria: * Earn A’s or B’s in all subjects marked with
A-F letter grades. * Receive no N’s in any area except
Handwriting. * Achieve at or above grade level in reading
and mathematics.
The Literacy Challenge
Third, fourth and fifth graders have the opportunity to
receive special recognition for excelling in the three key
areas of language arts (reading, spelling, and writing)
and in math. A strong foundation in these core areas
remains important in Lebanon’s elementary schools.
Report Cards
Children in grades one through five receive report cards
four times a year. These dates are on the calendar!
Children in K4 and K5 receive progress reports three
times each year.
Homework
We believe homework is an important part of the
education process. Homework gives students a chance
to review and practice what they have learned, prepare
for the next day’s lesson, and explore topics of interest.
Homework will have an impact on a student’s overall
achievement. Homework assignments may influence
a student’s overall grade by as much as 10%. The
following are guidelines for how long students should
spend on homework:
• Grades 1 - 3......20 to 30 minutes nightly
• Grades 4 - 5......30 to 60 minutes nightly
To help children be successful, we suggest the following:
• Create a place at home that is conducive to studying.
• Set aside a specific time for homework each day.
• Make sure students have the supplies they need.
• Be available if students have questions.
Parents can support their students by reviewing their
homework books. Please feel free to communicate with
your child’s teacher regularly. Together, we make the
difference.
Elementary Instruction
Instructing our children in core academic areas are a
top priority in the Lebanon School District’s elementary
schools. To enure our students’ success, the district uses
a variety of research and evidence-based curriculm.
Reading Street is a comprehensive, balanced literacy
program. It integrates themes, and target skills are
threaded throughout the program components. Our
teachers explicitly and systematically teach the five
main components of reading (phonemic awareness,
phonics, vocabulary, fluency, and comprehension) using
this program. The students also have a variety of rich
literature to read throughout the program. Additionally,
connections are made to both science and social studies
content throughout every unit. Students in K5 are also
taught phonics through Project Read. This is a researchbased
program that explicitly teaches phonics to children
using a multi-sensory approach.
Five years ago, the district adopted a new math series
to teach our curriculum. We have seen much growth in
our students’ conceptual understanding already and look
forward to this trend continuing. We have worked over
the summer to identify the core knowledge every student
is expected to learn at each grade level.
Several years ago the district began using FOSS kits
at the elementary level. These kits provide our students
with the best hands-on science program available. The
FOSS program also includes content reading through
the use of books specific to instructional units, and
writing in science journals to ensure students receive an
in-depth experience while practicing practical science.

Cafeteria Services
Breakfast & Lunch Prices
Breakfast..................................................................... FREE
Lunch : Elementary......................................................$1.55
Lunch : LMS & LHS......................................................$1.65
SNAP Program (Student Nutrition Accountability System)
The Cafeteria Debit System provides parents with enhanced
payment services when purchasing meals for students. Each
student is issued an ID number and will need to input their ID
number into the pin pad at the cash register-- regardless of
how they are paying for food items. The student ID number
is linked to a cafeteria account in the student’s name and
parents / guardians may deposit money into the student’s
account for the purpose of purchasing food items in the
cafeteria.
Checks, and the use of MyLunchMoney.com, are the
preferred methods of depositing money into student
accounts. Checks can be made payable to “The Lebanon
School District Cafeteria Fund.” Please have your child’s ID
number listed in the memo section on the check. Cash will
also be accepted, however, receipts will only be given upon
request. Students may give their deposit to any cafeteria
staff member for deposit into their account.
Cafeteria Charge Procedure
Parents / guardians are responsible to maintain adequate
funding in their student’s meal account. To make tracking
your child’s account easier, monthly statements will be sent
home with the students.
At the elementary level (grades pre-K - 5), written notices will
be sent home once the student’s account reaches a negative
$5.00. If the negative balance reaches $10.00, a phone call
will be made and a letter sent home to the parent / guardian
informing them of the situation. A very basic alternative
meal will be served to the student until the balance is paid.
Elementary students will not be refused a meal.
At the secondary level (grades 6 - 12), written notices will be
sent home once the student’s account reaches a negative
$5.00. If the negative balance reaches $10.00, a phone call
will be made and a letter sent home to the parent /
guardian informing them of the situation. If the negative
balance reaches $20.00, the student will not be able to
receive meals on credit in the cafeteria until the balance has
been paid in full.
Cafeteria debts may result in student exclusion of extra
curricular activities, and/or the employment of the Parker
Collection Agency. For more information about this
procedure, please consult the student handbook.
Questions regarding the SNAP Program, or other food
service questions, should be addressed to Mr. Jim Morrissey,
Food Service Director, (717) 270-6740.
Child Registration
In order to register your child with the Lebanon School
District, you must call the Child Accounting Office at
(717) 273-9391 and make an appointment. Same day
appointments are generally not available.
On your appointment day, you are required to bring along
with you the following information:
1. Original Birth Certificate, resident alien card or valid
passport
2. Immunization Records
3. Proof of Residency (copy of lease, mortgage, or utility
bill,). If you are residing with someone else, we will
provide you with a Residency Affidavit that you will need
to have signed and notarized prior to your appointment.
4. For those students enrolling into the K4 program, proof
of income is also required. This may be your last 2
pay stubs, prior year tax return, social service benefit
statements (Food Stamps, unemployment, Social
Security, Department of Public Welfare etc)
While not required, it would be helpful if you would bring
along the following records as well:
1. If child receives Special Education Services, please
bring along the most current copy of their IEP, and the
most recent evaluations
2. Academic Records (most recent report card, progress
reports, etc.)
3. Most Recent Pay Stub or Food Stamp Case Number
(for the free and reduced lunch application)
If you do not have all of your paperwork, we
WILL NOT BE ABLE to process your registration, and we will
be forced to reschedule your appointment!
NOTE: Only a parent(s)/legal guardian(s) may register
a child. Court appointed legal guardians will need to
bring a copy of the court order granting legal custody or
guardianship to the appointment, and may need to provide
additional documentation. Contacting the Child Accounting
Office prior to the appointment is recommended in this
situation.
Educational Foundations
Alumni Association - Alumni Invitational
The Alumni Invitational is held annually each July at Iron
Valley Golf Club, Lebanon and Lebanon Valley Golf Course.
Health Services
Immunization Policy
All students shall be immunized for DPT, polio, measles,
mumps, rubella, varicella and hepatitis B in accordance
with Pennsylvania statutes, unless specifically exempt for
religious or medical reasons.
No student shall be admitted to school for the first time
who has not been immunized against such diseases as are
enumerated by the Advisory Health Board and in the manner
directed by the Secretary of Health.
Medication Distribution Policy
Whenever possible, we recommend that parents do not send
medication to school with their children. We prefer that the
required dosage be given to children before and after school
hours. If this is not possible, before any medication may be
administered to a student during school hours, the student
must have a written request from a parent or guardian,
granting permission for medication administration.
Over the counter medications such as aspirin, ibuprofen or
cough medicine, cannot be given by the school nurse unless
there is a written order from a physician.
If medication is prescribed by a physician, a written order
from the prescribing physician is required. It shall include:
• purpose of the medication
• dosage
• time medication is to be given
• special circumstances medication is to be given
• length of time medication is prescribed
• possible side effects of the medication.
All medications must be in the original bottle.
These documents shall be kept on file in the office of the
school nurse. Asthma inhalers are the only medication that a
student is allowed to carry with them. In order for a student
to carry his/her inhaler, the school nurse must have a written
order from a physician and written parental permission slip.
There are special forms in the nurse’s office to be completed
before a student may carry the inhaler in school.
Parent Involvement
National Parent Teacher Association
The Lebanon School District benefits from many parent
involvement groups throughout the school district. In addition
to these individual groups, the Lebanon School District
also benefits from a district-wide PTA, the Parent Advisory
Council, (PAC). The PAC entertains representatives from
each school and booster club, and allows these groups to
have a voice on the district level.
The PAC is recognized through the National PTA. This
affiliation allows PAC to host contests, such as the
“Reflections” arts contest, in which students compete on
local and national levels. The “Reflections” contest is open to
all students, with categories in literature, art, dance, music,
photography and film.
The PAC is looking for new members! There is a nominal
$6 annual association fee to join, which allows the district to
provide incentives to students, and will enable us to receive
training materials from the National PTA.
You may participate in your local parent association,
however, the PAC members encourage you to join the
National PTA through the district-wide PAC. For more
information on PAC, or Reflections, contact the district office.
Parent Involvement Policy 918
The Board and community believe that the education of
children is a joint responsibility, one it shares with the parents
of the school community. To ensure that the best interests
of the child are served in this process, a strong program
of parent involvement in the school and communication
between home and school must be maintained.
The Board directs that the following activities be
implemented to encourage parent involvement:
Annual review of this Parent Involvement Policy, so that
continued parent input can be provided, and modifications
can be considered. This review will include an examination of
the effectiveness of the policy in increasing the participation
of parents and families (including families of all Title I
students) and improving the academic programs in the
school.
Annual meeting of parents to inform them of the policy
and their right to be involved in the planning, review,
and improvement of school programs. Identification of
barriers to participation by parents who are economically
disadvantaged, are disabled, have limited English
proficiency, have limited literacy or are of any racial or ethnic
minority.
Annual open houses in district schools to provide parents
with the opportunity to see the school facilities, meet the
faculty and sample the program on a first-hand basis.
Annual parent-teacher conferences to permit two-way
communication between home and school.
Other meetings of parents and staff members to explain
and discuss matters of general interest with regard to childschool,
child-home, or child-home-school relationships;
including meetings of staff members and groups of parents
of those students having special needs, or other particular
concerns.
Special events of a cultural, ethnic, or topical nature, which
are initiated by parents and families, involve the cooperative
effort of students and parents, and are of general interest to
the schools or community.
Workshops and training for parents, teachers, and other
staff to foster greater parent involvement, and to enhance
understanding of state standards and assessments.
For the benefit of children, the Board and community believe
that parents have a responsibility to be involved in the
schools, and to encourage their child’s career in school by:
Supporting the school in requiring that children observe all
school rules and regulations, and by accepting their own
responsibility for children’s willful in-school behavior;
Sending children to school with proper attention to their
health, personal cleanliness and dress; maintaining an active
interest in the student’s daily work and making it possible for
the student to complete assigned homework through
providing suitable conditions for study;
Reading all communications from the school, and signing
and returning them promptly when required; or asking for
assistance with printed material if
needed.
Cooperating with the school in attending conferences set
up for the exchange of information on the child’s progress in
school.
Participating in in-school activities and special functions
when possible.
For the benefit of children, the Board and community believe
parents should be made aware of their responsibilities
through the use of communication tools such as the Parent
Involvement Survey, the Parent Involvement Checklist, and
the Search Institute’s List of 40 Developmental Assets. The
district will offer parents suggestions, workshops or other
activities, as resources permit. Such activities will assist
parents in understanding the responsibilities that the Board
and community believe they have toward the education of
the children, and in becoming involved in the education of
their children.
For the benefit of our students, the Board and community
believe that some children will benefit greatly from a
volunteer mentor. The Board gives authority to the
Superintendent or designee to assign a volunteer mentor
to the child, as long as the parent/guardian is not opposed
to such assignment. A volunteer mentor may meet with a
student regularly during the school day or at other assigned
times to encourage the student’s efforts and to acknowledge
accomplishments.

Parent Involvement Policy 918
impedimentos, necesidades, o problemas especiales.
Lista Del Envolvimiento De Los Padres (vea adherencia). El
Distrito ofrecerá sugerencias a los padres, talleres o otras
actividades, según los recursos permitan. Tales actividades

for Federal Student Aid) workshop each year. Senior
high school students and their parent/guardians are ecouraged
S.A.P Program
The “Student Assistance Program” (S.A.P) program is a way
to identify high risk students who are having school-related
problems because of alcohol and drug use or who are at
risk of suicide and other mental health problems. It is also
a method for intervening and referring these students to
appropriate community services. It is an intervention, not a
treatment program.
The heart of the program is a student assistance team which
is a core group of school personnel who have been specially
trained to work with students troubled and at risk.
Persons desiring more information may contact the Family
Assistance Counselor.
Special Education Services and Programs
Special education services are available for any exceptional
student who requires specially designed instruction to meet
his or her educational needs. Instructional assessment is
provided to students identified through screening and evaluation
activities. The instructional assessments determine the
degree of need, the student’s measured instructional levels,
and the direct instruction and accommodations that will allow
for greatest individual success in school and in the future.
The instructional program is designed to address the students’
individual needs with high expectations. A continuum
of services and programs to provide instructional support
ranges from supportive intervention in the regular classroom
to full time special education classes. It is the primary
consideration that exceptional children benefit from regular
education programs to the maximum extent appropriate and
that the student receives a free appropriate education. A
parent document is available, upon request to the counselor
or special education office, which explains the procedural
safeguards assuring a free appropriate education.
Identification activities are completed routinely by school
staff using tools including psychological assessments,
achievement testing, group-based data, curriculum-based
evaluations, medical records, and teacher reports. Students
routinely identified include those with disabilities of autism,
pervasive development disorder, blindness, visual impairment,
deafness, hearing impairment, emotional disturbance,
mental retardation, neurological impairment, specific learning
disability, physical disability, other health impairment, speech
impairment, or gifted under Chapter 16. Additionally, screening
or evaluation activities may be requested by the parent
for a student who is thought to be exceptional, by contacting
the guidance counselor of the school they attend, (717)
273-9391.
Records pertaining to identification of a student as exceptional
are confidential and protected under the Family Educational
Rights and Privacy Act. Confidential records are only
available to the parents and school officials who are directly
involved in the student’s educational program. Confidential
records are destroyed when they are no longer educationally
relevant. Questions regardi ng the record of a student may
be directed to the student’s guidance counselor.
For a full list of the Special Education services provided
by the Lebanon School District, please go to the Lebanon
School District website, http://www.lebanon.k12.pa.us/specialed/services.php
Early Intervention Services and Programs
The Lebanon School District maintains a system to locate,
identify, and evaluate young children thought to be eligible
for early intervention programs. Early intervention services
are available to children who are three years of age but not
yet of school age.
Children thought to be eligible are evaluated to determine
their individual needs.
Attendance
Coming to school everyday is an
important part of a meaningful school
experience. Daily attendance is
necessary for students to build upon
previous information, to privide
understanding of lessons taught, and to
learn skills in all subject areas. Daily
attendance helps students develop a
sense of responsibility and good work
A range of developmentally appropriate programs and
services are provided by the State through mutually agreed,
written arrangements between the intermediate unit and
other agencies. A child may be referred for early intervention
services by the parents, attending physician, or an agency
which has provided services to the child. If you believe a
child may be eligible, please call Ms. Jill Craig, Director of
Special Education, (717) 273-9391, ext. 6726.
Protected Handicapped Students
In compliance with state and federal law, the Lebanon School
District will provide to each protected handicapped student
without discrimination or cost to the student or family, those
related aids, services or accommodations which are needed
to provide equal opportunity to participate in and obtain the
benefits of the school program and extracurricular activities
to the maximum extent appropriate to the student’s abilities.
In order to qualify as a protected handicapped student
the child must be of school age with a physical or mental
disability which substantially limits or prohibits participation in
or access to any aspect of the school program.
These services and provisions for protected handicapped
students are distinct from those applicable to all eligible
or exceptional students enrolled or seeking enrollment in
special education programs.
For further information on the evaluation procedures and
provision of services to protect handicapped students,
contact Ms. Jill Craig, Director of Special Education, (717)
Acceptable Use of Network Resources
Lebanon School District teachers, administrators, students,
and support staff have access to the Internet and network
resources for educational and instructional purposes. E-mail
(electronic mail) is also available to teachers, administrators
and support staff.
With Internet and E-mail comes the availability of material
that may not be considered appropriate in a school setting.
We believe the availability and value of the Internet and
E-mail far outweigh the possibility that users may get
inappropriate or offensive material.
We cannot control all the information received or sent by
anyone using the Internet or E-mail, nor can we ensure that
Internet or E-mail users will be prevented from accessing
inappropriate materials or sending or receiving objectionable
communications.
The Lebanon School District reserves the right to log,
inspect, and review Internet, E-mail and other network use
of each user. This logging, inspection and review may be
conducted without a reason and without notice. Each user
of the District’s computers agrees and consents to such
logging, inspection and review and acknowledges that he/
she has no right or expectation of confidentiality or privacy
with respect to Internet, E-mail or other network usage.
Network administrators may review student and staff files
and communications to maintain system integrity and ensure
students and staff are using the system only for appropriate
educational and instructional purposes.
• Users should expect that files stored on district servers
or computers will not be private.
• Lebanon School District does not maintain archives of
all E-mail messages.
All teachers, administrators, students, support staff and other
Lebanon School District employees who use the Internet,
E-mail and network resources must agree to and abide by
all conditions of the Internet Access, E-Mail and Network
Resources – Acceptable Use Policy (No. 815, 815A, 815B).
Miscellaneous Information
AHERA Inspections
In compliance with the U.S. Environmental Protection
Agency (EPA) Asbestos Hazard Emergency Response
Act (AHERA), inspections were performed at each of our
buildings for asbestos-containing building materials. The
initial inspection findings and management plans have been
in place since the required date of July 9, 1989.
The EPA requires us to perform reinspections of the
asbestos materials every three years. The most recent
inspections were preformed August 2010, and no unusual
circumstances were found.
The results of the reinspection are on file and may be
reviewed during normal school hours (M-F 8:00 AM - 4:00
PM).
Mr. Craig H. Boltz, Asbestos Program Manager, is available
at the District Office, (717) 273-9391 to answer questions
regarding asbestos in our buildings.
Integrated Pest Management Policy
The Lebanon School District uses an Integrated Pest
Management (IPM) approach for managing insects,
rodents, and weeds. Our goal is to protect every student
from pesticide exposure by using an IPM approach to pest
management. Our IPM approach focuses on making the
school building and grounds an unfavorable habitat for these
pests by removing food and water sources and eliminating
their hiding and breeding places. We accomplish this through
routine cleaning and maintenance.
(Continued)
We routinely monitor the school building and grounds to
detect any pests that are present. The pest monitoring team
consists of our building maintenance, office, and teaching
staff, and includes our students. Pest sightings are reported
to our IPM coordinator who evaluates the “pest problem” and
determines the appropriate pest management techniques to
address the problem. The techniques can include increased
sanitation, modifying storage practices, sealing entry points,
physically removing the pest, etc.
From time to time, it may be necessary to use chemicals
to manage a pest problem. Chemicals will only be used
when necessary, and will not be routinely applied. When
chemicals are used, the school will try to use the least toxic
products when possible. Applications will be made only when
authorized persons do not have access to the area(s) being
treated. Notices will be posted in these areas 72 hours prior
to application and for two (2) days following the application.
Parents or guardians of students enrolled in the school may
request prior notification of specific pesticide applications
made at school. To receive notification, you must be placed
on the school’s notification registry. If you would like to be
procedures followed to ensure confidentiality of information
pertaining to students with disabilities or eligible young
Children of school age through twenty-one can be eligible for
special education programs and services. If parents believe
parent should contact the principal of the local school or the
Director of Special Education at the district central office.
Children age three through the age of admission to first
grade are also eligible if they have developmental delays
and, as a result, need Special Education and related services.
Evaluation Process
At Lebanon School District, our first priority is to provide the
assistance and remediation that every child needs to be successful
in his or her regular classes. When a child is struggling,
our initial course of action is to implement procedures
including screening activities, data collection and review,
home/school communication, student assistance programs,
differentiated instruction and assessment strategies and
tutoring.
Sometimes, despite every effort in the general education
environment, it is thought that the child may have an exceptionality
that requires specially designed instruction. Parents
or school personnel can initiate this Special Education evaluation
process. When a parent believes that the child should
be evaluated, they can submit a written request to the school
guidance counselor or the Director of Special Education. If
the parent makes a verbal request for evaluation or if the
school is requesting an evaluation, a Permission To Evaluate
– Evaluation Request Form will be provided to the parent
within 10 days. This form must be signed and returned to the
Lebanon School District Special Education Department as
soon as possible. When the Special Education Office has
received either the parents’ written request for evaluation
or the signed Permission To Evaluate – Evaluation Request
Form, the parent will be sent a Permission To Evaluate
– Consent Form. This form ensures “informed parental
permission to evaluate a child in order to determine eligibility
or need for Special Education services”. Once the Permission
To Evaluate – Consent Form is received by the Lebanon
School District Department of Special Education, the district
will have 60 days (excluding Summer break) to complete
the evaluation. A copy of the evaluation will be made available
to the parent for their review by the end of the 60-day
period. While a meeting is not required, the Lebanon School
District practice is to conduct a Multidisciplinary Team review
including the school Psychologist, Teacher(s), Guidance
Counselor, LEA representative and the Parents to discuss
the results of the evaluation, eligibility as a student with a
disability and necessity for provision of specially designed
instruction. If it is determined that the child does qualify for
and require special education services, an IEP meeting will
be scheduled as soon as possible within the next 30 days.
(Continued)
* Lebanon School District is an equal opportunity education institution and will not discriminate on the basis of race, color, national
Consent
School entities cannot proceed with an evaluation, or with
the initial provision of special education and related services,
without the written consent of the parents. For additional
information related to consent, please refer the Procedural
Safeguards Notice which can be found at the PaTTAN
website, www.Pattan.net. Once written parental consent
is obtained, the district will proceed with the evaluation
process. If the parent disagrees with the evaluation, the
parent can request an independent education evaluation at
public expense.
Program Development
As previously stated, once the evaluation process is
completed, a team of qualified professional and parents
determine whether the child is eligible. If the child is eligible,
the individualized education program team meets, develops
the program, and determines the educational placement.
Once the IEP team develops the program and determines
the educational placement, school district staff, intermediate
unit staff, or charter school staff will issue a notice of
recommended educational placement/prior written notice.
Your written consent is required before initial services can be
provided. The parent has the right to revoke consent after
initial placement.
(Permission To Evaluate – Consent Form.)
educativa recomendada/aviso escrito.
