attractive employment option for all existing <strong>an</strong>d potential employees. The sec<strong>to</strong>r needs <strong>to</strong> position itself <strong>to</strong><br />

encourage workers <strong>to</strong> remain in the workforce beyond the average early retirement age of 59 years while also<br />

effectively creating opportunities for younger less experienced employees <strong>an</strong>d emerging leaders. This will<br />

allow agencies <strong>to</strong> assess their current situation, identify areas for improvement <strong>an</strong>d ensure that knowledge is<br />
