5 It would be worthwhile knowing
(a) whether it is realistic to expect that
routine inspection and maintenance could
be done without helicopters, as
recommended for mitigation, and
(b) how frequently helicopters would be
needed for more urgent matters, such as
when searching for downed lines.
Canyon Creek
1 If the vicinity of the proposed crossing is
consistently used as a mineral lick by a
significant number of goats, as at Toby
Creek, then re-routing or other major
mitigation may be warranted.
Zehnder under contract to the Columbia Basin
Trust. If this route is selected, BCTC would be
happy to review the plan once it has been
developed.
It is realistic to expect that routine inspection
and maintenance could be done without
helicopters provided there is access to all
transmission structures.
Helicopters would be needed for more urgent
matters and in emergency situations such as
searching for downed transmission lines.
Frequency of this would depend on the
frequency of these forced outage. Traditionally,
the 230kV transmission lines as one proposed
for this project are very reliable.
Also, there are other users of helicopters and
BCTC cannot control their use by others.
If the Project is approved, BCTC will undertake
the mitigation measures specified in the EOA
report.
No change in status.
Further contacts with a local biologist have not
suggested this area near Canyon Creek is used
by other than a few mountain goats each year
and there are no known mineral licks in the
area. Mitigation measures as previously
proposed should be adequate.
