TERMS OF REFERENCE (TR) 2.5 First Nations Engagement BC Hydro’s Aboriginal Relations and Negotiations group is responsible for First Nations engagement and consultation for the CVT Project. The selected firm/consultant will coordinate activities and all communications with potentially impacted First Nations through BC Hydro Aboriginal Relations and Negotiations team. TR3 DESCRIPTION OF SERVICES AND REQUIREMENTS 3.1 Scope of Services BCTC is seeking the services of a firm/consultant to complete an Archeology Impact Assessment for the CVT Project. BCTC is interested in firms/consultants that have experience working with First Nations in the Project area, and have undertaken AIAs of similar size and scope. The AIA is to be completed under one permit issued by the Ministry of Tourism, Sports and the Arts - Archaeology branch to the firm/consultant. The firm/consultant will apply for and obtain this permit from the Archaeological Branch. First Nations may choose to undertake the AIA work relevant to their area themselves or to engage the services of another company or they may wish to participate in and witness the Archeological work to be undertaken by the successful firm/consultant. The successful firm/consultant should be able to outline standard practices that this work should adhere to and be able to incorporate the findings into one AIA report to be submitted to the Archeology branch. The firm/consultant should identify any existing relationships or experiences with the Shuswap Indian Band and/or the Ktunaxa Nation Council, and will be asked to outline their strategy to involve First Nations. BC Hydro’s Aboriginal Relations and Negotiation representative on the CVT project must be consulted in regard to proposed and continuing communications with First Nations related to the CVT project and this Archeological work. The selected firm/consultant will act as BCTC’s Archaeological Officer for the project. This will require providing archaeological orientation to Construction staff/contractors 1-4 CVT AIA Page 110 of 200
TERMS OF REFERENCE (TR) at the beginning of the construction work in the field. BCTC is expecting up to 5 such orientation sessions. As BCTC’s Archaeological Officer, conduct a high-level screening of the Golden Substation expansion site at the time of “site preparation/excavation” of the site. It is also expected that when a new archaeological site is identified, the firm/consultant will provide technical resources to evaluate the site and recommend mitigation measures. This will be on a “cost plus” basis. 3.2 Deliverables The successful firm/consultant shall deliver high quality AIA report that meets the requirements of the Archaeology branch of the Ministry of Tourism, Sports and the Arts. The AIA report should be ready for submission by the fall of 2010, as more fully set out in section 3.3 below. Deliverables to be provided by the Consultant shall include the following: a) develop a plan for the completion of the Services, including a timeline, for BCTC review and approval; b) develop an outline indicating timeline and methodology for engaging First Nations; c) identify significant archaeological sites, First Nations traditional uses, Culturally Modified Trees (CMT), spiritual practices and culturally significant sites; d) identify all known cultural heritage assets that may be affected by the Project; e) identify the potential for currently unrecorded archaeological sites to be located within the Project Area; f) provide detailed mapping information using a reasonable scale for all sites identified in 3.2.3, 3.2.4 and 3.3.5. g) assess the potential impact of the Project on the local historic landscape and built heritage resource; 1-5 CVT AIA Page 111 of 200
