TERMS OF REFERENCE (TR)
a) Construction of approximately 112 km, 230 kV wood-pole, H-frame
transmission line from Invermere Substation (INV) to a new 230/69 kV
substation called Kicking Horse Substation (KHS);
b) Construction of new 230/69kV Kicking Horse Substation (KHS) substation;
c) Construction of approximately 3 km, 69 kV transmission line from Kicking
Horse Substation (KHS) to existing Golden Substation (GDN);
d) Expansion of the existing Golden Substation (GDN); and
e) Modifications inside the Invermere (INV) and Cranbrook (CBK) Substations.
The right-of-way for the new 230kV and 69kV transmission lines would be over
Crown and some Private Lands. BC Hydro has already acquired right-of-way over
most of the Private Lands, and will apply to Integrated Land Management Bureau to
acquire new right-of-way of the Crown Lands. The new right-of-way would be
approximately 50m wide to accommodate the new 230kV transmission line and
approximately 10m to accommodate the new 69kV transmission line. The fee-simple
site for the Kicking Horse Substation (KSH) will be approximately 225x200m and will
be on Crown Land. BC Hydro owns the land required for expansion of the existing
Golden Substation (GDN).
The route the new 230kV and 69kV transmission lines and the location of the Kicking
Horse, Invermere and Golden substation are shown in Appendix XX – MAPS 1, 2, 3
and 4 and 69kV Route Map.
In most forested areas, to accommodate the new transmission lines, it will be
necessary to undertake clearing both within and beyond the right-of-way boundary.
Access requirements for construction and operation/maintenance of the new
transmission facilities along the transmission lines route will be identified and
mapped by the Project Team. Access will involve the use of existing and/or potential
new roads (Private and Public/Forest Service), tracks and/or helicopter landing sites.
2.2 Construction Footprint
The limits of construction for the Project include the area within the proposed right-ofway,
adjacent areas required for clearing for initial line stability, as well as any
