Summary: <strong>IND</strong> and Census Office<br />

<strong>IND</strong> is a Kingdom service responsible for the<br />

admission process. The Census Office is a service<br />

of the Public Entity of Saba responsible<br />

for, among other things, registering citizens<br />

in Saba Personal Records Database as soon as<br />

they have been admied to the island by <strong>IND</strong>.<br />

Thinking of living (and working) in Saba? Visit <strong>IND</strong> first.<br />

In order to live (and work) in Saba, you need to file an application at the <strong>IND</strong><br />

Office:<br />

1. To live on the island: file an application for a residence permit or – if you<br />

are a Dutch citizen – for admission by operation of law.<br />

2. To work on the island: if you also wish to work, you also need to apply for<br />

a work permit. People falling into the following categories do not need an<br />

employment permit:<br />

• Persons of Dutch nationality<br />

• Foreign nationals living together with and married to a Dutch citizen<br />

You can find application forms and a list of required documents on <strong>RCN</strong>’s<br />

website (www.RijksdienstCN.com) under the heading “Admission”.<br />

Alternatively, you can pick up the application forms at the <strong>IND</strong> Office.<br />

Screening and issuance of residence permits <strong>IND</strong> checks whether applications<br />

meet the conditions established. Someone who meets all conditions will be<br />

given a residence permit or granted Dutch citizenship. It is of great importance<br />

for applicants to provide correct information. If any information provided<br />

turns out to be false, a residence permit may be denied or revoked. <strong>IND</strong> will<br />

contact you to come and pick up the residence permit once this has been approved.<br />

Screening and issuance of work permits<br />

<strong>RCN</strong>’s Social Affairs and Employment Unit assesses applications for work permits.<br />

The decision regarding a work permit will be handed personally to the employer by<br />

the Immigration & Naturalization Service (<strong>IND</strong>).<br />

In case your application for a residence<br />

permit or admission by operation<br />

of law has been approved,<br />

you will need to visit the Census<br />

Office to register in Saba Personal<br />

Records Database. Registration is<br />

mandatory. In order to register, you<br />

will need to provide the following<br />

original documents (no copies):<br />

• <strong>IND</strong>’s decision (stating that you have been granted a residence permit<br />

• A passport;<br />

• Birth certificate (not older than 12 months);<br />

• Marriage certificate (not older than 6 months and only if applicable);<br />

• Divorce certificate (not older than 6 months and only if applicable);<br />

• Marital status certificate (not older than 6 months and only if you have<br />

never been married before);<br />

• A change-of-address notice/deregistration notice (not older than 3 months<br />

and only when you come from the Kingdom!).<br />

Please note:<br />

All foreign documents must be provided with an apostille or authentication stamp,<br />

depending on the country of birth/marriage/divorce/ death. If you have any doubts<br />

about the required apostille or authentication, feel free to contact the Census<br />

Office or the Netherlands Embassy in your country of origin.<br />

Aer you have registered, the Census Office will make an identification (sedula) for<br />

you. Contact and opening hours of <strong>RCN</strong>’s <strong>IND</strong> and the Census Office are found on<br />

the back of this folder. These two units are situated within walking distance of each<br />

other in the Boom.<br />

Admission and Registration in Saba<br />

What does the Immigration and Naturalization Service (<strong>IND</strong>) do and what does the<br />

Census Office do?<br />

This brochure provides an explanation of the admission and registration process in<br />

Saba. The separate <strong>IND</strong> and Census Office services both have certain responsibilities<br />

in this process and are closely located within walking distance.<br />

But what exactly does each of them do and what documents are required?<br />

By answering these questions in this brochure, <strong>IND</strong> and the Census Office hope to<br />

further improve the service they provide.<br />

Public Entity of Saba<br />

What does <strong>IND</strong> do?<br />

<strong>IND</strong> (Caribbean Netherlands unit) is responsible for<br />

implementing immigration policy in Bonaire, Sint<br />

Eustatius, and Saba. This means that <strong>IND</strong> assesses all<br />

applications for residence permits or admission by<br />

operation of law (“statement of law”) led by foreign<br />

nationals or Dutch citizens wishing to reside on these<br />

islands. This includes people who want to work or<br />

study here. In addition, the unit handles applications<br />

from persons who would like to acquire Dutch citizenship.<br />

Not just anyone can acquire Dutch citizenship<br />

or be granted a residence permit for Bonaire,<br />

Sint Eustatius, or Saba.<br />

Certain conditions must be met. Key questions include how long somebody intends<br />

to stay and for what purpose, and whether they have sufficient income or<br />

assets of their own. These conditions, incidentally, are not established by <strong>IND</strong> itself,<br />

but by the government in The Hague. <strong>IND</strong> ensures that the immigration policy<br />

set out by the government in The Hague is carried out accurately.<br />

What does the Census Office do?<br />

The Census Office of the Public Entity of Saba is responsible for the Personal Records<br />

Database, the Civil Registry, and the organization of elections. Other duties<br />

include issuing passports, identification cards (sedulas), and extracts.
