Tax Deputy Commissioner of
Kottayam Mr. V. J. Charles has
chaired the meeting and
alongwith other trade representatives
Mr. Xavier Thomas Kondody
represented KSSIA XCII. The following
3 points were raised by the
representatives and discussed in
the meeting.
1. DC commended that 14% of
the total assessies in Kottayam
district have not filed Vat returns
on or before the due date.
He has directed the representatives,
that this issue to be
taken up urgently otherwise
the vat department would be
constrained to take coersive action
against such defaulters.
2. Where tax audit is conducted
by the vat authorities and if
certain findings are there adverse
to the assessee, it is to
contact the officer of the vat
range and settle the claims
there itself.
3. The Deputy Commissioner
has reported that input credits
are mounting up in certain
sectors at alarming level
which invites stringent penal
actions against such cases.
4. For all movement under statutory
delivery notes, form
No.15 the assesses are asked
to keep the carbon copy writing
to be appeared double side.
5. Pending KGST (up to 2005)
assessments are to be completed
under an amnesty
scheme which is available
now.

MICRO SSI SECTOR!
More and More expenditure - less and less margin of Profit
Kerala’s micro & small
scale industries are facing
adverse financial situations
and they are growing
day by day. There is
an overall decline in SSI
business during the last
few years. The costs of
compliances of the
pervailing regulatory controls
and states’ governance
practices are growing
to an unbearable situation
and the profitability
of the small sectors are
very much adversely affected
.
Annual expenditures in
maintaining registrations,
certifications are huge burdens
on the balance sheet.
Increased Factory licence
fee, Panchayath licence fee, professional
taxes, fees on pollution control
clearances etc. are few examples.
To get the quality certifications
from Govt. Boaders like
Beauro of Indian standards, Food
& safety Acts, GMP and Agmark
certificates etc etc. are all over burdening
on the SSI sector having
very limited financial resources in
India may overtake China as the world’s fastest growing
major economy by 2015, as this Asian nation doubles
infrastructure investment and adds six fold more workers
than its northern neighbor, Morgan stanley said.
India’s GDP has expanded at an average 7.1% over the
decade through the third quarter of 2009, compared with
9.1% in China. Government of India is palnning to
double its spending in roads. Ports and power plants to
trillion in the five years to 2017 and thus improve the
quality of infrastructure that still ranked below warravaged
Ivory cost. Poor Kerala still travels at 40 Km
per hour in 30 meter wide high-ways
its fold at cheaper cost.

We wish let the Govt. of Kerala comes
out with a Policy for subsiding these
ever increasing overheads for the micro

Duty Enbilement Pass Book Scheme
extended by six months Till June 30, 2011 (DEPB)
The objective is to neutralize incidence
of customs duty in import
content of export product. An exporter
may apply for credit, at
specified percentage of FOB value
of exports, made in freely convertible
currency. This credit can be
utilized for duty free import of
raw materials, capital goods, and
items transferable etc.

scheme for Pre-& Post shipment
credit for SMES to be continued
till 31 st March 2012.
• Additional benefit of 2%

Capital goods scheme extended
by one year to March 31,
2012
For SSI units, import of Capital
goods @ zero duty, shall be
allowed, subject to fulfillment of
bonus for 135 products under
FOCUS Product scheme.
Exports of notified products (as
in Appendix STD of HB VI) to all
countries shall be entitled for Duty
credit scrip equivalent to 3.25% of
FOB value of exports for each licensing
year.
(Rubber & Rubber products,
handicrafts, leather, handlooms,
chemicals are all included in this
list now. However deemed exports
are not entitled for this incentive).
Exporters are once again
incentivised by
new trade policy initiatives
export obligation equivalent to
6 times of duty saved on capital
goods, in 8-years from the
Authorisation issue date, provided
the landed cost of value
of goods under the scheme does
not cross R.50 lakhs and total investment
under SSI limit. Second
hand goods also may be imported.

ORDER
With the launching of IT@school project, computers are installed in Government and Government aided schools to impart IT
training to the students. Connected loads in Government offices and Banks increased manyfold due to computerisation and
modernisation. Over the years, the connected load of other consumers are also likely to be increased substantially. Most of the
consumers, especially Government and Quasi-government institutions are ignorant of the necessity of informing KSEB about
the increased connected load, though there is a minority who evade regularisation of connected load for keeping the fixed
charges minimum.
Distribution Advisory Committee suggested that Board shall introduce a Voluntary Disclosure Scheme for regularising the
Connected Load and suggested to give press release requesting the consumers to intimate the present connected load if it is
different from the connected load mentioned in the invoice / spot bill issued to them.
Board considered the issues in detail and decided to introduce Voluntary Disclosure Scheme for regularising the
Connected Load, subject to following conditions:
1. Consumers can voluntarily disclose additional load, if any, on or before 30.09.2010.
2. Government consumers (including buildings where Government offices are functioning on rental basis) and consumers
requiring installation of new transformer and /or conversion to higher voltage level, who voluntarily discloses additional load
before 30.09.2010 shall be given time up to 31.12.2010 for regularising the load. All other consumers should regularise the
load on or before 15.10.2010.
3. PRO and field officers shall give wide publicity for the scheme, requesting the consumers to intimate the present connected
load, if it is different from the connected load mentioned in the invoice / spot bill issued to them.
4. Deputy Chief Engineers of Electrical Circles, Executive Engineers of Electrical Divisions, Assistant Executive Engineers of
Electrical Sub Divisions and Assistant Engineers of Electrical Sections are authorised to accept applications under the
scheme from consumers. The officer receiving the application shall acknowledge the receipt of application.
5. If the application is received by an officer of and above the rank of Assistant Executive Engineer, the application may be
forwarded to Assistant Engineer for preparation of estimate and further processing. If any augmentation is required for
regularising the load, estimate for the same shall be prepared and notice shall be issued to the consumer within 15 days,
positively.
6. Consumer shall be liable to bear the cost for augmentations, if any, required in the system.
7. Consumers shall furnish the details in prescribed service connection application form, along with revised completion certificate
for regularising the connected load.
8. Consumers shall not be penalised for UAL during this period.
9. The adequacy of security shall be reviewed and consumer will have to make good shortfall, if any.
