<strong>Kottayam</strong> Mr. V. J. Charles has<br />

chaired the meeting and<br />

alongwith other trade representatives<br />

Mr. Xavier Thomas Kondody<br />

represented <strong>KSSIA</strong> XCII. The following<br />

3 points were raised by the<br />

representatives and discussed in<br />

the meeting.<br />

1. DC commended that 14% of<br />

the total assessies in <strong>Kottayam</strong><br />

district have not filed Vat returns<br />

on or before the due date.<br />

He has directed the representatives,<br />

that this issue to be<br />

taken up urgently otherwise<br />

the vat department would be<br />

constrained to take coersive action<br />

against such defaulters.<br />

2. Where tax audit is conducted<br />

by the vat authorities and if<br />

certain findings are there adverse<br />

to the assessee, it is to<br />

contact the officer of the vat<br />

range and settle the claims<br />

there itself.<br />

3. The Deputy Commissioner<br />

has reported that input credits<br />

are mounting up in certain<br />

sectors at alarming level<br />

which invites stringent penal<br />

actions against such cases.<br />

4. For all movement under statutory<br />

delivery notes, form<br />

No.15 the assesses are asked<br />

to keep the carbon copy writing<br />

to be appeared double side.<br />

5. Pending KGST (up to 2005)<br />

assessments are to be completed<br />

under an amnesty<br />

scheme which is available<br />

of exports, made in freely convertible<br />

currency. This credit can be<br />

utilized for duty free import of<br />

raw materials, capital goods, and<br />

items transferable etc.<br />

ORDER<br />

With the launching of IT@school project, computers are installed in Government and Government aided schools to impart IT<br />

training to the students. Connected loads in Government offices and Banks increased manyfold due to computerisation and<br />

modernisation. Over the years, the connected load of other consumers are also likely to be increased substantially. Most of the<br />

consumers, especially Government and Quasi-government institutions are ignorant of the necessity of informing KSEB about<br />

the increased connected load, though there is a minority who evade regularisation of connected load for keeping the fixed<br />

charges minimum.<br />

Distribution Advisory Committee suggested that Board shall introduce a Voluntary Disclosure Scheme for regularising the<br />

Connected Load and suggested to give press release requesting the consumers to intimate the present connected load if it is<br />

different from the connected load mentioned in the invoice / spot bill issued to them.<br />

Board considered the issues in detail and decided to introduce Voluntary Disclosure Scheme for regularising the<br />

Connected Load, subject to following conditions:<br />

1. Consumers can voluntarily disclose additional load, if any, on or before 30.09.<strong>2010</strong>.<br />

2. Government consumers (including buildings where Government offices are functioning on rental basis) and consumers<br />

requiring installation of new transformer and /or conversion to higher voltage level, who voluntarily discloses additional load<br />

before 30.09.<strong>2010</strong> shall be given time up to 31.12.<strong>2010</strong> for regularising the load. All other consumers should regularise the<br />

load on or before 15.10.<strong>2010</strong>.<br />

3. PRO and field officers shall give wide publicity for the scheme, requesting the consumers to intimate the present connected<br />

load, if it is different from the connected load mentioned in the invoice / spot bill issued to them.<br />

4. Deputy Chief Engineers of Electrical Circles, Executive Engineers of Electrical Divisions, Assistant Executive Engineers of<br />

Electrical Sub Divisions and Assistant Engineers of Electrical Sections are authorised to accept applications under the<br />

scheme from consumers. The officer receiving the application shall acknowledge the receipt of application.<br />

5. If the application is received by an officer of and above the rank of Assistant Executive Engineer, the application may be<br />

forwarded to Assistant Engineer for preparation of estimate and further processing. If any augmentation is required for<br />

regularising the load, estimate for the same shall be prepared and notice shall be issued to the consumer within 15 days,<br />

positively.<br />

6. Consumer shall be liable to bear the cost for augmentations, if any, required in the system.<br />

7. Consumers shall furnish the details in prescribed service connection application form, along with revised completion certificate<br />

for regularising the connected load.<br />

8. Consumers shall not be penalised for UAL during this period.<br />

9. The adequacy of security shall be reviewed and consumer will have to make good shortfall, if any.<br />

Orders are issued accordingly.<br />
