A comprehensive and efficient transportati<strong>on</strong> network has always been an indicator of a city’s ec<strong>on</strong>omic vibrancy and<br />
quality of life. Tremendous focus has been placed <strong>on</strong> Malaysia’s public transportati<strong>on</strong> network in recent years, highlighting<br />
its role as a lifeline that supports the country’s ec<strong>on</strong>omic & populati<strong>on</strong> growth by c<strong>on</strong>necting urban/sub-urban centres<br />
and mobilizing its people to enable ec<strong>on</strong>omic activities. We realize that a massive shift to public transport is required in<br />
cities such as Kuala Lumpur, Penang and Johor Bahru in order to achieve and sustain a competitive edge in attracting<br />
business & investments, human talent & visitors.<br />
Although there have been endeavours to improve public transport in the past, we are now seeing a more c<strong>on</strong>certed effort<br />
by the government who has identified <strong>Urban</strong> <strong>Public</strong> <strong>Transport</strong> as <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> Key Result Area under its transformati<strong>on</strong> plan,<br />
spelling out in stages various targets and timelines up to 2012 and bey<strong>on</strong>d. This is complemented by strategies and acti<strong>on</strong><br />
plans under the 9MP, ec<strong>on</strong>omic stimulus packages during 2008/09 and subsequently 10MP, which have all c<strong>on</strong>sistently<br />
placed due emphasis <strong>on</strong> public transportati<strong>on</strong>. In additi<strong>on</strong>, with the newly formed Land <strong>Public</strong> <strong>Transport</strong> Commissi<strong>on</strong>,<br />
there is now a single industry captain who would coordinate efforts across the entire public transport system.<br />
Set against this promising backdrop, we stand a good chance in transforming our public transportati<strong>on</strong> system if we<br />
could avoid the pitfalls of previous attempts such as an inefficient regulatory system & licensing regime, poor planning &<br />
coordinati<strong>on</strong> am<strong>on</strong>g stakeholders and a physical planning methodology that prioritized vehicles, roads & highways rather<br />
than commuters & pedestrians.<br />
Hence the <str<strong>on</strong>g>Nati<strong>on</strong>al</str<strong>on</strong>g> <str<strong>on</strong>g>Summit</str<strong>on</strong>g> <strong>on</strong> <strong>Urban</strong> <strong>Public</strong> <strong>Transport</strong> <strong>2010</strong> aims to provide a platform in bringing together key players<br />
from the government, private sector, civil societies and c<strong>on</strong>sumer bodies to brainstorm <strong>on</strong> possible collaborative efforts<br />
and generate new ideas <strong>on</strong> improving urban public transport. The <str<strong>on</strong>g>Summit</str<strong>on</strong>g> will deliver an impactful programme by<br />
opening up discussi<strong>on</strong>s <strong>on</strong> public transport regulati<strong>on</strong>, planning<br />
& development, multimodal transport soluti<strong>on</strong> and integrati<strong>on</strong>,<br />
increasing public transport utilisati<strong>on</strong> as well as sustainable<br />
& smart soluti<strong>on</strong>s for public transportati<strong>on</strong>.<br />

A comprehensive and efficient transportati<strong>on</strong> network is crucial to the c<strong>on</strong>nectivity, liveability, sustainability<br />
and ec<strong>on</strong>omic vibrancy of a world-class city under Greater KL plan. Indeed, boosting the rail transportati<strong>on</strong><br />
through Greater KL is a major building block in improving public transportati<strong>on</strong> under the 10MP. This sessi<strong>on</strong><br />
will focus <strong>on</strong> expansi<strong>on</strong> of rail based transport and its integrati<strong>on</strong> with other modes to form a comprehensive<br />
multimodal transport network.<br />
• What are the critical success factors that will make for a public transport network that is fit for the worldclass<br />
city that KL aspires to become?<br />
• What is envisi<strong>on</strong>ed for the future rail-based public transport network of Greater KL? What sort of<br />

Commuters are the ‘public’ in term ‘public transportati<strong>on</strong>’, implying that the infrastructure is primarily<br />
meant for the use of the masses. Indeed, the 10MP advocates that transport should be restructured around<br />
the rakyat, hence making it the choice mode of travel for all. This sessi<strong>on</strong> will focus <strong>on</strong> planning and<br />
development of public transport such as:<br />
• How can limitati<strong>on</strong>s such as integrati<strong>on</strong>, accessibility and efficiency be alleviated given that key public<br />
transport planning and development are d<strong>on</strong>e with commuters’ needs in mind?<br />
• Embedding public transport planning into development master plans - synergy in policy & plan formati<strong>on</strong><br />
and implementati<strong>on</strong> between key stakeholders<br />

Expanding the Roles of Buses in the <strong>Public</strong> <strong>Transport</strong>ati<strong>on</strong> System<br />
While much emphasis has been placed <strong>on</strong> our rail network, buses have traditi<strong>on</strong>ally been the backb<strong>on</strong>e<br />
of our public transport and c<strong>on</strong>tinue to play a complementary role to the higher capacity rail-based mode.<br />
Under the targeted 25% public transport modal share by 2012, buses are expected to c<strong>on</strong>tribute 43% to<br />
the network’s overall passenger capacity. This sessi<strong>on</strong> will highlight the potential and advantages of buses<br />
as a public transport mode.<br />
• Advantages of buses – BRT & BET systems, cost, accessibility, flexibility, envir<strong>on</strong>mental impact<br />
• Buses as the transport soluti<strong>on</strong> for small & medium sized cities/towns and rural areas<br />
• What are the challenges faced by bus operators and how can the business model be improved? i.e.<br />
competiti<strong>on</strong> & business viability, escalating costs, manpower, profitable vs. n<strong>on</strong>-profitable routes, etc.<br />

Making <strong>Public</strong> <strong>Transport</strong>ati<strong>on</strong> the Choice Mode of Travel – A Changing Mobility Lifestyle<br />
<strong>Public</strong> transport has to integrate itself seamlessly into the lives of commuters, who will in turn, embrace<br />
public transport as a lifestyle choice. <strong>Public</strong> transport services need to be c<strong>on</strong>veniently accessible, affordable<br />
in playing the role of transporting people between points A to B to fulfil their daily professi<strong>on</strong>al & social<br />
engagements. This sessi<strong>on</strong> will focus <strong>on</strong> various efforts to encourage higher the use of public transport<br />
am<strong>on</strong>g the people:<br />
• Understanding the travel patterns and lifestyle needs for affordable & c<strong>on</strong>venient integrated ticketing to<br />
increase patr<strong>on</strong>age<br />
• Addressing commuter’s c<strong>on</strong>cerns – security, service levels, special needs passengers<br />
• Engaging the masses – what can be d<strong>on</strong>e in terms of public educati<strong>on</strong> & awareness, community<br />
engagement, branding and marketing to increase desirability of public transport<br />
• Engaging the right partners – community leaders, employers, managements of high-rise properties,<br />
event planners, etc.<br />
