Service Commission, the Statehouse, and<br />

Department <strong>of</strong> State.<br />

JOB DESCRIPTION Under direction <strong>of</strong> the Chief Technology Officer, the Deputy Chief Technology Officer shall<br />

be responsible for <strong>information</strong> <strong>technology</strong> planning, coordination, budgeting, adherence to technical architecture,<br />

and management and oversight <strong>of</strong> large <strong>information</strong> <strong>technology</strong> initiatives, in the Administrative Services Affinity<br />

group.<br />

UNIQUE AND DISTINGUISHING TASKS/CLASSIFICATION FACTORS<br />

Directly manages IT staff assigned to OIT responsible for serving the affinity departments. Oversees the<br />

<strong>technology</strong> decisions within the departments in the delivery <strong>of</strong> services as required by the CTO. Performs periodic<br />

evaluation <strong>of</strong> the overall operational effectiveness <strong>of</strong> the IT services provided to affinity group and oversees the<br />

analysis <strong>of</strong> systems within the area <strong>of</strong> interest. Manages and oversees the Service Level Agreement (SLA) process<br />

between OIT and the agencies represented under the affinity group. Accountable for meeting the metrics and<br />

service levels agreed upon in the SLA. Manage and organize the workflow and resources to maximize customer<br />

services and operational efficiency.<br />

Prepares reports, analysis, attends meetings <strong>of</strong> all levels, adheres to transparency and performance based budgeting<br />

principals and requirements. Works with vendors as applicable. Focuses on critical system upgrades, enhancements<br />

and replacement to maximize the efficiency and effectiveness <strong>of</strong> state IT processes.<br />

REQUIREMENTS<br />

EDUCATION:<br />

Graduation from an accredited college or university with a Bachelor’s Degree.<br />

MINIMUM REQUIREMENTS:<br />

Six (6) years <strong>of</strong> experience in work involving <strong>information</strong> processing feasibility studies <strong>of</strong> <strong>technology</strong><br />

planning, project management, technical architecture, and resource allocation in a multiplatform environment.<br />

Three (3) years <strong>of</strong> the required experience shall have been in a supervisory capacity, one (1) year <strong>of</strong> which involved<br />

supervising second-line supervisors or middle managers.<br />

SUBSTITUTIONS:<br />

Applicants who do not possess the required education may substitute four (4) years <strong>of</strong> additional nonsupervisory<br />

experience <strong>of</strong> the type indicated in the experience section.
