Project Manager<br />
Responsible for ensuring the consistency in training <strong>and</strong> capacity building activities<br />
across local NGOs. Also, s/he will work closely with Project Manager <strong>and</strong> other<br />
specialist to undertake, but not limited to, the following activities <strong>and</strong> tasks as<br />
describe in the section of responsibility <strong>and</strong> accountability below.<br />
As an international child-centred development organisation, the <strong>Training</strong> <strong>and</strong> <strong>Capacity</strong><br />
Building Specialist will commit to the wellbeing of children <strong>and</strong> to support the Convention of<br />
the Rights of the Child <strong>and</strong> will not tolerate child abuse.<br />
Dimensions of the <strong>Position</strong>:<br />
The <strong>Training</strong> <strong>and</strong> <strong>Capacity</strong> Building Specialist is responsible for all training activities under the scope of<br />
this project. The project will be implemented for the period of 20 months with total budget of 3,960,000<br />
USD from the Asian Development Bank (ADB). The project will be implemented in 10 provinces in<br />
Cambodia.<br />
Responsibilities <strong>and</strong> Accountabilities of the <strong>Position</strong>:<br />
Awareness Raising <strong>and</strong> Extension Service Process<br />
Review the available extension <strong>and</strong> training materials for nutrition, health/sanitation,<br />
agriculture, livestock <strong>and</strong> fisheries <strong>and</strong> community/farmer mobilization approaches;<br />
Assess the training needs of the selected beneficiaries <strong>and</strong> communities;<br />
Assess the availability <strong>and</strong> approaches of the existing extension services provided by the<br />
local government <strong>and</strong> NGOs;<br />
Assess <strong>and</strong> formulate the overall training/extension service approaches <strong>and</strong> process<br />
including parameters criteria for compliance with the agreed training process;<br />
Conduct training for the local staff <strong>and</strong> local NGOs to ensure the delivery of consistent<br />
training activities.<br />
Group Formation <strong>and</strong> Strengthening<br />
Consult with GDA/PDAs to ensure consistency in farmer group formation approaches <strong>and</strong><br />
community-based agricultural adaptation <strong>and</strong> mitigation activities;<br />
Review the existing farmer organizations, Self-Help Groups (SHGs), community adaptation<br />
<strong>and</strong> mitigation projects in the target communes <strong>and</strong> assess their capacity, training needs,<br />
<strong>and</strong> inputs/market linkages;<br />
If there are no existing SHGs <strong>and</strong> community-based projects, assess <strong>and</strong> identify particular<br />
areas <strong>and</strong> commodities/activities for formation of SHGs in consultation with the Central<br />
Project Management Unit (CPMU), the Provincial Project Management Units (PPMUs) <strong>and</strong><br />
staff from the provincial department of agriculture <strong>and</strong> district agriculture offices;<br />
Review the existing training materials for farmer/community formation <strong>and</strong> develop the<br />
training materials.<br />

M&E/PPMS<br />
Develop the indicators <strong>and</strong> training materials for a monitoring & evaluation (M&E)<br />
system <strong>and</strong> monitor the data collection <strong>and</strong> reporting;<br />
Conduct M&E training for the team members <strong>and</strong> local NGOs.<br />
Communications <strong>and</strong> Working Relationships of the <strong>Position</strong>:<br />
Internally: The TC Specialist works closely with other national <strong>and</strong> international staff <strong>and</strong> consultants<br />
within <strong>Plan</strong> Cambodia on a daily basis.<br />
Externally: In addition, the TC Specialist works in collaboration with EA, NGO partners, community<br />
<strong>and</strong> farmers, <strong>Plan</strong> national offices/donors involved in implementing/supporting this project.<br />

Master degree or equivalent qualification (formal qualifications) in agricultural economics or<br />
MBA or relevant field<br />
Community development situation/dynamic in Cambodia in general <strong>and</strong> in project’s target areas<br />

Project/program cycle <strong>and</strong> programming including life cycle programming<br />
Ability to respond on short notice <strong>and</strong> plan <strong>and</strong> execute several activities at once<br />
Ability to work under pressure, as part of a team or independently <strong>and</strong> meet deadlines<br />

Proven leadership, interpersonal <strong>and</strong> cross-cultural skills, <strong>and</strong> ability to build <strong>and</strong> motivate<br />

Experience designing training curriculums <strong>and</strong> training needs assessment<br />

Generate or find new ways of working to manage internal <strong>and</strong> external changes that affect<br />
program implementation<br />
H<strong>and</strong>le interactions with <strong>Plan</strong>’s Partners <strong>and</strong> government counterparts<br />
Have 10 years of experience in designing <strong>and</strong> implementing capacity building activities<br />
preferably in the agriculture <strong>and</strong> food security fields<br />
Have M&E experience for multi-sectoral investment projects. Proven planning, management,<br />
reporting <strong>and</strong> interpersonal communication skills are must.<br />
Demonstrated experience working successfully with government agencies <strong>and</strong> private<br />
organizations engaged in promoting improved livelihoods for households <strong>and</strong> the provision of<br />
social protection services<br />
Experience working <strong>and</strong> collaborating with diverse sets of stakeholders, including employers’<br />
organizations, trade unions, <strong>and</strong> other civil society organizations.<br />

needs basis to travel overseas to participate in regional/or global network meetings/forum <strong>and</strong> training.<br />

The position is required to frequently contact with families <strong>and</strong> children (to underst<strong>and</strong> their progress<br />
