POLICIES & PROCEDURES<br />
Use of <strong>Moorage</strong> Facilities<br />
The UW Board of Regents has established regulations to govern use of the<br />
stadium boat moorage facilities.<br />
Objectives<br />
The objectives of these regulations are:<br />
• Provide water access for a persons attending those special events at<br />
the University of Washington (UW), such as football games, for which<br />
use of the facility is designed;<br />
➢ • Control the use of the stadium boat moorage facility in order to pro<br />
vide safety for both persons and boats of other craft using the facility;<br />
➢ • Provide for the collection of moorage fees in support of the cost of<br />
maintaining and operating the boat moorage facility;<br />
➢ Provide access for emergency equipment.<br />
<strong>Boat</strong> <strong>Moorage</strong> Area<br />
1. a. The stadium boat moorage facilities shall consist of those docks<br />
and floats located on Lake Washington in Union Bay near the Waterfront<br />
Activities Center and Conibear Crewhouse. The Executive Vice President<br />
can delegate to the UW Athletics Director such other areas which provide<br />
water access to the UW shoreline.<br />
b. The UW Athletics Director shall have the authority to manage and<br />
operate but shall not be limited to: moorage of water-related vessels, establishment<br />
of load/unload areas for the purpose of loading and unloading<br />
passengers to and from water-related vessels, and conditions related to<br />
facilities utilization for individuals engaged in the transporting of passengers<br />
for the purpose of moorage or shuttling operations.<br />
c. Use of the UW Shoreline and moorage facilities for waterfront activities<br />
not designated for that area will subject violators to arrest under<br />
provisions of RCW 9A.52.080 (criminal trespass in the second degree), City<br />
of Seattle 12A.08.04 (criminal trespass), or other laws.<br />
2. In the event the UW permits a non-University vessel use of the moorage<br />
facilities, for moorage, loading and unloading passengers, shuttling<br />
passengers to and from anchored vessels or other related activities, the<br />
UW does not assume responsibility or guarantee the expertise or training<br />
of the vessels’ pilots or that such vessels are maintained in a safe condition<br />
or are adequately equipped with life vests and other safety devices required<br />
by the United State Coast Guard and the Washington State Utilities<br />
and Transportation Commission. The Executive Vice President shall have<br />
the authority to establish such conditions as are necessary or appropriate<br />
to protect the UW from liability in connection with the use of the stadium<br />
boat moorage facilities.<br />
<strong>Moorage</strong> Permits Required<br />
During special events, operation of the boat moorage is the responsibility<br />
of the UW Athletics Director and use of the facility shall be controlled by<br />
the sale of permits as follows:<br />
➢ • Limits to the numbers at types of crafts that can be moored with reasonable<br />
safety at the moorage facilities shall be established by the UW<br />

after consultation with and approval by the Seattle Fire Chief and the<br />
local representatives of the U.S. Coast Guard.<br />
• Only those boats displaying a valid moorage permit shall be admitted<br />
to the boat moorage area and provided moorage space for the special<br />
event.<br />
• <strong>Moorage</strong> permits shall be sold, issued and collected by the UW Intercollegiate<br />
Athletics Department for season and individual events.<br />
• <strong>Moorage</strong> permits shall be on a first <strong>com</strong>e, first-served basis<br />
• Season moorage permits are available beginning in June<br />
• Individual moorage passes will not be available until mid-July<br />
Permit Holder’s Responsibilities<br />
User agrees to defend, indemnify and hold harmless the UW, its officers,<br />
agents and employees from any claim, costs, damages or other liability for<br />
personal injury or property damage arising out of the user’s acts or omissions<br />
in connection with moorage and charter and/or any other private or<br />
<strong>com</strong>mercial activities at or in the vicinity of the Waterfront Activities Center<br />
and Conibear Crewhouse. User agrees to <strong>com</strong>pensate the UW for damage<br />
to its property arising from his or her acts or omissions or those of user’s<br />
crew or party.<br />
Charter <strong>Moorage</strong> Load/Unload Responsibilities<br />
Applications from <strong>com</strong>mercial charters must be ac<strong>com</strong>panied by a certificate<br />
of insurance on a form and from a carrier acceptable to the UW,<br />
evidencing at least $1,000,000 in <strong>com</strong>prehensive general liability coverage,<br />
including$1,000,000 in protection and indemnity coverage, including pollution.<br />
There insurance carrier(s) must waive rights of subrogation against<br />
the UW and name the UW as Additional Insured. Said insurance is primary<br />
to all other valid and collectible insurance coverage or self-insurance<br />
programs.<br />

➢ Please operate your vessel at a slow and safe speed. Leaving no wake<br />
is a good rule of thumb for proper speed in this area.<br />
Watchful Operations Underway<br />
➢ It can get very crowded at the Husky waterfront, with many vessels<br />
moving in all directions. It is best to have several lookouts and a very<br />
watchful Captain on your boat at all times.<br />
Anchoring Your Vessel<br />
➢ • The bottom of Union Bay is soft and tends to allow vessels to slip<br />
if not securely anchored with a good length of chain that is the right<br />
scope and has a firm bite.<br />
➢ • Remember the swing of your vessel and the distance to your<br />
neighbors.<br />
Rafting – Safe and Sane<br />
➢ • Arrive at least 3 hours prior to the game.<br />
➢ • Watch and wait for Husky shuttles to assist you with directions to<br />
your moorage area.<br />
➢ • The best approach is a slow approach.<br />
➢ • Bring several lengths of line for tying between rafts.<br />
➢ • Husky support boats will help you tie to the raft and moorage buoys.<br />
Please use caution navigating around the buoys.<br />
➢ • Extra fenders are re<strong>com</strong>mended to provide cushion between vessels.<br />
➢ • After the game, please return promptly to your vessel for de-rafting.<br />
➢ • Be patient and have fun!<br />
Shuttling From Your Vessel<br />
➢ • Please be aware that our shuttles have a limited capacity and the<br />
closer to kick-off time, the busier the shuttles be<strong>com</strong>e. The stadium is<br />
just a short walk from the waterfront, but please remember to leave<br />
plenty of time for catching your shuttle.<br />
➢ • A friendly hand waving is a great way to notify the shuttle drivers that<br />
you are ready to be picked up.<br />
➢ • There is a $5.00 round-trip charge for shuttling. Children under 12 are<br />
free. Tickets can be purchased after you shuttle in to the Waterfront<br />
Activities Center.<br />
➢ • Shuttles will <strong>com</strong>e along side your vessel using the safest approach<br />
possible. Please be prepared to help steady the shuttle as you board.<br />
➢ • The Husky shuttles are small. Please remain seated at all times and<br />
listen for any special seating instructions from your shuttle Captain.<br />
Returning To Your Vessel<br />
➢ • After the game is over, please return promptly to the waterfront,<br />
board your vessel and prepare for departure.<br />
➢ • The last vessel on the raft must be the first one off.<br />
➢ • Husky support boats will help remove lines from the rafting buoys.<br />
➢ • For those returning on a shuttle, please be patient as there will be a<br />
line.<br />
➢ • Everyone will be working quickly and safely to help everyone return to<br />
their vessels.<br />
Leaving The Waterfront Activities Center<br />
➢ • It will likely be dusk or dark when leaving the game. Please remember<br />
your navigation lights.<br />
➢ • Win or lose, there will be a lot of vessel traffic, most of who are<br />
anxious to get home.<br />
➢ • Please use caution and watch for other boats, including the Husky<br />
shuttles.<br />
➢ • Tour boats will be backing out into the Montlake Cut and will block<br />
traffic temporarily. Again, please use caution.
