66. Total gross savings amounted to $2,753,684. 45.62% <strong>of</strong> this amount<br />

represented savings <strong>on</strong> Pers<strong>on</strong>nel Emoluments, 34.66% being savings <strong>on</strong><br />

Goods and Services, 19.03% savings <strong>on</strong> Transfers and Subsidies and .07%<br />

being savings <strong>on</strong> Social Services. Net savings amounted to $1,062,243.<br />

67. While cost c<strong>on</strong>tainment may account for some <strong>of</strong> <strong>the</strong>se underexpenditures,<br />

<strong>the</strong> magnitude <strong>of</strong> <strong>the</strong> perceived savings may have arisen from<br />

a combinati<strong>on</strong> <strong>of</strong> <strong>the</strong> following circumstances (over-estimati<strong>on</strong> <strong>of</strong> <strong>the</strong> cost <strong>of</strong><br />

providing various services; n<strong>on</strong>-acquisiti<strong>on</strong> <strong>of</strong> relevant skills to enable<br />

achievement <strong>of</strong> departmental policies and completi<strong>on</strong>s <strong>of</strong> programmes; or<br />

n<strong>on</strong>-provisi<strong>on</strong> <strong>of</strong> <strong>the</strong> services envisaged by <strong>the</strong> budget).<br />

68. In all circumstances it is imperative that Accounting Officers direct<br />

<strong>the</strong>ir efforts towards providing more realistic and accurate estimates for<br />

<strong>the</strong> Appropriati<strong>on</strong>s Ordinance.<br />

2.4 Arrears <strong>of</strong> Revenue<br />

69. Several Ministries/Departments c<strong>on</strong>tinue to submit <strong>the</strong>ir Arrears or<br />

Revenue statements way bey<strong>on</strong>d <strong>the</strong> 31 March deadline, in breach <strong>of</strong> <strong>the</strong><br />

regulati<strong>on</strong>s.<br />

70. However, <strong>the</strong> following represents <strong>the</strong> status <strong>of</strong> Arrears <strong>of</strong> Revenue<br />

as at 31 December <strong>2004</strong>: -<br />
