m<strong>on</strong>ies which have been appropriated and disbursed have been<br />

applied to <strong>the</strong> purposes for which <strong>the</strong>y were appropriated, and<br />

that expenditure has been made <strong>on</strong>ly as authorized;<br />

m<strong>on</strong>ies o<strong>the</strong>r than those which have been appropriated have<br />

been dealt with in accordance with proper authority;<br />

all reas<strong>on</strong>able precauti<strong>on</strong>s have been taken to safeguard <strong>the</strong><br />

receipt, custody, issue and proper use <strong>of</strong> cash, stamps,<br />

securities and public stores, and that <strong>the</strong> regulati<strong>on</strong>s, directi<strong>on</strong>s<br />

and instructi<strong>on</strong>s relating <strong>the</strong>reto have been duly observed;<br />

sufficient, relevant and reliable audit evidence is obtained to<br />

support <strong>the</strong> issue <strong>of</strong> a pr<strong>of</strong>essi<strong>on</strong>al audit opini<strong>on</strong> <strong>on</strong> <strong>the</strong> financial<br />

statements <strong>of</strong> <strong>the</strong> organizati<strong>on</strong>s subject to audit;<br />

expenditure is achieving value-for-m<strong>on</strong>ey;<br />

adequate regulati<strong>on</strong>s, directi<strong>on</strong>s or instructi<strong>on</strong>s exist for <strong>the</strong><br />

guidance <strong>of</strong> Accounting Officers and Accountable Officers, and<br />

are complied with;<br />

proper returns have been submitted by Accounting Officers, in<br />

accordance with <strong>the</strong> Finance (Administrati<strong>on</strong>) Act 2001;<br />

<strong>the</strong> accounts are in agreement with <strong>the</strong> books <strong>of</strong> accounts and<br />

returns.<br />

5. The audit programme <strong>of</strong> work aims to provide sufficient, appropriate<br />

audit evidence to afford a reas<strong>on</strong>able basis for an opini<strong>on</strong> to be given <strong>on</strong> <strong>the</strong><br />

general accuracy and regularity <strong>of</strong> <strong>the</strong> Government’s financial and accounting<br />

transacti<strong>on</strong>s. The audit exercise is carried out by way <strong>of</strong> test checks,<br />

designed to capture material errors in <strong>the</strong> accounts, determine adequacy and<br />

reliability <strong>of</strong> internal c<strong>on</strong>trols and safeguards, and evaluate compliance with<br />

relevant enabling legislati<strong>on</strong> and o<strong>the</strong>r Ministry <strong>of</strong> Finance directives.<br />
