1. CALL TO ORDER - Pursuant to notice duly given and posted, a meeting of the SIPE Board of Directors was<br />

called to order by SIPE Board President Sharon Henslin at 8:39 a.m., February 26, 2010, at the Schools Insurance<br />

Program for Employees office, Atascadero, CA.<br />

2. COMMENTS FROM THE PUBLIC ON ITEMS NOT ON THE AGENDA –There were none.<br />

3. APPROVE JANUARY 29, 2010, MEETING MINUTES – The Board approved the January 29, 2010,<br />

meeting minutes as presented. (<strong>Martin</strong>/Hoskins) (7/0).<br />

4. YORK WORKERS’ COMPENSATION ADMINISTRATION – Executive Director Mike McGuire<br />

reported that there were 11 claims opened in January and that 14 claims were closed. He reported that future medical<br />

claims are under 100 and that there were 240 open claims as of January 31, 2010. He reported there are 12 new<br />

claims in February and that the dollar values of these claims are low. He reported that one claim has the potential to<br />

be very large. He provided a handout with their district’s rates and premiums.<br />

5. ACCEPTANCE OF 2008-2009 FINANCIAL AUDIT – Greg Cook reported that it was the opinion of the<br />

independent auditors that basic financial statements were presented fairly and that the total net assets dropped by<br />

$1,802,904 during the fiscal year ended June 30, 2009, primarily due to the distributions of Equity Rebates. He<br />

reported that that the capital target calculation computed during the year was based upon the "discounted" estimated<br />

claims liability. SIPE's Capital Target Policy suggests that the capital target should be computed based upon<br />

"undiscounted” claims liabilities plus an additional 25% contingency marginal funding. The difference between using<br />

the discounted vs. undiscounted claims liability would have been a reduced equity distribution of approximately<br />

$600,000. The Board accepted the financial audit of FY 2008-2009 as presented. (<strong>Martin</strong>/Lachance) (7/0).<br />

6. APPROVE FISCAL YEAR 2010-2011 BUDGET CALENDAR – The Board approved to use the same<br />

budget calendar dates as fiscal year 2009-2010. (<strong>Martin</strong>/Lachance) (7/0).<br />

7. APPROVE YORK INSURANCE SERVICES CONTRACT FOR 2010-2013 – Executive Director Mike<br />

McGuire reported that York Insurance Services eliminated the proposed US Cost Price Index (CPI) increase from<br />

the contract. The Board approved the York Insurance Services Contract for 2010-2013. (Newlon/<strong>Martin</strong>) (7/0).<br />

8. HEALTH AND SAFETY DEPARTMENT – Executive Director Mike McGuire reported that districts<br />

must maintain confidentiality of their workers’ compensation claims and cannot share any information with other<br />

districts even if that employee was terminated from one district and is hired at another. He reported that SIPE’s new<br />

SISC II representative is Tim Beard and that he is very knowledgeable in many areas of risk management and<br />

property liability. He reported that SIPE’s online training has generated $540,000 in online training fees since its<br />

inception. He requested that districts utilize SIPE staff to help maintain their worker health and safety programs. He<br />

reported that Claims Manager Lynn Cavalcanti would return next month to provide the workers’ compensation<br />

claims report.<br />

9. REPORTS FROM <strong>BOARD</strong> <strong>MEMBERS</strong>/OTHERS – Mary Stark reported that she attended the Public<br />

Agency Risk Managers Association (PARMA) conference and that SIPE’s website was recommended for<br />

organizations to learn more about health and safety program and risk management<br />

10. ADJOURNMENT –The Board was adjourned at 9:50 a.m. (<strong>Martin</strong>/Lachance) (9/0).<br />
