SHORT COURSE ON ‘LOSS AND EXPENSE IN CONSTRUCTION CONTRACT’<br />

and CKUB have conducted a series of 2 days short<br />

<strong>BQSM</strong> course on ‘Loss and Expenses in Construction<br />

Contract’ for the first half of 2010. The short course was presented<br />

by Sr Amran Mohd Majid, Senior Assistant Director of CKUB, PWD<br />

Malaysia.<br />

The main objective of this course was to enhance and upgrade the<br />

participant’s knowledge on loss and expense in construction contract.<br />

The first series was held on 23rd and 24th January 2010 at Mandarin<br />

Court Hotel, Kuala Lumpur and attended by 69 participant.<br />

The second series was held on 11th and 12th May 2010 at<br />

Promenade Hotel, Kota Kinabalu, Sabah with collaboration <strong>from</strong> PWD<br />

Sabah. More than 50 people attended the short course including 1<br />

engineer <strong>from</strong> Brunei. Sr Hj. Malaya Sibuku, the Assistant Director of<br />

Quantity Surveying Division, PWD Sabah was present for the closing<br />

ceremony.<br />

Among the topics covered during the course was The Position of<br />

Claim in Law, The Provision of Contractual Claim in the Form of<br />

Contract, Attributes of an Adequate Notice, Defects in the Submission<br />

of Notice, Procedure for Claims, Problem Of Evaluating Loss And<br />

Expense etc.<br />

Eight (8) CPD points was approved by <strong>BQSM</strong> for the said short course.<br />

INSTITUTION OF SURVEYORS, MALAYSIA (ISM) COURTESY VISIT TO<br />

BOARD OF QUANTITY SURVEYORS MALAYSIA (<strong>BQSM</strong>) – 25 JANUARY 2010<br />

Institution of Surveyors, Malaysia conducted a courtesy visit<br />

The to the Board on the 25 January 2010. The ISM delegation<br />

consisting of 12 delegates was led by Associate Professor Sr Dr Wan<br />

Maimun Binti Wan Abdullah, the President of ISM and Sr Chew Nane<br />

Cheong, Chairman QS Division. YBhg. Dato’ Sr Abdull Manaf bin Hj<br />

Hashim, the President of the Board, Sr Abd Shukor bin Ibrahim, the<br />

Board’s Registrar, and Board Members, were present to receive the ISM<br />

delegation. The Board Members with the ISM Council and QS Division<br />

Committee Members had a good exchange of views on the latest<br />

development in the construction industry.<br />

Key issues discussed during the visit were as follows:-<br />

1. 2-Tier Registration System<br />

2. Direct Entry via Special Route without going through the Test of<br />

Professional Competence (TPC)<br />

3. Pre-fix “Sr”<br />

4. Green Building Index (GBI)<br />

5. Status of Scale of Fees<br />

6. Code of Product Classifications (CPC)<br />

7. Promotion of The Profession<br />

DIALOGUE SESSION WITH PUBLIC<br />

AND PRIVATE INSTITUTIONS OF<br />

HIGHER LEARNING (IPTA & IPTS)<br />

dialogue session with representatives <strong>from</strong> the institutions of<br />

A Higher Learning was held on 3rd March 2010 at the Bilik Gerakan,<br />

14th Floor, Menara Tun Ismail Mohamed Ali, Jalan Raja Laut. It was<br />

also attended by QSAC members, including representative <strong>from</strong><br />

MQA, ISM and Public Service Department.<br />

Assoc. Prof. Sr Dr. Hjh. Wan Maimun Wan Abdullah presented on the<br />

objectives and functions of <strong>BQSM</strong> and ISM and the responsibilities<br />

of the QSAC. She emphasized that the accreditation of QS degree<br />

programmes is conducted by <strong>BQSM</strong> and the accreditation of QS<br />

Diploma is conducted by ISM. This was followed by a powerpoint<br />

presentation by Sr Chua Siow Leng regarding the accreditation<br />

process of a degree programme conducted by <strong>BQSM</strong>.<br />

The fruitful dialogue session discussed about the following issues:-<br />

a) Encouragement of students’ registration with <strong>BQSM</strong> and<br />

membership of ISM;<br />

b) Local IPT’s twinning programmes or alliance with accredited<br />

overseas universities;<br />

c) Duration of Practical training;<br />

d) <strong>Best</strong> dissertation award by <strong>BQSM</strong>;<br />

e) Accreditation of Master programmes<br />

i) Masters Programme – Melbourne Model.<br />

ii) Masters in Quantity Surveying related programmes<br />

iii) Masters in Conversion – Postgraduate Conversion<br />

Programme<br />

f) Softskills issues;<br />

g) Talks to IPTs by <strong>BQSM</strong> and ISM;<br />

h) Number of quantity surveying graduates.<br />
