Note<br />

Link 1/2010 has attempted to capture the varied<br />

QS events that have happened during the last six<br />

months.<br />

Message <strong>from</strong> the President focused on the New Economic<br />

Model (NEM) that will transform Malaysia by 2020 to market<br />

driven, well governed, regionally governed, regionally<br />

integrated, entrepreneurial and highly innovative nation. The<br />

three principles of NEM are – High Income, Sustainability<br />

and Inclusiveness. The Quantity Surveyors must seize the<br />

opportunities created by the conducive business environment<br />

to provide wider range of services.<br />

We congratulate those who have received their much–<br />

deserved respective awards and would like to single out<br />

Y.Bhg Dato’ Seri Sr Hj. Md Isahak for being awarded the Gold<br />

Award for 2010.<br />

We also take pride that Sr Ong See Lian has been elevated<br />

as the President elect Royal Institution of Chartered Surveyors<br />

(RICS) for 2010-2011, which is an international body based<br />

in London.<br />

presume by now everyone must be well aware of the<br />

I New Economic Model (NEM) that aims to transform<br />

the country into a high income nation. NEM is said to<br />

ensure that Malaysia makes a quantum leap to escape<br />

the middle-income trap to become a high-income nation<br />

through greater emphasis on innovation, creativity and<br />

competitiveness. It is said to be a powerful and dynamic<br />

economic approach that protects the nation for future<br />

generations. It is a model that would shape the country and<br />

its citizen to have a better quality of life. It envisions by the<br />

year 2020 Malaysia will be a country that is market driven,<br />

well-governed, regionally integrated, entrepreneurial and<br />

highly innovative. You must have seen, heard or read the<br />

Prime Minister’s keynote address in economic conferences<br />

and mentioned in his address during the presentation of<br />

the 10th Malaysia Plan, as well as comment and analyses<br />

by columnists, educationists and laymen alike. A lot have<br />

been said about NEM policies and approaches.<br />

competencies and productivity which will be benchmarked<br />

against international competitors, reduced dependency on<br />

unskilled foreign labor, and most important creating a conducive<br />

business environment through high quality and productivity<br />

government workforce.<br />

Sustainability not only implies sustaining the growth but also<br />

respecting the environment. The NEM must include a commitment<br />

to sustainability not only in economic activities but in considering<br />

the impact of economic development on the environment and<br />

precious natural resources. High and sustained growth and<br />

environmental stewardship can and must go hand in hand for the<br />

future generations. As the Prime Minister reiterated “Not only do<br />

I want the rakyat to earn better but they must also live better”.<br />

Inclusiveness means no-one is left out. Inclusiveness is a key<br />

prerequisite for fostering a sense of belonging and engagement<br />

in the NEM. The NEM recognizes the imperative of harnessing<br />

the potential of all Malaysians, and that all share in the proceeds<br />

of increased national prosperity.<br />

The NEM calls for major changes in the way we do things. The<br />

government is seriously looking into new innovative procurement<br />

and outsourcing strategies to ensure value for money and total<br />

cost effectiveness in the projects implemented under 10th<br />

Malaysian Plan. <strong>With</strong> this in view, I would like to call the Quantity<br />

Surveyors fraternity to acquire or develop new expertise and<br />

specialization to be ready for the new era.<br />

But what you need to take <strong>from</strong> all the write-ups with regards<br />

to NEM is the three guiding principles that emerged clearly <strong>from</strong><br />

the policy. These principles are – High income, Sustainability,<br />

and Inclusiveness. These principles will drive the economic<br />

progress for Malaysia to become a fully-developed nation i.e. a<br />

competitive economy strategically positioned in the regional and<br />

global economic landscape, environmentally sustainable and a<br />

quality of life that is all inclusive and encompassing.<br />

High income signifies wealth creation. This is said to be the raison<br />

d’être of the NEM to increase the current per capita income of<br />

USD7,000 to USD15,000. This transformation will be based on<br />

the premise of building upon existing sectors and maximizing<br />

the potential of new ones through innovation. Creating a high<br />

income nation will mean higher wages throughout the economy<br />

as growth is derived not only <strong>from</strong> capital, but <strong>from</strong> greater<br />

productivity through the use of skills and innovation, improved<br />

coordination, stronger branding and compliance with international<br />

standards and intellectual property right. This means investment<br />

in new technology, continuous education, on-the-job training<br />

and re-skilling to build highly skilled workforce to produce higher<br />

the Institution of Surveyors Malaysia for it successful 12th<br />

International Surveyors Conference held on 17 -18 June 2010<br />

and subsequently its Annual General Meeting, followed by the<br />

49th Annual Dinner held on 19 June 2010. I attended these<br />

functions and am very proud to see one of us, Assoc Prof Sr Dr<br />

Wan Maimun Wan Abdullah, as the 49th ISM President being<br />

congratulated by ISM Past Presidents and her peers for her<br />

contribution and excellent work in helming ISM to greater heights<br />

during her tenure as the 1st lady president of ISM. It is deeply<br />

rewarding and satisfying for me to see a Quantity Surveyor held<br />

in high respect amidst other Surveying professions.<br />

• The Board on 25 January 2010 has approved a new guideline<br />

on professional experience required under special route for<br />

registration with the Board of Quantity Surveyors Malaysia<br />

under section 10(2)(c) of the Quantity Surveyors Act 1967 for<br />

Quantity Surveyors working in the private sector.<br />

(ii) Guidelines For Registration Of Name of Consulting Quantity<br />

Surveyors Firms <strong>With</strong> The Board of Quantity Surveyors<br />

Malaysia<br />

• Circular 1/2010 on this guideline was issued on 22 March 2010<br />

to ensure that all registration for consulting quantity surveyors<br />

firms comply with the Board’s guidelines in terms of the name<br />

of practice to be registered.<br />

• Circular 2/2010 on this new policy was issued on 21 June<br />

2010 with regards to the definition of “full time” as a guideline<br />

to all principals/ partners/directors/equity holders of consulting<br />

quantity surveyors firms registered with the Board. A person<br />

is defined as “full time” when he is not working with any<br />

organization or under employment contract as a full time staff.<br />

The conditions of the new policy must be adhered to by all<br />

principals/partners/directors of consulting quantity surveyors<br />

firms. This new policy is with immediate effect for all new<br />

applications for consulting quantity surveyors firms with the<br />

Board. Whilst the existing firms are given a timeframe up to the<br />

renewal of permit for year 2012 to comply this the new policy.<br />

SIGINING OF MEMORANDUM OF UNDERSTANDING (MoU)<br />

BETWEEN <strong>BQSM</strong> AND CKUB, PWD<br />

Board of Quantity Surveyors Malaysia and the Contracts and<br />

The Quantity Surveying Branch of Public Works Department (CKUB)<br />

signed a Memorandum of Understanding on organizing of Continuous<br />

Professional Development (CPD) programmes for the QS profession on<br />

25th January 2010 at Menara Tun Ismail Mohamed Ali. This event was<br />

witnessed by all the <strong>BQSM</strong> Board members. The Board was represented<br />

by the Registrar; Sr Abd Shukor bin Ibrahim whilst Sr Fadzilah Binti Abdul<br />

Samad; Director of Corporate and Specialist Sector represented the<br />

CKUB for the signing of the MoU. The main objective of this MoU was<br />

to establish the understanding of tasks segregation between <strong>BQSM</strong> and<br />

CKUB secretariat for the implementation of CPD programmes jointly by<br />

the Board and CKUB.<br />

1. Practise without a permit <strong>from</strong> the Board<br />

3. Good Practice<br />

• A Registered QS practice was found practising<br />

without a permit <strong>from</strong> the Board and receiving fees<br />

for the services rendered during the period when his<br />

registration expired or when he was suspended.<br />

• To verify whether the QS is practicing without a permit<br />

request <strong>from</strong> one of his clients, documents such as<br />

interim valuations or variation orders or statement of<br />

final accounts, which bear the signature of the QS. The<br />

date of the letter of appointment or memorandum of<br />

agreement signed between the QS practice and the<br />

Client will confirm whether they were appointed during<br />

the period of their suspension.<br />

• Lesson learned: keep tab of your expiry date of<br />

registration with the Board or if you have been<br />

suspended for some reason, make sure the suspension<br />

period has passed before you accept a new job.<br />

2. Complaints must be supported by proper<br />

documents<br />

• Complaints against a Registered QS must be supported<br />

by proper documents or else they will not be considered<br />

valid. The respondent or the person being subjected to<br />

the complaint must also gather proper and relevant<br />

documents to rebut or refute the allegation .<br />

(i) Preliminaries section to be itemized<br />

• Good practice by QS is reflected by the degree of<br />

details of documents prepared. There was a case<br />

of a mega project where the QS did not itemize the<br />

Preliminaries works but allowed the tenderers to insert<br />

a percentage of the costs of works for the Preliminaries.<br />

(ii) Final Accounts to be based on As-Built Drawings<br />

• Very often as-built drawings are not available when we<br />

start the preparation of the final accounts. Do we just<br />

use the construction drawings and hopefully nobody<br />

object?<br />

• This is not professional and should be avoided<br />

• If accounts have to be prepared by a certain deadline<br />

and you only have an up-to-date set of construction<br />

drawings, which you can confidently use as a basis,<br />

then you may proceed. However, do insert a clause<br />

qualifying yourself for using those drawings in lieu of<br />

the pending as-built drawings.<br />

• If the parties involved are willing to wait for the as-built<br />

drawings, then you should defer the closure of the<br />

accounts. This should be our preference so that there<br />

will not be any disputes on the final accounts.<br />

An Interview <strong>With</strong><br />

Y. BHG. DATO’ SERI SR HAJI MD ISAHAK BIN MD YUSUF<br />

Yang<br />

Berbahagia Dato’ Seri Sr Haji Md Isahak Bin Md Yusuf needs no introduction in<br />

the surveying fraternity. His name is so synonym with the surveying profession<br />

particularly as a quantity surveyor. In fact he was the first Bumiputra Quantity Surveyor in<br />

the corporate sector in the country. He is an all rounder. Active in all fields. He has achieved<br />

uncountable accolades in life that covers the surveying profession, professional bodies,<br />

political organization, entrepreneurship, charity, social, sports and many other activities in<br />

Malaysia as well as internationally. It is for those achievements particularly related to quantity<br />

surveying profession that on the 23rd April 2010, the Board of Quantity Surveyors Malaysia<br />

proudly awarded him the Gold Award (Anugerah Emas) which was the highlight of the Malam<br />

Anugerah LJBM. Yours truly have the opportunity to interview the proud recipient of this award<br />

at the Kuala Lumpur Golf and Country Club recently.<br />

2. Before we go any further, for the benefit of those especially<br />

young surveyors, can Y. Bhg Dato’ Seri tell us your background.<br />

1. Congratulations to Y. Bhg Dato’ Seri for being awarded the<br />

Gold Award by the Board of Quantity Surveyors Malaysia<br />

recently. How do you feel about this award as compared to<br />

other string of awards that are in your possession?<br />

First of all I would like to praise Allah The Almighty and I am humbled<br />

by this award ANUGERAH EMAS that has been bestowed upon me on<br />

23rd April 2010 by Board of Quantity Surveyors Malaysia.<br />

This award is the culmination of the other awards in my possession.<br />

Among them and to mention a few:-<br />

• Anugerah Usahawan Cemerlang awarded by Kuala Lumpur Malay<br />

Chamber of Commerce<br />

• Anugerah Khas Jasa Mu DiKenang awarded by Kuala Lumpur<br />

Malay Chamber of Commerce<br />

• Balai Ikhtisas Special Award awarded by Malaysian Professional<br />

Centre<br />

• Life Fellow of the Australian Institute of Quantity Surveyors.<br />

• Fellow of the Institution of Surveyors Malaysia<br />

• Fellow of The Royal Institution of Chartered Surveyors, United<br />

Kingdom.<br />

The Anugerah Emas award is the most treasured award to me<br />

because this award is directly related to my profession and I am very<br />

proud and honored to receive this award.<br />

This could not have been achieved without the support <strong>from</strong> my wife<br />

and children and not forgetting my capable Directors and Secretaries in<br />

the office who have given me all the help and support in achieving my<br />

goal either in my profession as a Quantity Surveyor, politician, sports,<br />

social and welfare activities etc.<br />

I was born in 1934 in Penang and being the eldest in the family of 8<br />

siblings, I was lucky to be among a few Bumiputra to be enrolled in the<br />

best English school in Penang i.e. Penang Free School, after the 2nd<br />

World War. I took this opportunity to map up my goal, that one day I will<br />

be recognized among our societies and achieve a professional career<br />

that will be respected and admired by family member and friends.<br />

I love to play sport and took part in school games i.e. Rugby, Football,<br />

Hockey and Cricket. I also took part in athletics i.e. 100, 220 and 440<br />

yards and was awarded “The Penang Free School Colours”.<br />

I remember my late father was a strict man who believed that a<br />

person will be successful if he is honest and discipline. He has laid down<br />

the house rule, that all his children must be back home not later than 6.30<br />

pm everyday. We must have our shower, perform our prayers and have<br />

dinner together with him. During dinner he would give a small pep talk<br />

and we were not allowed to answer him; just listen and follow what the<br />

elders said and no questions asked.<br />

After completing school, I obtained my Senior Cambridge Certificate<br />

in 1954. I was lucky to receive a Kedah State Government Scholarship<br />

and went to Kuala Lumpur Technical College. After completing my<br />

studies, I was offered a job in JKR – those days known as PWD and<br />

worked in Alor Star and Sungai Petani, Kedah. Again, I was lucky to<br />

obtain a scholarship <strong>from</strong> John Rawlinson Co-Partnership Australia in<br />

1960 to undertake a Cadetship in Quantity Surveying at Perth Technical<br />

College now known as Curtin University, Western Australia.<br />

In those days, a Cadet Quantity Surveyor will work full time at the<br />

office and take time off for lectures at the college. It took me four (4) years<br />

to obtain a Diploma/Degree which was the requirement in those days.<br />

Immediately after returning to Malaysia in 1966 <strong>from</strong> Australia I joined a<br />

firm known as Suckling & McDonald.<br />

After working for four (4) years with Suckling & McDonald, I was<br />

promoted as a Partner and the firm was re-named as Suckling, McDonald<br />

& Mohd Isahak.<br />

The Government of Malaysia launched the New Economic Policy<br />

(NEP) in 1973 and then with the Malaysianisation Policy, most of the<br />

expatriates left Malaysia. In 1975, I bought over Suckling, McDonald &<br />

Mohd Isahak and the firm’s name was changed to Pakatan International,<br />

Md Isahak dan Rakan-Rakan Sdn Bhd. From then on, I never look back<br />

until today. The firm has grown and well known in Malaysia. We have<br />

projects locally and abroad and have completed some mega projects<br />

in Malaysia i.e. KLIA, Putrajaya Convention Centre, Putra World Trade<br />

Centre, Komtar Complex in Penang and Sabah Foundation etc.<br />

3. If I am not mistaken you are the first QS who carries the<br />

title Dato’ Seri. We are proud of that achievement. Does this<br />

achievement spur you to contribute further to the nation and<br />

to be the icon for the QS profession?<br />

From records you told me that I am the first Quantity Surveyor who<br />

carries the title of Dato’ Seri and I believe this is quite correct.<br />

This achievement will not come without discipline and hard work<br />

and above all I have contributed my time to the society in the form of<br />

Sports, Politics, Social Work, welfare activities, Professional bodies etc.<br />

Through this hard work and contribution, I had been bestowed the award<br />

of “DARJAH GEMILANG PANGKUAN NEGERI” <strong>from</strong> the state of Penang,<br />

which carries the title of Dato’ Seri.<br />

After receiving the award, it gives me a stronger conviction to work<br />

harder and for the good of mankind to uplift the image of our profession. I<br />

have represented our profession and being the 1st Malaysian to sit on the<br />

Council of AIQS representing Malaysia and Singapore in the early days.<br />

Now I have been appointed as the Senior AIQS representative to look<br />

after the Far East region ie. Malaysia/Singapore/Brunei/Hong Kong/India/<br />

Thailand/China etc. I have fostered a good relationship between AIQS<br />

and ISM and mooted our reciprocity agreement between ISM and AIQS.<br />

4. Those days, we, the quantity surveyors are always in the<br />

background whereas the other disciplines such as Architects<br />

and Engineers were in the limelight. Have we managed to<br />

change this perception especially with quantum leap in the<br />

number of QS in the market now?<br />

6. To the QS profession, your untiring efforts to promote the<br />

profession locally and internationally is still burning whereas<br />

some of your colleagues are already in the sidelines for various<br />

reasons. What is your recipe for the continuous energy in<br />

doing all these contributions.<br />

Yes, we have made a quantum leap in improving our image not only<br />

in numbers but also in our profession. I remember after I came back<br />

<strong>from</strong> Australia in 1966, Quantity Surveyors was hardly known in Malaysia<br />

except those people working in JKR, PWD at that time.<br />

There were a few firms in private sector in those days. There were<br />

3 or 4 big firms i.e Langdon & Every, Bridgewalter Coulton, Frank &<br />

Vergeson and of course Suckling & McDonald.<br />

As you have said and it is correct, that the Architect and Engineers<br />

are well known and in the limelight because their entire end product can<br />

be seen either big or small as it is required by the law that they must be<br />

employed by the Client. However, Quantity Surveyors are not mandatory<br />

to be employed in the construction industry.<br />

During the era of our 3rd Prime Minister – YABhg Tun Dr Mahathir<br />

Mohamed during his 22 years of his Prime Ministership, he had introduced<br />

mega projects in Malaysia i.e KLCC Twin Tower, KLIA, Putrajaya, F1<br />

Circuit and North South Highway etc. Because of these mega projects,<br />

budget and cost control must be implemented and Quantity Surveyors<br />

were roped in and played a very important part as a member of Project<br />

Team <strong>from</strong> inception to completion of the project. Hence the profession<br />

of Quantity Surveyor has been uplifted.<br />

Today, Quantity Surveyors are equally known among the Architects<br />

and Engineers and they have also come in the forefront to become the<br />

Leaders/Project Managers to control the Mega projects, thus giving value<br />

for money to the Clients. Because of this, we have to make changes<br />

to the perception with the quantum leap with the number of Quantity<br />

Surveyors in the market now.<br />

5. How do you see the future of QS profession in Malaysia?<br />

Having spent some time working abroad and having<br />

associated companies all over the world, what is your opinion<br />

on the future of the profession in facing the global challenges.<br />

In my opinion, our profession is here to stay but we have to keep<br />

abreast with the technology changes to face the global challenges.<br />

Although BQ is still being used in these days, all Quantity Surveyors<br />

must familiarize themselves with IT. Various softwares i.e. RIPACS,<br />

Master Bills, Build soft etc. All these must be taught in the Universities<br />

and Colleges so that QS in Malaysia can face the global changes in the<br />

technology.<br />

Added to this, they have to familiarize themselves with the life<br />

cycle costing analysis required by the Client and they have to provide<br />

supplementary services i.e Arbitration/Mediation, Facilities Management,<br />

Assets Management, Due Diligence Assessments, Operation Audits, Risk<br />

Management, Tax Depreciation etc. All these capabilities will become<br />

asset to young and old Quantity Surveyors.<br />

Well in my opinion we have to be disciplined and honest to ourselves<br />

in doing our work and at the same time we must also be healthy. To be<br />

healthy and keep fit, we must have a balanced diet, exercise etc. We<br />

must do a lot of reading and above all we must always keep track on<br />

what is happening around the world and we must keep on learning in life<br />

till we die. I love to travel and learn about other countries. All these will<br />

keep my mind alert and healthy.<br />

7. At the rate you are going, you are the envy of the surveyors<br />

especially the younger ones. What is your advice to the QS<br />

fraternity to continuously upgrade the profession?<br />

My advice is for them is to work hard, learn and play hard and I quote<br />

“All work and no play makes Jack a dull boy”. We must involve ourselves<br />

in social work, must equip ourselves with knowledge and keep up with<br />

the latest developments and you have to read a lot in your spare time.<br />

Honesty is the best policy so be honest to yourself. Do not get distracted<br />

by incidental things and want to be rich quickly. Once you adhere to<br />

these good habits, and with God the Almighty’s guidance and blessings<br />

definitely you will succeed and be well known in your profession.<br />

8. Y. Bhg Dato’ Seri is an active sportsman <strong>from</strong> your younger<br />

days and now you are still active in Golf. We are buggy mates<br />

for a number of golf tournaments and mind you I think I lost to<br />

you most of the time. What is your secret for this and how do<br />

you keep yourself healthy and with vigour at all times.<br />

Yes, as I have mentioned earlier, I like to play games to keep me fit<br />

and healthy. Now at the age of 76, I still enjoy playing golf. I will make sure<br />

that I play golf at least two to three times a week if there are no urgent<br />

matters to be handled in the office.<br />

I managed my time during the day and sleep well at night. I need only<br />

5 to 6 hours of sleep at night. I don’t take short naps in the afternoon<br />

like many people of my age do. I spend my day by getting up at 6.00<br />

o’clock in the morning for prayers and continue with various activities the<br />

whole day till after 12.30 a.m. After watching the late night news at 12.00<br />

midnight on TV3, I then go to bed.<br />

I also must add that, I look after my diet and take vitamin supplements<br />

everyday. On weekends, I would spend time with my 8 grand-children<br />

including 3 of them who are in Melbourne, Australia taking up various<br />

professional courses. I must keep myself busy, by reading and playing<br />

golf, talking and visiting families and friends. This will keep me going and<br />

I hope God willing, for a longer life.<br />

ecognition of her extraordinary achievements, Sr Dr. Nazirah<br />

In binti Zainul Abidin, aged 35 years old, was selected as the<br />

recipient of the Potential Young QS Award 2010. She graduated with<br />

a Bachelor of Science (Honours) in Quantity Surveying <strong>from</strong> Salford<br />

University, England and returned to Malaysia in 1998 to work as an<br />

Assistant QS with Techright Engineering, a construction outfit.<br />

She pursued her Master of Science in Project Management at USM<br />

in 2001and then obtained her PHD <strong>from</strong> Loughborough University,<br />

UK in Value Management and Sustainability. Currently, she is a<br />

lecturer in USM as the Head of QS Programme in the School of<br />

Housing, Building and Planning. She is a very good writer and<br />

academic researcher who is committed in the field of Sustainable<br />

Construction, Environmental Performance and Value Management.<br />

Recently, she wrote a book entitled “Environmental concerns in the<br />

Malaysian Construction Industry” published by the USM.<br />

Jurukur Bahan Sdn. Bhd was established and<br />

ARH incorporated as a professional Quantity Surveying<br />

practice since 1988 with offices in Kuala Lumpur, Johor Bahru and<br />

Ipoh, the firm has a total of 83 personnel. The firm provides full<br />

range of Quantity Surveying services for building and civil engineering<br />

projects, locally and overseas. In striving for professional excellence,<br />

much emphasis is placed on the quality of its services. Two of its<br />

staff members are specially assigned to plan, monitor and control its<br />

quality processes and conduct regular audits. The firm is ISO 9001<br />

accredited since June 2003.<br />

Its well maintained office is well equipped with IT infrastructure<br />

and systems, resource centre and even a gymnasium. Through its<br />

Bergabung was established in year 1982 and was the<br />

JBfirst consulting QS firm set up in Johor. The firm has 31<br />

staff whereby 21 of them are registered Quantity Surveyors. The<br />

firm place great emphasis on human capital development. Apart<br />

<strong>from</strong> providing the basic facilities, it also conducts frequent inhouse<br />

training programmes for its staff. Staff are also sent to<br />

attend external seminars and conferences to improve the quality<br />

SHORT COURSE ON ‘LOSS AND EXPENSE IN CONSTRUCTION CONTRACT’<br />

and CKUB have conducted a series of 2 days short<br />

<strong>BQSM</strong> course on ‘Loss and Expenses in Construction<br />

Contract’ for the first half of 2010. The short course was presented<br />

by Sr Amran Mohd Majid, Senior Assistant Director of CKUB, PWD<br />

Malaysia.<br />

The main objective of this course was to enhance and upgrade the<br />

participant’s knowledge on loss and expense in construction contract.<br />

The first series was held on 23rd and 24th January 2010 at Mandarin<br />

Court Hotel, Kuala Lumpur and attended by 69 participant.<br />

The second series was held on 11th and 12th May 2010 at<br />

Promenade Hotel, Kota Kinabalu, Sabah with collaboration <strong>from</strong> PWD<br />

Sabah. More than 50 people attended the short course including 1<br />

engineer <strong>from</strong> Brunei. Sr Hj. Malaya Sibuku, the Assistant Director of<br />

Quantity Surveying Division, PWD Sabah was present for the closing<br />

ceremony.<br />

Among the topics covered during the course was The Position of<br />

Claim in Law, The Provision of Contractual Claim in the Form of<br />

Contract, Attributes of an Adequate Notice, Defects in the Submission<br />

of Notice, Procedure for Claims, Problem Of Evaluating Loss And<br />

Expense etc.<br />

Eight (8) CPD points was approved by <strong>BQSM</strong> for the said short course.<br />

consisting of 12 delegates was led by Associate Professor Sr Dr Wan<br />

Assoc. Prof. Sr Dr. Hjh. Wan Maimun Wan Abdullah presented on the<br />

objectives and functions of <strong>BQSM</strong> and ISM and the responsibilities<br />

of the QSAC. She emphasized that the accreditation of QS degree<br />

programmes is conducted by <strong>BQSM</strong> and the accreditation of QS<br />

Diploma is conducted by ISM. This was followed by a powerpoint<br />

presentation by Sr Chua Siow Leng regarding the accreditation<br />

process of a degree programme conducted by <strong>BQSM</strong>.<br />

Lately, several UK universities have been conducting Masters programme<br />

in quantity surveying to meet the increasing demand for non-cognates<br />

enter profession. The meeting was to learn more about MSc Surveying<br />

and MSc Construction (Quantity Surveying Pathway) programmes<br />

by conducted by the university which is delivered via the internet. NU<br />

presented the programme rationale, structure, entry requirements,<br />

delivery method, samples of teaching materials and students’ work<br />

based project, and the administration of the on-line programmes. A noncognate<br />

former graduate of the programme who is now employed in<br />

a quantity surveying firm gave some feedback on the relevance of the<br />

programme. The meeting ended with questions and answers session<br />

between NU and <strong>BQSM</strong> representatives.<br />

MALAM ANUGERAH LJBM 2010 Renaissance Kuala Lumpur Hotel<br />

Board of Quantity Surveyors Malaysia successfully organized<br />

The its Award Winner on 23rd April 2010 at Renaissance Kuala<br />

Lumpur Hotel. This event was organized in conjunction with the<br />

presentation of certificates to newly registered Quantity Surveyors and<br />

permits to practitioners approved between 2009 and 2010.<br />

The Secretary General of Kementerian Kerja Raya, Y.Bhg. Datuk Thomas<br />

George, represented the Minister of Works as Guest of Honour. The<br />

event which was attended by about 600 guests saw 38 newly registered<br />

QS and 49 QS practices being presented their certificates and permits<br />

respectively.<br />

Board members of previous session and Quantity Surveyors who had<br />

served the Board for more than 10 years were presented Certificates of<br />

Appreciation by the Guest of Honour<br />

NEWLY RENOVATED <strong>BQSM</strong> OFFICE<br />

Office has undergone a major renovation <strong>from</strong> 17th<br />

<strong>BQSM</strong> May 2010 until 17th June 2010. The newly renovated<br />

office has created a better work environment for the staff.<br />

A small office warming party was held on 21st June 2010 in conjunction<br />

with 10th Board Meeting.<br />

To mark the opening of the new office, a ribbon cutting ceremony was<br />

performed by Y. Bhg. Dato’ Sr Hj Abdull Manaf Bin Hj Hashim, and this<br />

was followed by recitation of doa by Sr Nik Zainal Alam Hassan.<br />

The Board would like to thank Dato’ Sr Hj. Mazuki A. Aziz and Sr. Hj.<br />

Mohd Najib for their contribution in designing the office layout and<br />
