Only Registered contractors/construction firms with U.P. Jal Nigam in Class “A” category<br />

for “Sewage waste water and industrial waste treatment” or “Turn key projects<br />

Sewerage” shall be eligible to participate in tendering. The contractors who is not<br />

registered in U.P. Jal Nigam but has expertise in particular works may also obtain<br />

“Tender Document” provided that he gets himself registered in U.P. Jal Nigam in<br />

respective category before <strong>the</strong> date <strong>of</strong> opening <strong>of</strong> financial Bid.<br />

Joint ventures/consortium are permitted to participate in Tendering. It is essential for <strong>the</strong><br />

lead partner <strong>of</strong> a joint Venture/Consortium to be registered in category “A” as above in<br />

U.P. Jal Nigam. The equity <strong>of</strong> lead partner shall be 51%.<br />

3. In case <strong>the</strong> Pre qualification Tender documents are desired by post, same can be<br />

obtained by writing to <strong>the</strong> Project Manger, Construction unit, U.P. Jal Nigam, Bijnor, who<br />

will dispatch <strong>the</strong> documents by speed post/registered mail on remittance <strong>of</strong> cost <strong>of</strong><br />

Tender and Rs. 300.00+Service Tax (if applicable) as postal charge, But under no<br />

circumstances <strong>the</strong> department shall not be held responsible for <strong>the</strong> late delivery or loss<br />

<strong>of</strong> <strong>the</strong> documents so mailed. NIT can also be seen on U.P. Jal Nigam web site<br />

www.<strong>up</strong>jn.org.<br />

4. A pre-bid meeting to provide clarifications, if any, required by <strong>the</strong> interesting parties will<br />

be held at 03.00 pm on 04.05.2012 in <strong>the</strong> Office <strong>of</strong> <strong>the</strong> Chief Engineer (Moradabad<br />

Zone), U.P. Jal Nigam, Moradabad, U.P. in which prospective applicants may request<br />

clarification <strong>of</strong> <strong>the</strong> projects requirements & <strong>the</strong> criteria for qualification. Attendance to this<br />

meeting is not mandatory. But <strong>the</strong> bidders are recommended to attend <strong>the</strong> meeting.<br />

Intending applicants may confirm <strong>the</strong>ir participation by fax to The Project Manager<br />

Construction Unit, U.P. Jal Nigam, Bijnor, U.P. at least 2 days before <strong>the</strong> meeting. The<br />

queries requiring clarifications shall preferably be received in writing by <strong>the</strong> Project<br />

Manager three days prior to <strong>the</strong> date fixed for <strong>the</strong> clarification meeting. All such<br />

clarifications shall be recorded and shall be part <strong>of</strong> <strong>the</strong> this Pre qualification bid<br />

document which shall be signed as token <strong>of</strong> acceptance by <strong>the</strong> authorized representative<br />

<strong>of</strong> <strong>the</strong> prospective applicant and shall be submitted by <strong>the</strong> applicant along- with <strong>the</strong>ir Pre<br />

qualification document as Annexure.<br />

5. Documents for Pre-qualification bid accompanied with requisite earnest money must be<br />

received in sealed envelopes on <strong>the</strong> date mentioned above in any <strong>of</strong> <strong>the</strong> <strong><strong>of</strong>fice</strong>s mention<br />

in para-1 above latest by 03.00 pm.<br />

Pre-qualification bid for <strong>the</strong> package shall be opened at 3.30 pm on 09.05.2012<br />

in <strong>the</strong> <strong><strong>of</strong>fice</strong> <strong>of</strong> <strong>the</strong> District Magistrate, Bijnor or <strong><strong>of</strong>fice</strong>r authorized by him in <strong>the</strong> presence<br />

<strong>of</strong> intending bidder or <strong>the</strong>ir authorized representatives. The technical & financial bid <strong>of</strong><br />

bidder declared per-qualified/eligible, shall be received at a date to be notified to such<br />

bidders later on.<br />

6. The U.P. Jal Nigam reserves <strong>the</strong> right to accept or reject any bid without assigning any<br />

reason <strong>the</strong>re<strong>of</strong> and <strong>the</strong> decision shall be final & binding.<br />

7. The quantum <strong>of</strong> work can vary to any extent.<br />

8. The tenderers’ are advised to inspect <strong>the</strong> site <strong>of</strong> work before quoting <strong>the</strong> rates.<br />

9. If a holiday is declared on any <strong>of</strong> <strong>the</strong> above dates, <strong>the</strong>n <strong>the</strong> stipulated action will be taken<br />

on <strong>the</strong> next working day at <strong>the</strong> same time and venue.<br />

10. O<strong>the</strong>r terms and conditions shall be those as contained in tender document.<br />

11. Earnest Money shall be pledged in <strong>the</strong> favour <strong>of</strong> Project Manager, Construction Unit,<br />

U.P. Jal Nigam, Bijnor in <strong>the</strong> shape <strong>of</strong> F.D.R./ C.D.R/Bank Guarantee (Nationalized Bank<br />

Only).Conditional or tenders without or invalid earnest money will be similarly rejected.<br />

12. The bidder should have technical experience as under:<br />

Experience <strong>of</strong> having successfully completed works during <strong>the</strong> last 10 years<br />

ending last day <strong>of</strong> <strong>the</strong> month previous to <strong>the</strong> one in which applications are invited.<br />

A. Three similar completed works total costing not less than <strong>the</strong> amount equal to Rs.<br />

1044.00 lacs and include cost <strong>of</strong> S.T.P. <strong>of</strong> 5.00 mld capacity on UASB Technology.<br />

Or<br />

B. Two similar completed works total costing not less than <strong>the</strong> amount equal to Rs 1305.00<br />

lacs and include cost <strong>of</strong> S.T.P. <strong>of</strong> 7.2 mld capacity on UASB Technology.<br />

Or<br />

C. One similar completed works costing not less than <strong>the</strong> amount equal to 2088.00 lacs and<br />

include cost <strong>of</strong> S.T.P. <strong>of</strong> 12.00 mld capacity on UASB Technology.<br />

13. Turn Over-<br />

Average Annual turnover should be at least 20% <strong>of</strong> <strong>the</strong> estimated cost <strong>of</strong> work or Rs. 7.5<br />

crores, which ever is more during <strong>the</strong> last 3 years ending 31 st March <strong>of</strong> <strong>the</strong> previous<br />

financial year.<br />

14. Solvency-<br />

The Contractor should have <strong>the</strong> solvency <strong>of</strong> <strong>the</strong> amount equal to 20 % <strong>of</strong> <strong>the</strong> Estimated<br />

Cost <strong>of</strong> works or Rs. 10 crores, whichever is more.<br />

15. The performance report <strong>of</strong> <strong>the</strong> contractor to be obtained by him from <strong>the</strong> authorized<br />

representative <strong>of</strong> his client not less than The Executive Engineer in <strong>the</strong> sealed cover<br />

and to be enclosed with pre-qualification document. Before taking <strong>the</strong> final decision on<br />

<strong>the</strong> matter, <strong>the</strong> authority competent for Pre-qualification may inspect <strong>the</strong> works <strong>of</strong> those<br />

applicants who o<strong>the</strong>rwise pre qualify or confidentially obtain reports from <strong>the</strong>ir clients.<br />
