INVITATION FOR EXPRESSION OF INTEREST (EOI) FOR APPOINTMENT
OF TECHNICAL EXPERT FOR MONITORING THE QUALITY OF SEWERAGE
PROJECTS AT ALLAHABAD
Uttar Pradesh Jal Nigam intends to shortlist competent technical experts/
consultancy firms to participate in competitive bidding for “Technical Consultancy
for the ongoing Sewerage works at Allahabad.“
1. The objective role of the Technical Consultant is to assist UP Jal Nigam in
monitoring the, quality of works and to provide guidance for timely completion
of the Projects.
2. Therefore U. P Jal Nigam is inviting Expression of Interest (EOI) from
experienced/reputed individuals/ consultancy firms having experience in
relevant Project Management Consultancy services.
3. The project includes ongoing Sewerage works at Allahabad.
4. The sewerage works includes improvement, rehabilitation and construction of
various sewerage system components (viz. trunk/branch sewers, rising
mains, pumping stations, sewage treatment plant etc.) under the project.
5. The total project duration is estimated to be 12 months.
6. The Technical Consultant shall work throughout the project period.
7. Eligibility : Following eligibility / qualification criteria will be used to shortlist the
technical experts/ consultants
a. The applicants may be an independent well qualified & experienced individual
or reputed firm have consultants of required qualification & experienced.
b. The intending firm should have experience in projects of comparable size,
complexity, and technical specialty in cities in India. The intending firm or joint
venture / consortium partners should have adequate experiences in Technical
Consultancy in Sewerage Projects in India.
c. In case of individual, the person should be postgraduate in public
health/environmental engineering from any recognised and reputed institution
along with minimum 20 years of experience in the construction/consultancy
on sewerage projects in India or as a faculty member in the field of public
health/environmental engineering in any recognised and reputed institution of
engineering but in the case of individual the age of person should be less
than 65 years.

d. The individual or the firms have capability to handle Staff Resources, Project
Delivery Capability, National/International Expertise, Financial Capability etc.
would be considered for short of the Consultants.
8. The EOI document must include;
• List of similar assignments completed successfully, with brief project
description, relevancy, information of cost of the services, cost of project,
employer and funding agency.
• List of similar assignments in progress with brief project description,
relevancy, information of cost of the services, cost of project, employer and
funding agency.
• Company profile and a list of relevant skills with the staff.
• Instrumentation available with the company
• Project delivery capability in India
• Company registration certificate/s and document/s
• Document/s clearly showing last three (3) year annual turn over figures
(All above documents / certificates for the firm / and joint venture / consortium
partners must be submitted in the EOI)
9. The Expression of Interest shall be submitted in a duly sealed envelope
clearly marked as “EXPRESSION OF INTEREST (EOI) FOR APPOINTMENT
OF TECHNICAL EXPERT FOR SEWERAGE PROJECT AT ALLAHABAD”
10. The EOI indicating firm’s interest in taking up the assignment, with all
relevant information as above with copies of relevant documents for
verification and full contract address should be submitted at the following
address before 1500 Hr. IST on 20 / 04 / 2012. (i. e. The last date for
submission of EOI is 20 /04 / 2014 before 1500 hours IST). EOI not
received before 1500 hours IST on 20 /04 / 2012 shall not be entertained for
any reason and shall be immediately returned unopened. U P Jal Nigam
shall not take any responsibility regarding any postal or other delays that
may cause delay in receiving the EOI. The UP Jal Nigam reserve the right
to ACCEPT or REJECT any or all the proposals without assigning any
reason whatsoever.
11. Interested consultancy firms are requested to submit their EOI to “THE
CHIEF ENGINEER (ALLAHABAD ZONE), U. P. JAL NIGAM, 6-
DAYANAND MARG ALLAHABAD”.

12. Only the firms having experience and eligibility as per the criteria given above
shall be considered for short listing in the light of the evaluation criteria
approved by the competent authority. The weightages for various parameters
for Technical Bid Evaluation will be indicated in the document titled “Request
for Proposal”. After submission of the EOI, change in the Lead consultant
shall not be permitted. As on date of notification of EOI, the consulting firms
barred from participating in any project funded by Govt. of India and other
international donor i.e. JICA, World Bank, ADB, DFID etc. are not eligible to
participate in this project. Declaration to that effect shall be furnished. Further
only short listed consultants shall be invited to submit their PROPOSAL for
the Technical Consultancy.
