Questionable Identity<br />

Immediate Query <strong>of</strong> Fingerprints<br />

Immediate CIB Fingerprint Query<br />

In rush cases involving persons <strong>of</strong> questionable identity, submission <strong>of</strong> a fingerprint<br />

record to CIB and the FBI is a quick way to see if the subject has a record in the<br />

AFIS system <strong>of</strong> either database. While this may not positively identify someone, it<br />

will let you know if they have a record under the name that was given or a record<br />

under a different name by fingerprint comparison.<br />

CIB’s Fingerprint <strong>Identification</strong> Section can be contacted Monday through Friday,<br />

from approximately 0600 to 1700. They will check both the subject’s name and<br />

fingerprints through AFIS for existing records. The turnaround for results <strong>of</strong> the<br />

search should take place the same day, unless it is right at the end <strong>of</strong> the day and <strong>of</strong><br />

course barring any problems with volume or system outages. You need to provide<br />

them with a name and phone number, as they call back with any results.<br />

Steps for CIB Query<br />

1. Call first! Contacts are either Curt Bauer at 608-261-8122<br />

extension 2600 or Diane Larson at extension 2603. This is to let<br />

them know to expect the fax and get the search started as soon as<br />

possible.<br />

2. If transmitting an electronic arrest fingerprint record to CIB,<br />

provide both PCN and TCN, so that CIB staff can locate the record<br />

within the workflow. Once the record has been located it can be<br />

given a #1 priority in the AFIS to speed up the response time. If<br />

you are sending the fingerprint record by fax, you will need to<br />

photocopy the ten-print card one-to-one.<br />

3. Also, photocopy the ten-print card again at 144%. This can be<br />

accomplished by rotating the fingerprint card on the photocopier to<br />

capture the fingerprint impressions only. All fingerprint images<br />

(rolled and slaps) will fit on an 8 ½ X 11 sheet <strong>of</strong> paper for faxing<br />

purposes. This is needed to allow the fingerprint images (ridge<br />

detail) to come across the fax much cleaner. CIB only needs the<br />

prints when blown up to this size, not the rest <strong>of</strong> the data. This rest<br />

<strong>of</strong> data can be taken from the one-to-one ten-print photocopy that<br />

is also being faxed. Make sure to write the subjects name and<br />

DOB somewhere on the sheet.<br />

4. Prepare a cover sheet with subject’s name, DOB and the statement<br />

that you would like the person checked for any existing records.<br />

Make sure that you include a contact name and phone number in<br />

case staff at CIB needs to contact you.<br />
