<strong>Identification</strong> Return Form<br />

Administrative Returns<br />

A quality control check <strong>of</strong> administrative data and inked fingerprint impressions is a<br />

part <strong>of</strong> the processing procedure at the Crime Information Bureau (CIB). A similar<br />

check by each contributing agency before submission would eliminate many returns.<br />

If a return becomes necessary, the CIB utilizes form DJ-LE-251, stapling it to the<br />

fingerprint card which is being sent back to the submitting agency.<br />

The upper portion <strong>of</strong> the form lists the administrative reason(s) for the return <strong>of</strong> the<br />

material. All <strong>of</strong> the information requested on fingerprint cards is essential to provide<br />

criminal justice agencies with accurate and complete identification information.<br />

The lower portion <strong>of</strong> the form is used for the return <strong>of</strong> fingerprint cards which cannot<br />

be accurately classified and filed. The reason(s) for return is indicated on the<br />

returned fingerprint card. The larger a collection <strong>of</strong> fingerprints becomes, the more<br />

necessary ten legible fingerprint impressions are for a detailed analysis <strong>of</strong> all<br />

fingerprint characteristic details. There is little value in placing a fingerprint card in<br />

the CIB files with only an approximate, or an inaccurate classification. In order to<br />

properly file the fingerprint cards a complete and accurate classification formula<br />

must be obtained for each set <strong>of</strong> prints and this is dependant on clear and distinct<br />

impressions <strong>of</strong> each finger to determine the type <strong>of</strong> pattern, the ridge tracing or ridge<br />

count.<br />

Omissions, or erroneous information will cause the material to be returned to the<br />

contributor with reason(s) for return indicated by check marks in the appropriate<br />

block(s) <strong>of</strong> the upper portion <strong>of</strong> the form.<br />

Listed below are some <strong>of</strong> the more frequent reasons for administrative return <strong>of</strong><br />

fingerprint cards:<br />

• The literal charge, statute (including subsections)/ordinance number,<br />

NCIC code are not entered or the statute/NCIC does not agree with the<br />

literal charge.<br />

• Severity <strong>of</strong> <strong>of</strong>fense (felony, misdemeanor or non-criminal) doesn't<br />

agree with literal charge.<br />

• POB/citizenship omitted.<br />

• Illegible data.<br />

The indicated corrections should be made immediately and the material returned to<br />

the CIB for processing.<br />
