Identification Return Form
Administrative Returns
A quality control check of administrative data and inked fingerprint impressions is a
part of the processing procedure at the Crime Information Bureau (CIB). A similar
check by each contributing agency before submission would eliminate many returns.
If a return becomes necessary, the CIB utilizes form DJ-LE-251, stapling it to the
fingerprint card which is being sent back to the submitting agency.
The upper portion of the form lists the administrative reason(s) for the return of the
material. All of the information requested on fingerprint cards is essential to provide
criminal justice agencies with accurate and complete identification information.
The lower portion of the form is used for the return of fingerprint cards which cannot
be accurately classified and filed. The reason(s) for return is indicated on the
returned fingerprint card. The larger a collection of fingerprints becomes, the more
necessary ten legible fingerprint impressions are for a detailed analysis of all
fingerprint characteristic details. There is little value in placing a fingerprint card in
the CIB files with only an approximate, or an inaccurate classification. In order to
properly file the fingerprint cards a complete and accurate classification formula
must be obtained for each set of prints and this is dependant on clear and distinct
impressions of each finger to determine the type of pattern, the ridge tracing or ridge
count.
Omissions, or erroneous information will cause the material to be returned to the
contributor with reason(s) for return indicated by check marks in the appropriate
block(s) of the upper portion of the form.
Listed below are some of the more frequent reasons for administrative return of
fingerprint cards:
• The literal charge, statute (including subsections)/ordinance number,
NCIC code are not entered or the statute/NCIC does not agree with the
literal charge.
• Severity of offense (felony, misdemeanor or non-criminal) doesn't
agree with literal charge.
• POB/citizenship omitted.
• Illegible data.
The indicated corrections should be made immediately and the material returned to
the CIB for processing.
