General Information on Fast ID<br />

What is Fast ID?<br />

The MorphoTouch Fast ID device uses biometric technology to capture the index<br />

fingerprints <strong>of</strong> a person, encode the fingerprints, and send the results to a standalone<br />

server at WDOJ. An open search is conducted, and if the fingerprints are located in<br />

the database, the following information is returned to the Fast ID device:<br />

• State <strong>Identification</strong> Number (SID);<br />

• Sex;<br />

• Race;<br />

• Birth date;<br />

• Local <strong>Identification</strong> Number (LID)*<br />

*LID was not indexed in WDOJ’s former automated fingerprint identification<br />

system (AFIS). Fingerprint cards that are contributed today with a local<br />

identification number will index in AFIS using the first contributed LID.<br />

Names are not stored in the WDOJ AFIS; therefore, cannot be returned.<br />

If no identification is made, a “NO MATCH” result is returned. You will also<br />

receive a “NO MATCH” result if the 10 print record that was contributed in still in<br />

process, or has queued to error.<br />

The message remains on the display until the operator presses any key to continue.<br />

These devices are capable <strong>of</strong> handling single amputated and bandaged fingers.<br />

If an “IDENTIFIED” is returned to the device, press the “NEXT” button (2 nd blue<br />

button from the top left) to view the SID, sex, race, and birth date. If you press<br />

NEXT again you will view the local identification number if one exists.<br />

New master criminal records (a master criminal record is created when the first arrest<br />

fingerprint card is received for an individual) created prior to December 2002 will<br />

return a default month and year <strong>of</strong> birth value <strong>of</strong> 11/11/CCYY. (CCYY being the<br />

correct century and year <strong>of</strong> birth). Here’s an example: 11/11/1972. For those new<br />

master records received after December 2002, the correct month and birthdate will<br />

be returned as in this example: 06/17/1972. In both instances, the correct month and<br />

birth date will appear on the rap sheet.<br />

How Fast ID Works<br />

CIB indexes fingerprint images and sends them to a biometric server. These smaller<br />

“buckets” <strong>of</strong> left and right index fingerprints result in more rapid searches since<br />

queries are not searching against the entire ten-print database. When a quality image<br />

is acquired from the Fast ID device, the MorphoTouch encodes these images and<br />

send a 1- to -many matching transaction request to the biometric server. This<br />
