Criminal History (CCH) database, making criminal history information rapidly<br />

available to individuals that have permission to access this data.<br />

Historically, contributors had no immediate means to determine if a record arrived at<br />

CIB. Instead, they were mailed a biweekly paper document listing criminal records<br />

that had been received at CIB.<br />

Similarly, when a positive identification is made and the individual has previously<br />

been arrested using a different identity, the contributing agency would receive the<br />

following message via the TIME System.<br />

TIME System <strong>Identification</strong> Notification<br />

Law enforcement agencies have expressed a need to receive timely<br />

acknowledgement messages and rapid positive identification.<br />

CIB has implemented a secure mail server to return acknowledgement (“In-Process”)<br />

messages when an electronic arrest record is received, and to return messages when<br />

a fingerprint authenticated positive identification is made. In this instance, the State<br />

<strong>Identification</strong> number (SID) is returned when a record is contributed. This SID<br />

number can be queried using the TIME System (and soon eTIME) to obtain<br />

additional identifiers.<br />

Required for Access<br />

• A platform that supports browsers;<br />

• An Internet browser like Netscape or Internet Explorer on the same<br />

network as your live scan or card scan;<br />

• A minimum <strong>of</strong> 128-bit encryption<br />

How the Mail Server Works<br />

A mailbox is created for each card scan and live scan agency that sends electronic<br />

criminal records. Using message rules and your ORI, emails are routed to your<br />

inbox that contain a SID number or have a value <strong>of</strong> “In Process” – an<br />

acknowledgement message indicating we have received your record.<br />
