Criminal History (CCH) database, making criminal history information rapidly
available to individuals that have permission to access this data.
Historically, contributors had no immediate means to determine if a record arrived at
CIB. Instead, they were mailed a biweekly paper document listing criminal records
that had been received at CIB.
Similarly, when a positive identification is made and the individual has previously
been arrested using a different identity, the contributing agency would receive the
following message via the TIME System.
TIME System Identification Notification
Law enforcement agencies have expressed a need to receive timely
acknowledgement messages and rapid positive identification.
CIB has implemented a secure mail server to return acknowledgement (“In-Process”)
messages when an electronic arrest record is received, and to return messages when
a fingerprint authenticated positive identification is made. In this instance, the State
Identification number (SID) is returned when a record is contributed. This SID
number can be queried using the TIME System (and soon eTIME) to obtain
additional identifiers.
Required for Access
• A platform that supports browsers;
• An Internet browser like Netscape or Internet Explorer on the same
network as your live scan or card scan;
• A minimum of 128-bit encryption
How the Mail Server Works
A mailbox is created for each card scan and live scan agency that sends electronic
criminal records. Using message rules and your ORI, emails are routed to your
inbox that contain a SID number or have a value of “In Process” – an
acknowledgement message indicating we have received your record.
