Preset Field Edits<br />

All live scan and card scan devices are delivered with field edits to ensure that only<br />

valid data is transmitted. These edit tables are updated as the need arises by the<br />

machine vendors.<br />

Edits should not be turned <strong>of</strong>f. Doing so allows invalid data to be submitted to CIB.<br />

This invalid submission sends these cards into an error queue and requires CIB to<br />

contact your agency obtain the correct data.<br />

If fingerprint image thresholds are set too low or turned <strong>of</strong>f, unusable fingerprints<br />

may be submitted to CIB. If this happens, your agency will be contacted and<br />

requested to obtain a usable set <strong>of</strong> fingerprints for resubmission.<br />

Resubmission <strong>of</strong> Queued Fingerprints<br />

Transaction Control Number<br />

Occasionally the same person is arrested within a relatively short period <strong>of</strong> time.<br />

Rather than recapture the fingerprint images a subsequent time, some law<br />

enforcement agencies are recalling old fingerprints contained in their s<strong>of</strong>tware queue,<br />

changing the charge and other information, and re-contributing the record. We also<br />

see this “re-contributing” if charge data is missing or a mistake is made within the<br />

record. Some agencies are correcting the text data and recontributing the record from<br />

their queue.<br />

Live scan and card scan s<strong>of</strong>tware generate the process control number, transaction<br />

control number and arrest tracking number. When this practice <strong>of</strong> recalling and recontributing<br />

occurs, one <strong>of</strong> two things occur:<br />

• • If the first record exists and is waiting to for our staff to verify the<br />

fingerprint images, or has another demographic error, the subsequent<br />

record that was contributed will queue to error requiring manual<br />

reconciliation. The second record may be the one with the correct<br />

information your agency had hoped to contribute. However, the first<br />

will likely enter the database until the second is reconciled.<br />

• • If the first record has already been processed and posted to the<br />

Computerized Criminal History (CCH) database, a second arrest cycle<br />

will be created, and both will have the same arrest tracking number<br />

(ATN). Since both cycles have the same ATN, it’s extremely unlikely<br />

either one will have a final disposition that can post to the database.<br />

To prevent the same arresting tracking number, process control number and<br />

transaction control number from being generated a second time, we ask for your<br />

cooperation in capturing new images each time a person is booked.<br />

If there is no charge information, or missing/errant arrest information please do not<br />

re-contribute the record a second time. Instead, call the CCH Supervisor, Kathy Lux<br />

at (608) 266-9561, luxka@doj.state.wi.us. The CCH unit will see that the record is<br />

corrected and moved along. (Or contact the CIB staff member responsible for<br />

handling your county.) If you do not know who that person is, contact Ms. Lux and<br />

she will assist you to identify the staff member in her unit who handles your county.<br />

All requests coming from law enforcement agencies, submitting electronic<br />

fingerprint records, to the Crime Information Bureau need to provide a TCN number<br />

to the Fingerprint <strong>Identification</strong> Section when calling for a “Rush” search <strong>of</strong> a ten<br />
