Preset Field Edits
All live scan and card scan devices are delivered with field edits to ensure that only
valid data is transmitted. These edit tables are updated as the need arises by the
machine vendors.
Edits should not be turned off. Doing so allows invalid data to be submitted to CIB.
This invalid submission sends these cards into an error queue and requires CIB to
contact your agency obtain the correct data.
If fingerprint image thresholds are set too low or turned off, unusable fingerprints
may be submitted to CIB. If this happens, your agency will be contacted and
requested to obtain a usable set of fingerprints for resubmission.
Resubmission of Queued Fingerprints
Transaction Control Number
Occasionally the same person is arrested within a relatively short period of time.
Rather than recapture the fingerprint images a subsequent time, some law
enforcement agencies are recalling old fingerprints contained in their software queue,
changing the charge and other information, and re-contributing the record. We also
see this “re-contributing” if charge data is missing or a mistake is made within the
record. Some agencies are correcting the text data and recontributing the record from
their queue.
Live scan and card scan software generate the process control number, transaction
control number and arrest tracking number. When this practice of recalling and recontributing
occurs, one of two things occur:
• • If the first record exists and is waiting to for our staff to verify the
fingerprint images, or has another demographic error, the subsequent
record that was contributed will queue to error requiring manual
reconciliation. The second record may be the one with the correct
information your agency had hoped to contribute. However, the first
will likely enter the database until the second is reconciled.
• • If the first record has already been processed and posted to the
Computerized Criminal History (CCH) database, a second arrest cycle
will be created, and both will have the same arrest tracking number
(ATN). Since both cycles have the same ATN, it’s extremely unlikely
either one will have a final disposition that can post to the database.
To prevent the same arresting tracking number, process control number and
transaction control number from being generated a second time, we ask for your
cooperation in capturing new images each time a person is booked.
If there is no charge information, or missing/errant arrest information please do not
re-contribute the record a second time. Instead, call the CCH Supervisor, Kathy Lux
at (608) 266-9561, luxka@doj.state.wi.us. The CCH unit will see that the record is
corrected and moved along. (Or contact the CIB staff member responsible for
handling your county.) If you do not know who that person is, contact Ms. Lux and
she will assist you to identify the staff member in her unit who handles your county.
All requests coming from law enforcement agencies, submitting electronic
fingerprint records, to the Crime Information Bureau need to provide a TCN number
to the Fingerprint Identification Section when calling for a “Rush” search of a ten
