surrounding the original, underlying <strong>of</strong>fense and submit the reconstructed arrest card<br />

in lieu <strong>of</strong> the sex <strong>of</strong>fender registration card.<br />

DNA Sample Transmittal<br />

Law enforcement agencies that are required to collect and submit DNA samples to<br />

the Milwaukee State Crime Laboratory are asked to contribute a complete ten print<br />

fingerprint card <strong>of</strong> the individual. This procedure ensures all DNA registrants within<br />

the state database will also be recorded at the Crime Information Bureau.<br />

The fingerprint card should include the rolled images <strong>of</strong> all ten fingers, as well as the<br />

plain impressions. Additional required data includes:<br />

1. THE NAME OF THE REGISTRANT<br />

2. THE STATE IDENTIFICATION NUMBER<br />

3. THE MONTH, DAY AND YEAR OF BIRTH<br />

4. SEX/RACE<br />

5. HEIGHT/WEIGHT<br />

6. EYE AND HAIR COLOR<br />

7. THE DATE OF THE REGISTRATION (RECORD IN THE DATE OF<br />

ARREST BLOCK)<br />

8. THE CONTRIBUTING AGENCY<br />

9. THE PLACE AND COUNTRY OF CITIZENSHIP<br />

Finally, the contributor should record “DNA Registration” within the charge field.<br />

Additional DNA Guidelines<br />

The <strong>Wisconsin</strong> <strong>Department</strong> <strong>of</strong> <strong>Justice</strong>, State Crime Laboratory-Milwaukee is making<br />

a special request to all sheriffs’ <strong>of</strong>fices that collect DNA samples from convicted<br />

felons. At issue are the savings to be realized by decreasing the number <strong>of</strong> duplicate<br />

samples taken from the one person.<br />

Under current DNA collection procedures, you are asked to make a search <strong>of</strong> the<br />

CIB criminal history records for a person before taking a DNA sample. Any person<br />

whose DNA sample has already been taken will have a flag at the top <strong>of</strong> their<br />

criminal record stating that a DNA sample has been taken. If this message exists, a<br />

second DNA sample is not required. This procedure alone has reduced the number<br />

<strong>of</strong> duplicate samples significantly.<br />

An analysis <strong>of</strong> duplicate samples that are still being received has shown an area<br />

where additional savings can be made. This analysis revealed that a person would be<br />

sampled by a sheriff’s <strong>of</strong>fice and then resampled at a correctional institution within a<br />

1-7 days. Since the sheriff’s sample has to arrive at the lab by US mail and then be<br />

entered into the criminal history record, the second sample is being taken before the<br />

criminal history record can be flagged.<br />
