Contributor OCA Number<br />

REQUIRED "OCA" is an FBI/NCIC acronym meaning "originating agency's case<br />

number." This number must be unique to one person/one arrest. While the OCA is<br />

not required for electronic submissions, it is recommended.<br />

Arrest Tracking Number<br />

ATN is a unique identifier linking arrest, prosecution, and court disposition data. The<br />

ATN is unique for each person/arrest. ATN is a variable-length numeric identifier<br />

which can only be generated by a computer algorithm. It can be as small as six (6)<br />

digits and as large as fourteen (14) digits. ATN contains a four (4) digit agency<br />

identifier, a local sequence number which can be from one (1) to nine (9) digits, and<br />

a check digit. (See ATN Technical Document 20-TS/ATN-96.032)<br />

Agencies submitting fingerprints electronically have the ATN generated by the card<br />

scan or live scan device. Those agencies submitting ink and roll fingerprint cards by<br />

mail should obtain and use the ATN generation s<strong>of</strong>tware provided by CIB. Contact<br />

Date <strong>of</strong> Offense<br />

This should be the date or approximate date <strong>of</strong> the alleged <strong>of</strong>fense. For submissions<br />

with multiple <strong>of</strong>fense dates, only one need be reported. For paper submissions, must<br />

be numeric characters representing month, day, and year, separated by slashes in that<br />

order. The year can be two or four characters (mm/dd/yy or mm/dd/yyyy). However,<br />

for electronic fingerprint card submissions, the year must be four characters without<br />

separators in the following order: ccyymmdd.<br />

Place <strong>of</strong> Birth<br />

REQUIRED Must be two character alpha code indicating the state, territory or<br />

country <strong>of</strong> birth. For those individuals born in the United States, Mexico or Canada,<br />

the specific state or province should be listed. Valid codes may be found in the State<br />

& Country Data Codes section <strong>of</strong> this manual.<br />

Country <strong>of</strong> Citizenship<br />

REQUIRED Must be two character alpha code indicating the individual's current<br />

country <strong>of</strong> citizenship. Country <strong>of</strong> Citizenship is subject to change, however Place <strong>of</strong><br />

Birth should never change.. Valid codes may be found in the State & County Data<br />

Codes section <strong>of</strong> this manual.<br />

Miscellaneous Numbers<br />

Must be a two character alpha code followed by the specific number. The<br />

Miscellaneous Identifying Numbers section <strong>of</strong> the manual contains a complete list <strong>of</strong><br />

the prefix codes. Examples :<br />

• Passport Number = PP-1234<br />

• Alien Registration Number = AR-5678<br />

• Drivers License Number = DL-XX C325-4755-0166-01 (where XX is<br />

state <strong>of</strong> issue)<br />

Scars, Marks, Tattoos and Amputations<br />

This block should be used to identify specific physical or mental characteristics <strong>of</strong><br />

the individual fingerprinted. The following identifiers should be coded for<br />
