<strong>Wisconsin</strong> collect more than 700 fingerprints at crime scenes each year. Fewer than<br />

1 percent <strong>of</strong> those prints can be used to find the criminal. With an AFIS system, as<br />

many as 20 percent <strong>of</strong> the fingerprints found at crime scenes will help identify law<br />

breakers when evidence has been submitted to the Crime Laboratories for the lifting<br />

<strong>of</strong> latent fingerprint(s) and subsequent comparison to the ten print fingerprint cards<br />

maintained by CIB.<br />

Technical Assistance and Training<br />

State Statute 165.83 (2) (h) and (i) provides that the Division <strong>of</strong> Law Enforcement<br />

Services - Crime Information Bureau assist all agencies and provide instructions<br />

whenever practicable to all agencies to establish the state system <strong>of</strong> identification<br />

and to establish efficient local records systems. Trained Field Representatives are<br />

permanently assigned full time to <strong>of</strong>fer instructional assistance, monitor fingerprint<br />

card submissions, aid administrators, train identification personnel, and are available<br />

for personal contact as required anywhere in law enforcement agencies, prosecutor's<br />

<strong>of</strong>fices, courts, and correctional institutions. Assistance requests or inquiries<br />

Handling <strong>Manual</strong> Revisions<br />

The <strong>Wisconsin</strong> <strong>Identification</strong> manual will be updated and revised as needed in the<br />

future. Updates and revisions will be available for download via the Internet and<br />

will not be re-printed by the <strong>Department</strong> <strong>of</strong> <strong>Justice</strong>. Individual users <strong>of</strong> the manual<br />

will be responsible for the download and inclusion <strong>of</strong> all update material for each<br />

manual. Users will be notified when updates or revisions are available for download.<br />
