3.2.7 Procedures at Transport Destination<br />

Upon arrival, the transporting officer will follow the procedures of the receiving facility. An officer<br />

will secure his/her weapon(s) prior to entering the facility and will remove restraining devices at<br />

the request of the receiving officer. All necessary paperwork will be exchanged with the receiving<br />

authorities.<br />

3.2.8 Procedures for Escapes<br />

If a prisoner escapes while being transported (not from a Holding Facility), an officer will notify the<br />

appropriate personnel and complete the necessary reports as indicated below.<br />

A. During and after an escape, the officer who was last in control of the prisoner shall notify,<br />

or cause to be notified, the following personnel and/or agencies immediately:<br />

The Dispatcher (via radio) unless outside the immediate area where a telephone<br />

must be used.<br />

The on duty supervisor.<br />

The jurisdiction where the escape occurred.<br />

Surrounding law enforcement jurisdictions.<br />

The victim, if the offense was a crime of violence.<br />

B. The officer who last had control of the prisoner will prepare the following reports detailing<br />

the circumstances of the escape.<br />

Offense Report.<br />

Any other necessary reports.<br />

C. In addition to the above, the on duty shift supervisor will ensure that the following steps<br />

are taken in the event of an escape:<br />

The law enforcement agency in the jurisdiction where the escapee resides is<br />

notified.<br />

LEADS Teletype messages to surrounding law enforcement agencies are sent.<br />

The appropriate entry is made in LEADS by the dispatcher for state-wide<br />

dissemination.<br />

3.2.9 Notifying Court of Security Hazard<br />

When a prisoner who poses a security risk is transported to any court, the transporting officer<br />

shall notify the presiding judge of his/her concerns. In such cases, the judge/magistrate/mayor<br />

may allow or direct the use of restraining devices in court and/or may request an assignment of<br />

additional officers for court security.<br />
