the cruiser as close as possible to the rear bumper of the target<br />

vehicle to prevent escape. A third vehicle can be used to pull<br />

alongside the target vehicle near the driver’s door. A fourth<br />

vehicle can pull alongside the passenger side (if permissible) or<br />

assist in blocking from the front or rear of the target vehicle.<br />

The officer in the primary vehicle should remain in the cruiser<br />

until the driver is secured. This is to prevent potential injury to the<br />

officer should the target vehicle attempt to break the intercept,<br />

and to limit the possibility of a crossfire situation.<br />

The suspect should be removed from the target vehicle using the<br />

high-risk stop method or whatever is practical for the situation.<br />

2. Use of Tire Deflation Devices<br />

When time permits, tire deflation devices (i.e. - Stinger Spikes or Stop Sticks)<br />

may be utilized when a pursuit is approaching or is currently in <strong>New</strong> <strong>Albany</strong>.<br />

An officer deploying tire deflation devices will be trained in their use and adhere<br />

to the following guidelines:<br />

Deployment will be made after receiving supervisory approval and will be<br />

made on smooth asphalt or concrete surfaces in areas free of road<br />

construction.<br />

Radio communication will be made and/or maintained with all police<br />

vehicles around the deployment area. The deploying officer shall notify<br />

pursuing officers of the exact location of tire deflation device deployment.<br />

Before deploying tire deflation devices into position, an officer must<br />

ensure there are no other vehicles (non-involved or police) between the<br />

target vehicle and the point of deployment.<br />

The deploying officer shall remain in the area of the deployment zone<br />

and collect the tire deflation devices and any remaining remnants.<br />

Tire deflation devices shall be used in adherence with the manufacturer’s<br />

recommendations and will only be deployed on vehicles with four or<br />

more tires.<br />

Tire deflation devices may be used to prevent a vehicle from being<br />

moved by a suspect at a crime scene or to prevent a suspect’s escape<br />

from the area.<br />

Any incident involving the deployment of tire deflation devices will result<br />

in the on duty supervisor preparing a written report. This report shall<br />

include the effectiveness of this tool, the final outcome of the pursuit, and<br />

any injuries which were sustained as a result of the use of tire deflation<br />

devices. This written report will be forwarded to the Chief of Police.<br />

For the purpose of this directive, deployment of tire deflation devices is not<br />

considered to be a use of deadly force nor is it considered a roadblock measure.<br />

3. Precision Immobilization Technique<br />

Precision Immobilization Technique (PIT) is a method used to reduce risks in<br />

bringing pursuits to a conclusion. It is a controlled and trained technique. It can<br />
