aid in ending the pursuit. Furthermore, the officer setting up the<br />

roadblock must be trained and certified in the use of this<br />

technique.<br />

Stationary roadblocks will be located in an area which provides a<br />

safe stopping distance for traffic to avoid unnecessary hazards to<br />

officers and innocent persons.<br />

Officers shall place themselves in a position of safety. They<br />

shall never expose themselves to a risk for the sake of stopping<br />

the suspect.<br />

If the patrol car is not being used in the roadblock, it shall be<br />

placed off the roadway in a safe position to resume the pursuit if<br />

the violator chooses not to stop.<br />

c. Vehicle Intercept<br />

A vehicle intercept involves the blocking-in of a suspect vehicle with law<br />

enforcement vehicles. The vehicle intercept takes place at an<br />

intersection, parking lot, driveway or any other location where the<br />

suspect vehicle is traveling at a slow speed (generally 10 miles per hour<br />

or less). Only those officers that have successfully completed a Precision<br />

Immobilization Technique (PIT) training course and have been certified<br />

may use this technique. The considerations used in determining if the<br />

Vehicle Intercept technique shall be used are as follows:<br />

Vehicle Intercepts are intended to be used on vehicles that<br />

contain felony suspects, fleeing suspect vehicles, impaired<br />

drivers who pose a threat to public safety, and suspects wanted<br />

for crimes of violence.<br />

A minimum of two (2) and a maximum of four (4) law<br />

enforcement vehicles are used to conduct the Vehicle Intercept.<br />

Unmarked police vehicles may be used with supervisory<br />

approval.<br />

The officers involved will communicate with each other to<br />

determine which position they will take prior to the Vehicle<br />

Intercept.<br />

Officers shall refrain from activating any emergency equipment<br />

until all law enforcement vehicles are in position and have come<br />

to a stop.<br />

Positions will be assigned as follows: Position 1 Primary<br />

blocking vehicle in front of target vehicle. Position 2 Secondary<br />

blocking vehicle in the rear of the target vehicle. Position 3 and<br />

4 are alongside the target vehicle with the front of the cruiser<br />

positioned approximately 10-20 feet away from the target vehicle<br />

and behind the driver’s door of the target vehicle.<br />

The primary blocking vehicle will pull in front of the target vehicle<br />

as it slows, stops, or begins to pull away. The second vehicle will<br />

simultaneously block the rear of the vehicle, placing the front of<br />
