crash, when there is a high potential for liability to the City, or for any other reason<br />

he/she deems appropriate.<br />

B. The first officer on the scene should check for hazardous situations and then identify<br />

injured persons and provide emergency first aid. He/she will summon additional<br />

medic/fire equipment if it is needed, but will not provide emergency transportation to<br />

any person unless authorized by a supervisor.<br />

C. When the officer identifies a hazardous situation such as downed wires, chemical spills,<br />

or fire, the officer should isolate the area and assist in the evacuation of any victims.<br />

Hazardous containers may be identified using the Emergency Response Guidebook.<br />

Once identified, the officer will relay the information to the Dispatch Center for a<br />

HAZMAT response. An officer should not enter the area until he/she has assessed the<br />

danger and should consider allowing only properly trained and equipped personnel to<br />

enter the area. (see also Directive 18.1.9)<br />

D. When investigating traffic crashes, officers will ensure that the OH-1 is completed<br />

accurately and thoroughly. This may include the following:<br />

Interviewing parties involved and any witness(es)<br />

Examining and recording damage<br />

Examining, recording, and collecting evidence or debris<br />

Taking measurements<br />

Photographing the scene<br />

Providing exchange of information between parties<br />

Videotaping the scene<br />

E. Upon arrival at the scene of a traffic crash, an officer should first position his/her cruiser<br />

in a place that provides maximum protection of the scene, vehicle occupants, and any<br />

hazards. The cruiser should not be parked in a place where it would create an additional<br />

hazard. The emergency lights will be activated when the cruiser is on the roadway. The<br />

following available equipment may also be utilized at the scene of a traffic crash:<br />

Traffic cones may be utilized to divert drivers around the scene and to protect<br />

small items of evidence.<br />

Crime scene tape may be utilized to protect and keep the public away from the<br />

scene.<br />

Road flares may be illuminated to assist motorists around the scene. Road flares<br />

should not be used when hazardous chemicals or spills are present.<br />

Traffic safety vests will be worn by officers engaged in traffic direction during<br />

hours of darkness and/or inclement weather.<br />

2.2.4 Follow-up Investigations<br />

A. Traffic crash investigation follow up is the responsibility of the investigating officer. If<br />

further investigation is required, the officer may request assistance. This assistance may<br />

include:<br />
