19.1.1 Reserve Officer Program<br />

<strong>NEW</strong> <strong>ALBANY</strong> <strong>POLICE</strong> <strong>DEPARTMENT</strong><br />

Directive 19.1 - Reserve Officer Program<br />

Effective in 2002, the <strong>New</strong> <strong>Albany</strong> Police Department no longer recruited or hired officers for the<br />

Reserve Officer Program. At that time, current reserve officers were “grand-fathered” in the<br />

program.<br />

The current Reserve Officer program enables each officer to receive experience and hands-on<br />

training in the delivery of effective and professional law enforcement services to the community.<br />

While the <strong>New</strong> <strong>Albany</strong> Police Department offers many benefits to its Reserve Officer(s), it also<br />

must demand and maintain a high level of performance and training.<br />

The Reserve Officer program allows qualified Reserve Officers to perform the following police<br />

functions:<br />

Full powers of arrest<br />

Solo patrol in a marked police cruiser<br />

Issuance of summonses, citations, and warnings<br />

Completion of traffic crash reports<br />

Carrying a qualified firearm off-duty<br />

Attendance at training courses<br />

Working special duty assignments<br />

Investigating crimes<br />

Testifying in court proceedings<br />

19.1.2 Reserve Officer Training<br />

The <strong>New</strong> <strong>Albany</strong> Police Department provides training to Reserve Officers, which include firearms<br />

training, ASP training, self-defense training, chemical spray training, and other training as<br />

required by the State of <strong>Ohio</strong> and the department. Reserve Officers who fail to meet annual<br />

training standards and requirements shall be terminated from the Reserve Officer program.<br />

19.1.3 Reserve Officer Requirements<br />

Each Reserve Police Officer shall be required to maintain a minimum of 24 hours of service time<br />

per month. The duties in which a Reserve Officer can apply his/her service time may include<br />

patrol duties, mandatory/voluntary training, investigations, attendance at meetings, court<br />

appearances, serving summonses or arrest warrants, or any other duty approved by the Chief of<br />

Police. Exceptions to this requirement may be made if the Reserve Officer provides his/her<br />

immediate supervisor with a written explanation as to the cause for failing to serve the 24 hour<br />

monthly requirement. Each written explanation will be evaluated on a case-by-case basis by the<br />

supervisor and the Chief of Police.<br />

Other Reserve Officer requirements include:<br />

Covering shifts that are vacant as a result of officers who are on leave, on vacation, in<br />

training, attending court appearances, and holidays.<br />

Attending mandatory meetings and in-service training.<br />
