C. Dispatcher Response to Hazardous Materials Scenes<br />

Dispatchers shall obtain wind directions from weather stations and advise responding<br />

officers. Dispatchers shall dispatch a police supervisor and sufficient personnel. If a<br />

supervisor is not on-duty, the dispatcher shall contact an off-duty supervisor and/or the<br />

Chief of Police.<br />

D. Supervisor Response to Hazardous Materials Scenes<br />

As soon as practical, the supervisor shall establish a perimeter around the area to<br />

prevent/limit exposure. Supervisors shall use the best information available in<br />

determining the distance from the immediate area. The supervisor shall also serve as an<br />

initial liaison and provide assistance to other agencies responding to or at the scene.<br />

E. Handling Infectious Materials<br />

Officers shall adhere to strict safety standards when handling hazardous or suspected<br />

contaminated property. When hazardous material is being handled or collected as<br />

evidence, protective clothing appropriate to the extent contamination and/or exposure<br />

should be worn. Officers shall wear gloves (rubber or latex) for collection purposes<br />

whenever contamination is suspected or unknown. Officers shall treat all medical waste<br />

as infectious.<br />

Officers are reminded to not break, bend, remove, or recap hypodermic needles and<br />

syringes and to dispose of them in a safe manner, preferably a rigid plastic container. If<br />

these items are needed for evidence, officers shall appropriately mark the container as<br />

outlined in the evidence submission chapter (see Directive 13.1).<br />

18.1.10Tactical Team Procedures<br />

The <strong>New</strong> <strong>Albany</strong> Police Department, through the process of mutual aid, may utilize the services<br />

of the Franklin County Sheriff’s Office Special Weapons and Tactics Unit or the Columbus<br />

Division of Police Special Weapons and Tactics Unit and their attached hostage negotiators<br />

during any major tactical event.<br />

A. Special Operations beyond the scope of the resources and training of the Police<br />

Department will require the on-duty supervisor to assess the situation, notify the Chief of<br />

Police, and direct the on-duty staff to summon the assistance of the organizations listed<br />

who have the expertise and/or specialized training to conduct such special operations.<br />

B. As outlined in other segments of this chapter, the on-duty patrol force encountering<br />

incidents requiring special assistance are to avoid taking any action whenever possible<br />

until the arrival of SWAT, hostage negotiators, or other specialists.<br />

The patrol officer’s function in these situations is to:<br />

Establish perimeters<br />

Collect intelligence<br />

Ensure medical help is rendered to the injured<br />

Develop a command post<br />

Control crowds and traffic<br />

Utilize a tactical entry when the loss of life and/or serious physical harm<br />

is in progress.<br />

C. The O.I.C. will be responsible for establishing and maintaining a direct communications<br />

link with the commanders from the specialized units who respond.<br />
