Explosions<br />

A. In cases where an explosion has occurred, the procedures for notification, scene<br />

security, evacuation, and criminal investigation are the same as those in a non-detonated<br />

explosive incident.<br />

B. When the scene is secured, the O.I.C. will coordinate the preservation of evidence<br />

processes and allow no one into the crime scene except rescue personnel, investigators,<br />

and bomb specialists.<br />

C. Investigators will notify the O.I.C. when examination of the scene is complete.<br />

D. The recommended course of action for investigations of this nature is to include the<br />

United States Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) and/or the<br />

Federal Bureau of Investigation (FBI) in all situations involving explosions of a serious<br />

nature that warrant massive amounts of evidence collection.<br />

E. Explosions may cause structural damage and other non-detonated explosives may be<br />

present. Persons at the scene should use caution and no person should enter the<br />

danger zone except to prevent injury or death to another person. This does not include<br />

investigators and specialists called to examine the crime scene.<br />

Bomb Disposal Units<br />

A. In the event a situation develops requiring the need for trained explosive removal experts,<br />

the Columbus Division of Fire Bomb Squad will be summoned by the appropriate<br />

dispatch center upon request of on-scene Fire Department personnel. In addition, the<br />

Franklin County Sheriffs Office has a Bomb Squad that is available through the Sheriff’s<br />

dispatch center and can be summoned by either police or fire personnel.<br />

B. If the Columbus Fire Bomb Squad or Franklin County Sheriffs Office Bomb Squad are<br />

unavailable or they encounter devices which are beyond the technical scope or expertise<br />

of the unit, the services of the 71 st Ordinance Detachment, Explosives Ordinance<br />

Disposal Unit (EOD) stationed at Wright Patterson Air Force Base will be requested. The<br />

71 st EOD has rapid deployment capability by helicopter and ground transport, utilizing<br />

some of the most sophisticated technology available.<br />

18.1.8 Emergency Mobilization Plan<br />

A. Communications<br />

It is the duty of all Police Department employees to immediately report to their supervisor<br />

all events or situations that may involve conditions which are beyond the resources or<br />

capabilities of the normal shift to effectively control. This communication will normally<br />

take place via police radio unless it is determined to be of a sensitive nature requiring the<br />

protective elements of telephone land lines or personal contact.<br />

B. Alert Stages<br />

During alert stages, the Chief of Police will issue orders placing Police Department<br />

personnel on standby alert in cases of pending need or he/she may immediately activate<br />

personnel if the situation requires.<br />

Upon notification of an “ALERT” condition, Police Department personnel will place<br />

themselves in readiness and maintain that condition until notified to stand down. The<br />

condition of readiness includes the employees of the Dispatch Center. Personnel need<br />

to have transportation and a means of rapid communication if he/she is required to report<br />

for duty.<br />
