F. After being searched, each prisoner will be photographed by personnel as part of the<br />
identification process. This can be achieved by using the Police Department’s digital<br />
camera and/or other digital cameras.<br />
G. Should the nature and size of the incident require assistance from other law enforcement<br />
agencies, those officers will be assigned to assist with the physical security of the holding<br />
area, temporary detention facility, or medical facility where prisoner(s) may be<br />
transported. These officers will generally be assigned to duties where detailed<br />
knowledge of the policies and procedures of the Police Department is not necessary.<br />
H. All persons arrested in mass arrest situations will be afforded all legal and customary<br />
rights with respect to notification of defense counsel. Whether those arrested are taken<br />
to the Police Department, temporary holding facilities, or to the county jail, telephone<br />
and/or personal contact with defense counsel will be a primary consideration.<br />
I. Mass arrest situations may require the City Attorney or his/her representative to be<br />
summoned to the Police Department to provide legal advice as well as assistance in the<br />
preparation of formal charges against the prisoners.<br />
J. If the arrest situation gains the interest of the news media to the extent that the media’s<br />
information collection efforts overwhelm on-duty supervision, additional personnel may be<br />
summoned. The City’s Public Information Officer shall be contacted as soon as practical<br />
to assist in developing press releases and guiding the media to ensure that accurate<br />
information is reported to the public.<br />
K. Regardless of where prisoners are transported for booking, reasonable accommodations<br />
for the basic human needs such as food, water, and sanitary facilities will be provided.<br />
The supervisor will be responsible for prisoner placement locations to guarantee<br />
compliance with applicable state/federal regulations.<br />
To assure that proper resources can be obtained easily and in a timely manner, the Chief<br />
of Police may authorize the notification of the City Finance Director. The Finance Director<br />
may assign a representative to assist the Police Department in obtaining resources that<br />
may be required, but not on hand, during special circumstances such as mass arrests.<br />
L. No prisoner will be denied treatment for any claimed or visible medical ailment or malady.<br />
It is the responsibility of the on-duty supervisor to ensure each prisoner is evaluated. The<br />
on-duty supervisor has a variety of options toward the care for sick or injured prisoners<br />
which may include summoning paramedics for transport of the prisoner(s) to medical<br />
facilities.<br />
M. At the discretion of the ranking on-duty supervisor at the time of the incident, civilian<br />
employees, including the Police Clerk, Support Services Manager, and dispatchers, may<br />
also be called in to assist with compilation of arrest data in order to facilitate the process<br />
in a timely manner.<br />
18.1.6 Hostage/Barricade Situations<br />
Control of Scene<br />
A. When the Police Department is involved in a situation with an armed suspect who has<br />
seized or is believed to have seized control of a dwelling or other structure (with or<br />
without hostages), immediate steps should be taken to ensure the safety of all persons in<br />
the area. Individuals who have barricaded themselves against arrest (with or without<br />
hostages) present extraordinary danger to responding officers and civilians in the area.<br />
B. Primary responsibility of the first responding officers at such events should be focused<br />
upon the establishment of a scene perimeter to eliminate escape routes to preserve the<br />
safety of bystanders, and to facilitate evacuations from the area.<br />
