17.4.1 Selection Process NEW ALBANY POLICE DEPARTMENT Directive 17.4 – Promotions The New Albany Police Department has established the promotional procedures for supervisory positions within the Police Department, including the position of Police Sergeant. The selection process for the position of Police Sergeant is outlined below. 17.4.2 Qualifications The Chief of Police will recruit qualified police officer candidates within the Police Department for the position of Police Sergeant. These candidates must meet the minimum qualifications established by the Chief of Police and approved by the City Manager. These minimum qualifications shall include the following: 17.4.3 Posting No serious disciplinary problems At least five years of patrol experience as a full-time New Albany police officer OR At least three years of patrol experience as a full-time New Albany police officer AND an associate’s degree (or higher) from an accredited college or university. When the Chief of Police has established a need for a Police Sergeant, a job posting for the position will be displayed in a conspicuous manner within the Police Department facility and emailed to all Police Department personnel. The posting/email shall inform prospective candidates of the following: Position being posted Minimum qualifications, including exceptions Date and time interested candidates must respond in writing and/or via email Brief job description 17.4.4 Promotional Examination Candidates who have notified the Chief of Police in writing of their interest in the Police Sergeant’s position will be notified by written memo and/or email of the date, time, and location of the promotional examination. The written examination will be obtained from an established, recognized and credentialed test development company. Each candidate will be given a list of resource/reference materials in order to study and prepare to take the examination. The examination will be given on a date and time that will ensure fairness to all the candidates taking the test. The examination will be used to account for 50% of the candidate’s final score. 17.4.5 Oral Review Board Candidates that obtain a passing score on the promotional examination will be notified by the Chief of Police of their score. The notification will also inform the candidate of the date, time, and location of the Oral Review Board. The Oral Review Board will consist of 3-5 officers of the rank of sergeant or above from nearby police jurisdictions. The board will ask a pre-determined set of questions to each candidate. A final score will be tabulated and used to provide the final 50% of each candidate’s score. Each board member will rank each candidate according to the responses given during the interview. The board members will submit their final rankings to the Chief of Police. 10

17.4.6 Interview The candidates will be notified of their final ranking and the top three candidates will be invited to an interview with the Chief of Police and the City Manager. In addition, senior supervisors may also participate in this interview. While the candidate’s final score, ranking, and seniority will be given consideration, the Chief of Police, in consultation with the City Manager, shall be permitted to recommend/select any of the top three candidates for the promotion to Sergeant. 17.4.7 Probationary Period Newly promoted supervisors (including Police Sergeants) shall be assigned to a supervisory FTO period of at least six weeks. The supervisory FTO period shall be determined by the Chief of Police based upon the experience of the newly promoted supervisor. Pursuant to Codified Ordinance 155.04(d), an employee promoted to a higher position or transferred to another position shall be classified as a probationary employee in that position for a period of six months. If the employee does not perform satisfactorily during the six-month probationary period, he/she shall be returned to his/her previous position and his/her seniority in that position shall be maintained. 11

17.4.6 Interview<br />

The candidates will be notified of their final ranking and the top three candidates will be invited to<br />

an interview with the Chief of Police and the City Manager. In addition, senior supervisors may<br />

17.4.7 Probationary Period<br />

Police based upon the experience of the newly promoted supervisor.<br />

Pursuant to Codified Ordinance 155.04(d), an employee promoted to a higher position or<br />

transferred to another position shall be classified as a probationary employee in that position for a<br />

period of six months. If the employee does not perform satisfactorily during the six-month<br />

probationary period, he/she shall be returned to his/her previous position and his/her seniority in<br />
