17.4.1 Selection Process<br />

<strong>NEW</strong> <strong>ALBANY</strong> <strong>POLICE</strong> <strong>DEPARTMENT</strong><br />

Directive 17.4 – Promotions<br />

The <strong>New</strong> <strong>Albany</strong> Police Department has established the promotional procedures for supervisory<br />

positions within the Police Department, including the position of Police Sergeant. The selection<br />

process for the position of Police Sergeant is outlined below.<br />

17.4.2 Qualifications<br />

The Chief of Police will recruit qualified police officer candidates within the Police Department for<br />

the position of Police Sergeant. These candidates must meet the minimum qualifications<br />

established by the Chief of Police and approved by the City Manager. These minimum<br />

qualifications shall include the following:<br />

17.4.3 Posting<br />

No serious disciplinary problems<br />

At least five years of patrol experience as a full-time <strong>New</strong> <strong>Albany</strong> police officer OR<br />

At least three years of patrol experience as a full-time <strong>New</strong> <strong>Albany</strong> police officer AND an<br />

associate’s degree (or higher) from an accredited college or university.<br />

When the Chief of Police has established a need for a Police Sergeant, a job posting for the<br />

position will be displayed in a conspicuous manner within the Police Department facility and<br />

emailed to all Police Department personnel. The posting/email shall inform prospective<br />

candidates of the following:<br />

Position being posted<br />

Minimum qualifications, including exceptions<br />

Date and time interested candidates must respond in writing and/or via email<br />

Brief job description<br />

17.4.4 Promotional Examination<br />

Candidates who have notified the Chief of Police in writing of their interest in the Police<br />

Sergeant’s position will be notified by written memo and/or email of the date, time, and location of<br />

the promotional examination. The written examination will be obtained from an established,<br />

recognized and credentialed test development company. Each candidate will be given a list of<br />

resource/reference materials in order to study and prepare to take the examination. The<br />

examination will be given on a date and time that will ensure fairness to all the candidates taking<br />

the test. The examination will be used to account for 50% of the candidate’s final score.<br />

17.4.5 Oral Review Board<br />

Candidates that obtain a passing score on the promotional examination will be notified by the<br />

Chief of Police of their score. The notification will also inform the candidate of the date, time, and<br />

location of the Oral Review Board. The Oral Review Board will consist of 3-5 officers of the rank<br />

of sergeant or above from nearby police jurisdictions. The board will ask a pre-determined set of<br />

questions to each candidate. A final score will be tabulated and used to provide the final 50% of<br />

each candidate’s score. Each board member will rank each candidate according to the<br />

responses given during the interview. The board members will submit their final rankings to the<br />

Chief of Police.<br />
