In addition, the following occurrences, incidents, events, conduct, or behaviors in a candidate’s<br />

background may result in immediate disqualification from the selection process:<br />

Felony conviction;<br />

Illegal use of controlled substances and/or conviction for control substance violations;<br />

Excessive use of alcoholic beverages;<br />

Poor work record;<br />

Poor driving record, (numerous accidents or numerous convictions for moving traffic<br />

violations);<br />

Numerous debts which are not being regularly paid-off; and,<br />

Other related and/or similar occurrences or incidents that would be unacceptable or<br />

undesirable in a Dispatcher given the nature of the duties/ responsibilities inherent to the<br />

position.<br />

17.2.5 Oral Review Board<br />

The top candidates will be invited to participate in an Oral Review Board interview.<br />

Representatives of the Oral Review Board may include senior dispatchers, supervisor(s), and/or<br />

officers of the <strong>New</strong> <strong>Albany</strong> Police Department.<br />

The candidates will be given questions and scenarios in an effort to evaluate their decisionmaking,<br />

communication, judgment, and leadership skills. Each candidate will be evaluated and<br />

ranked according to the interview. The candidates will be notified of their ranking at as soon as<br />

practical. Generally, the top three candidates will be invited to a final interview with the Chief of<br />

Police.<br />

17.2.6 Final Interview<br />

The Chief of Police (along with the City Manager if needed) will interview the top three candidates<br />

who were selected from the Oral Review Board. Upon completion of the interviews, the Chief of<br />

Police shall confer with the City Manager and, upon approval, shall select a successful<br />

candidate(s). A conditional offer of employment will be given to this candidate. Those candidates<br />

that were not selected shall remain on an eligibility list for a period of one year.<br />

17.2.7 Psychological Test<br />

A qualified psychologist/psychiatrist will conduct a psychological profile to determine the final<br />

candidate’s mental/emotional fitness for the position. This test will be conducted on a pass/fail<br />

basis with the results being forwarded to the Chief of Police.<br />

17.2.8 Probationary Period<br />

<strong>New</strong>ly appointed Dispatchers shall be assigned to a Field Training Program for a period of nine<br />

weeks. Dispatcher’s who have had prior police dispatching experience may be permitted, with<br />

the approval of the Chief of Police, a shortened training period. Each Dispatcher’s prior<br />

experience will be decided on a case-by-case basis.<br />

In accordance with Codified Ordinance 155.04, an employee entering the service of the <strong>New</strong><br />

<strong>Albany</strong> Police Department as a full-time or part-time employee shall be considered a probationary<br />

employee for a period of one (1) year from the date of appointment.<br />
