pass all 5 events (which shall include a 1.5 mile run, 300 meter run, maximum sit-ups in one<br />

minute, maximum push-ups in one minute, and maximum bench press with three attempts) by the<br />

minimum standard score will be dropped from further consideration. The remaining candidates<br />

who have passed the minimum standards will proceed to the next step in the selection process.<br />

17.1.6 Background Investigation<br />

The top 10-15 candidates (as determined by the written test score) that were successful in the<br />

physical fitness test shall be provided a background information packet. A detailed and thorough<br />

background investigation will be conducted, based upon the information contained in the personal<br />

history questionnaire. The investigation will include inquiries in the areas of criminal record,<br />

employment history, credit check, family histories, educational background, military service, and<br />

individual histories. Each candidate will receive a Release of Information Waiver, a Credit Check<br />

Waiver, and a Military History Waiver which will accompany the packet, and the applicant must<br />

sign each waiver (as applicable) before the background process can proceed. An applicant may<br />

be disqualified during the background investigation if the background investigator discovers<br />

eliminating factors that would be considered cause for dismissal.<br />

17.1.7 Oral Review Board<br />

Generally, the top five candidates remaining in the hiring process will be invited to participate in<br />

the Oral Review Board. The Oral Review Board will be comprised of senior staff members and<br />

supervisors. The candidates that are interviewed are given questions and scenarios in an effort to<br />

evaluate their decision-making, communication skills, judgment, leadership skills, and command<br />

presence. Each candidate is evaluated and ranked according to the interview. The top three<br />

candidates then proceed to the next step of the hiring process.<br />

17.1.8 Polygraph<br />

Applicants who were successful in the Oral Review Board will be required to submit to a<br />

polygraph examination or similar tests for truth verification which shall be conducted by a qualified<br />

examiner. The purpose of the polygraph is to ensure the accuracy and truthfulness of the<br />

information gathered during the background investigation and information which was provided by<br />

the applicant on the personal history questionnaire. The polygraph/truth verification testing<br />

process is graded on a pass/fail basis with the successful candidates proceeding to the next step<br />

of the hiring process. If a candidate fails a polygraph test, he/she may be permitted to take an<br />

alternate test (ie – CVSA) at the discretion of the Chief of Police (and vise-versa).<br />

17.1.9 Final Interview<br />

The Chief of Police will interview the final candidates who have passed the polygraph/truth<br />

verification examination. In addition, the City Manager, and/or Police Department supervisors<br />

may be asked to participate in this interview process. Upon completion of the interview and<br />

approval of the City Manager, a conditional offer of employment will be made to the top<br />

candidate(s). Upon receiving a conditional offer of employment, the candidate will proceed to the<br />

final two steps.<br />

17.1.10 Psychological Test<br />

A qualified psychologist/psychiatrist will conduct a psychological profile to determine the final<br />

candidate’s mental/emotional fitness for the position. This test will be conducted on a pass/fail<br />

basis with the results being forwarded to the Chief of Police.<br />

17.1.11 Physical Examination<br />

Pursuant to legislative requirements, all Police Officer candidates who have been given a<br />

conditional offer of employment will undergo a complete medical/physical examination which shall<br />

be conducted by a qualified medical doctor. The medical examination will include blood work,<br />
