Department strives to maintain a positive, cooperative working relationship with all private security<br />

operations.<br />

Several private security agencies have volunteered their assistance to the <strong>New</strong> <strong>Albany</strong> Police<br />

Department to aid in criminal investigations. During law enforcement operations, the Police<br />

Department may request that private security agencies share in the use of equipment and/or other<br />

resources. As with mutual aid requests with other agencies (see Directive 16.1.3(H)), the City of<br />

<strong>New</strong> <strong>Albany</strong> will not incur liability for equipment or personnel from private security agencies.<br />

Requests for mutual aid may include the following:<br />

Use of surveillance equipment<br />

Assistance with surveillance activities<br />

Assistance with crowd control and/or special events planning<br />

Use of a drug or bomb detection canine and handler<br />

Sharing of Intelligence/Information<br />

Copying and/or enhancement of video recordings or photographs<br />

During the course of a criminal investigation, the Police Department may have a need to establish<br />

a crime scene on private property that is within the City but also under a private security agency’s<br />

area of authority. In such cases, the private security agency is expected to fully cooperate with<br />

the <strong>New</strong> <strong>Albany</strong> Police Department.<br />

Under authority of law, the Police Department has the ultimate right to establish, maintain, and<br />

control all official crime scenes within <strong>New</strong> <strong>Albany</strong>. This includes the right to control the<br />

entrance/egress of all persons in and around the boundaries of the crime scene and to conduct a<br />

thorough crime scene investigation.<br />

In such cases, the Police Department will cooperate with the private security agency(ies), as<br />

allowable under law. This includes the coordination of news releases to the media. However, all<br />

public records requests shall be honored by <strong>New</strong> <strong>Albany</strong> Police Department so as not to violate<br />

<strong>Ohio</strong>’s Public Records Law (O.R.C. Chapter 149).<br />
