16.1.1 Geographical Boundaries<br />
Directive 16.1 – Mutual Aid Agreements<br />
The geographical boundaries of the City of <strong>New</strong> <strong>Albany</strong> are maintained and updated by the Zoning<br />
Department. The Police Department maintains an official copy of the City’s boundaries on a map<br />
(see Addendum A) located within the Dispatch Center. This map is updated by the Zoning<br />
Department, as needed, when changes are announced. Detailed plat maps are stored in the file<br />
room in the Zoning Department. Official geographical boundary records are also maintained by<br />
the Franklin County Recorder’s Office.<br />
16.1.2 Concurrent Jurisdiction<br />
The <strong>New</strong> <strong>Albany</strong> Police Department is the primary law enforcement agency within the<br />
geographical boundaries of the City of <strong>New</strong> <strong>Albany</strong> and responds to both emergency and nonemergency<br />
calls for service. The following agencies also have concurrent jurisdiction within <strong>New</strong><br />
<strong>Albany</strong> as specified:<br />
A. The Franklin County Sheriff’s Office has full concurrent authority under <strong>Ohio</strong> Revised<br />
Code §311.07 (see Addendum B) within Franklin County and may be called upon under<br />
the terms of the applicable statutory authority to assist the <strong>New</strong> <strong>Albany</strong> Police<br />
Department. Likewise, the Licking County Sheriff’s Office has full concurrent authority<br />
within Licking County and may be called upon to assist the <strong>New</strong> <strong>Albany</strong> Police<br />
Department in areas of the City that lie in Licking County.<br />
B. The <strong>Ohio</strong> State Highway Patrol has full concurrent authority under <strong>Ohio</strong> Revised Code<br />
§5503.02 (see Addendum C) within and upon state properties and state and federal roads<br />
and highways and may be called upon under the terms of the applicable statutory<br />
authority to assist the <strong>New</strong> <strong>Albany</strong> Police Department.<br />
C. The <strong>New</strong> <strong>Albany</strong> Police Department is authorized to enforce specific state laws as<br />
outlined in <strong>Ohio</strong> Revised Code §2935.03 (E-1) (see Addendum D) on streets or highways<br />
immediately adjacent to City geographical boundaries. This authority is granted through<br />
<strong>Ohio</strong> Revised Code §2935.03 (E-3) (see Addendum D).<br />
Communications between the above-listed agencies will be conducted primarily through the Law<br />
Enforcement Emergency Radio Network (LEERN), via telephone, and/or the MARCS radio<br />
system (as available).<br />
The primary agency will be responsible for reporting and prosecuting incidents within concurrent<br />
jurisdictions, however, other agencies may be given this authority.<br />
16.1.3 Written Agreements for Mutual Aid<br />
The <strong>New</strong> <strong>Albany</strong> Police Department has entered into a Mutual Aid Compact with numerous<br />
political subdivisions within Franklin County and Licking County. The agreement(s) (see<br />
Addendum E) is/are kept on file in the office of the Chief of Police.<br />
A. As identified in the Mutual Aid Compact, when an agency is called upon to assist the <strong>New</strong><br />
<strong>Albany</strong> Police Department or when the <strong>New</strong> <strong>Albany</strong> Police Department is called upon to<br />
assist a Mutual Aid Compact agency, the responding agency and its personnel shall be<br />
considered a functional portion of the requesting agency and are protected by all<br />
applicable laws. In addition to the agencies identified in the Mutual Aid Compact, the<br />
<strong>Ohio</strong> State Highway Patrol (pursuant to <strong>Ohio</strong> Revised Code §5503.02) may provide<br />
